let's look live at the traffic cameras. this is the beltway at old court road south of 795. very light traffic in both direction and nothing to worry about here between pikesville and wood lawn. looking at 95 north of white marsh most traffic is running southbound to the right of the screen toward the beltway. overnight we had an accident on route 1 at conowingo dam and we will have more on that coming up. in the meantime, take 95 to 22 to get around with it. now with more here's charley. >> back to the event traffic problem after a fuel tanker explodes. corinne redman is standing by with the latest details. corinne. >> reporter: this morning we arelearning the fuel tanker crashed and exploded with 7500 gallons of diesel fuel on board and may cause major traffic tieups. look at this video. the accident closed route 1 at the dam. abc2 news continues to speak with state police this morning. they tell us the diesel fuel leaked on the north

southernrailway take traction. maryland department of environment has been handling it with police to get it cleaned up. they believe the driver was speeding and lost control. there's no word on how the rail line will be affected. medivac flew the driver to bayview me cal center where he is hospitalized this morning. >> the fire was limited to the cab -- medical center where he is hospitalized this morning. >> the fire was limited to the cab but in the process of the tanker rolling over on its side, it impacted with the culvert allowing the product to escape out of the tanker. >> reporter: now cecil county emergency services is urging drivers to take i-95 then route 22 to connector route 1 to get around the crash. state police tell us that the tanker will stay on the conowingo dam until the investigation is complete sometime this morning. we will continue to track this story all morning long and bring you the latest updates. corinne redman, abc2 news. baltimore city police need

help searching for suspects in the rape of a 14-year-old girl. police told the amount bc2 newsroom -- abc2 newsroom it happened sunday afternoon. the girl asked the man in the van for direction. when offered a ride she hopped in and that's when the assault occurred. girl claims she was sexually assaulted by a number of people and if you know anything about this, you are asked to call metro crimestoppers at 866-7- lockup. and a story involving a 15- year-old and a gun at a school. officials say the boy didn't want to harm anyone but himself e handed over the gun -- he handed over the gun in cafeteria and told an assistant principal he was struggle with thoughts of suicide. he had a 40 caliber semiautomatic handgun. police say residents should be on the lookout for a black commercial work van with tinted front windows and no windows in the back. the incident happened near cardinal way and st. clair drive. police say a 14-year-old was walking to his bus stop when he

you all? >> -- backing you all? >>i think it's great. from day one i've been interested in mainstream outreach. i think different fringe elements played a role in spearheading this and i questioned the role 99% mass but i think that we are talking about a majority populous concern here. >> reporter: okay. now let me ask you something, too. the mayor wants to scale down here, you know, saying you have 30 or so people out here want to scale down to 2. what do you think about that? >> two would be low. expect that be approved within the general assembly. otherwise i think that compliance is good. you know, there's a lot of talk from the city regarding right of way, chats with recs and parks. it's somewhat of a future so i think we should play ball. >> reporter: all right. tell me about why you rule are

now "good morning maryland" at 4:30. we talked a lot yesterday about student loans and how college students have more debt in loans than credit card debt for the country. now president obama says he is here to help and using executive authority to ease the loan terms for today's students and graduates. the initiative excel rates income based repayment plan that reduces the maximum required payment on student loans to 10% of their annual income. it is supposed to go into effect in 2014. but president obama says he wants to it to happen as
