in a murder for hire scheme orchestrated by porter's wife. it happened in march of last year. if convicted bishop could face the death penalty. new, homeowners in a community are battling baltimore over plans for a new above ground water storage tank. they are concerned the towering structure would sink their home values. >> nobody would --. >> reporter: if homeowners here may never have known of plans for the new water tower. >> he brought our attention of a man in our backyard. >> reporter: they learned baltimore bought this two acre forest to build the tank. just to give you the idea of the size, this tank holds

300,000 gallons of water, this one next to it holds a million. the proposed new one would hold two million. people fear it would put their homes and mortgages under water. >> it doesn't need to be in the middle of homes. there has to be another place that's more, commercial or rural that won't compromise lives. >> reporter: if baltimore county can justify the need for the tank its projected cost or possible locations it wasn't going to be for us. a repeated request for interviews were denied. we were told this site is one of more than 20 possible locations. the county won't comment until engineers narrow down the list. homeowners say they have been told this site tops the list and they continue to appeal to the county executive for help. >> we are grateful to the

run for congress? the republican is stepping down as leader of her party's state senate delegation. she said she will remain in office during the session but is leaving her leadership role to focus on possible role for governor, maybe even congress. a representative will be up for re-election while the governor will be next in 2014. let's talk about the economy. the ship yard cutting 800 jocks mostly -- jobs, mostly here. they have plans to offer voluntary buy outs. the number of buy outs would determine how many workers would face layoffs by the end of january. and how about good news from the irs? starting next year workers will be able to contribute more money to their pension.

contribution limits will be $17,000 for tax year 2012. that's about $500 higher than this year's limit and the first increase since 2009. the irs said rising inflation is behind the change. last week we told you about a paving scheme that made its way into howard and tonight the county executive is repeating that warning. >> reporter: that's right. the county has been hearing complaints about an unlicensed contractor who has been paving without the proper paperwork. we told you about that last week as part of the ongoing investigation into a paving scheme that's making the rounds in the area. county executive is warning people to be on alert for scams that have popped up. the office of consumer affairs is getting reports of an unlicensed contractor going door to door offering to pave

your driveway and it could put you at risk. we told you about two people in howard who found out the hard way when the man accused of operating without a license showed up after their door with his crew. one man was billed $19,000 though he said he asked for an estimate and he had to physically stop the crew. the commission is now investigating that case and more than a dozen others we reported on last month related to the man. howard county officials say you should contact them to make sure a contractor is licensed before you ever agree to work and keep in mind anyone offering services door to door in howard has to have a permit so you should ask to see it. if you think you have been scammed contact the office of consumer affairs. don't forget to check out the coverage of this paving scheme. you will find it on the website in the investigator's section. you can see from the slide all the different stories we have

. in tonight's health alert it's easy to make mistakes as parents. according to doctors, here is a list of don'ts that many parent parents do. they say parents should slow down when it comes to car seats and stay in the right size until the child is big enough to move up. sleeping to long in a sitting position makes it hard for babies to get enough oxygen. also parents shouldn't heat baby bottles in microwaves because of a chemical used in some packaging terribles packaging materials. while they are awake give them tummy time but not when asleep to prevent sids.
