there's moderate to heavy rain, again, eastern shore east of came bridge, and salisbury. we'll talk about the winds and the rest of this storm in a moment but it is wet and slow out there. >> if you're traveling between the beltways we have an accident on 95 south at 198. it's on the right side of the road so stay to the left. the delays start at 32. starting to look like a parking lot on the northwest side of the belway. this is a live look. outer loop is stop and go from 75. inner loop is moving well. starting to slow down a little bit on the right of your screen, which is the southbound traffic. on the northbound side we have debris in the northbound lanes. on the left lane causing some flat tires so be careful. we are actually doing okay on drive times on 83. 95 out of white marsh, 7 or 8 minutes outer loop. it will slow you down to 70.

legislation being considered on the educational side of things. the proposed amendment could take children off track for high school diplomas as soon as the third gre . >> today a republican senator from georgia is expected to offer an amendment to no child left behind. the ament would allow schools to lower the academic expectations for students with disabilities based on their scores and state accountability tests. the amendment may allow their school to take the student off the diploma track as early as the third grade. the amendment would remove the limits on how many disables students can take a less challenging assessment test and some parents and advocates are not ap h pi about the proposed amendment. >> i see this as lowering the expectations for students with disabilities. >> research has shown when they are held to the same high standards as every other

student, they can achieve and they will learn math and they will learn to read. >> now, we spoke with senator's office. she says she's looking forward to reviewing this amendment. she's been a strong advocate for raising education standards with stients with disabilities in the past. now expectant moms have an easier way to find out about the health of their baby. a new test has come out to determine if a fetus has down syndrome just by testing the woman's blood. up until now there were two tests, the blood test and another one that's a little more risky. gop hopefuls squared off in their debate for the white house. her man cane and former masse maz governor mitt r.

198. stay to the left because it's on the right. taking a look at 95 south at 32, you could see the traffic is moving a little bit better because there is some improvement here but a slow ride between the beltways. take 29 or 1. breaking news for you. three dozen animals escape from an animal farm in ohio. it's about two hours east of columbus. we're tracking the latest with this. a lot of people are wond how so many animals got out. >> details have been changing by the hour, and we've learned that authoritys are having a news conference with updated information about 10:00 this morning. authorities have closed several schools today after the exotic animals escaped from an animal farm in eastern ohio. police have shot about 25 of the 45 that escaped. the owner was found dead outside

his home in the animal property. the fence was left open. the farm had lions, tigers, grizzly bears, cheetahs and giraffes. authorities are warning the public in that area not to go outside until they can capture all of the animals. police have shot and killed the bears and the wolves. >> nobody really knows what an animal out of a caged area would do. >> we're still monitoring the area. we still have officers up at the house, and we are still seeing animals move at this point. >> now, staff from the columbus zoo and aquarium are on the scene trying to tranquilize some of the animals and we've also learned that the victim who owned the farm had only recently been released from prison after serving a sentence stemming from federal weapons charges. the swat team has activated as

well to help. and police are look for this man who they say raped a 13-year-old girl. the girl was walking down the street when the man led her into a row home. police say that's where he assaulted her. city says inspectors last noted the door was secure on that building back in july. the city tries to check each vacant house every 90 days but with 16,000 in the city, there's a tough row to hoe. police believe they found the body of william mcquain, an 11-year-old who's been missing now for more than a month. search dogs and police have been searching for trails, but it's not yet clear why they went to this particular spot. an amber alert was issued when william's mother had been found dead in her apartment.

>> if camera footage of curtis lopez, the suspect in this case, with william at a storage facility at the 13,000 block of listeria drive in germantown, the footage was from the morning of october 1st. the clothing on the body appears similar to what william was wearing on october 1st. now, the man is speaking about curtis lopez who was seen in that surveillance video. lopez is likely to be returned to maryland where he's going to be charged in the mother's death. there's been an arrest in the death of 12-year-old. jessica lynn's body was found in the basement of her home with stab wounds. hank is the girl's stepfather. he was involved in a divorce with jessica's mother. more information on this that could be released a little later

this morning,ratures mid-70s from florida. we're 62 here, but a push of warm air and energies and these 40s on the backside, really the driving force behind the storm. yesterday i mentioned similar to irene, only in paths. this is not an irene storm, i want to make that very clear. we'll keep the heaviest rain along the coastal regions or just offshore but this storm actually helping to drive this energy up in our direction and we may actually get a break in the rain. that is important. don't think it's done. it may turn out to be a milder day than we expect and that may actually feed some storms turning severe with potential of damaging winds. moderate to heavy rain right along i-95 north and west. that includes harford,
