of scientists from noaa. the devastating drought across the southern plains will continue with dryer a and warmer than average conditions. texas, oklahoma and new mexico are not expected to get enough rain to ease that drought. the pacific northwest is likely to have a colder and wetter than average winter. >> first off, the noaa gave us an equal chance of above and below normal temperatures and above and below normal snowfall. someone wrote me and said, noaa stands for no idea what's gonna happen. i think they're playing it too safe. i think we'll be locked in. we have to consider other patterns on the east coast in addition to that la nina. peel probably wind up with an early start to winter. i think we'll get some snow before christmas. then we'll be locked in with cold are than normal temperatures at least through january. that's my call right now. probably a mid-winter warm up

the county executive is echoing our concern. what should people be looking out for specifically? >> there's an unlicensed contractor who is paverring driveways for thousands of dollars without the proper paperwork. howard county has been getting several complaints about this contractor who is going door to door offering to pave your driveway. his name is tommy clack. he is already accused of operating without a license in anne arundel county. one man said he was billed $19,000 when clack and his crew showed up at his house. he only asked for an estimate and physically had to stop the crew from paving his driveway. you should always contact mhic to make cor contractor is licensed. if someone is offering services door do door in howard county, that person must have a solicitor's permit. ask to see it. if you think you have been scammed, contact the howard county office of consumer affairs. we have a lot more on our
