good news this morning after a terrible accident at the dam that happened wednesday night. the dam has finally reopened. it was a fiery accident on the north side of the bridge in cecil county that left the dam closed wednesday night. a tractor trailer was carrying 7500 gallons of diesel fuel when the driver lost control. the accident has been cleared and as you can see, things are running normally at this hour. this is 695 near 75. there are a few cars on the road. take a look at 95 at the fort mchenry tunnel. that is the place where all lanes are open. a murder for hire plot that killed a baltimore county gasoline station owner.

sherry johnson has more. >> reporter: this is considered among the most restrictive death penalty statute in the nation. today both sides will argue whether 2-year-old walter bishop jr. should be sentenced to death. bishop was convicted wednesday of fatally shooting william porter last year at a gas station he owned. it is a crime bishop is accused of committing at the request of port 30er's wife. and bishop could become the state's sixth death row inmate. to be eligible for the death penalty there must be dna or video evidence linking the defendant to the murder or video of a voluntary confession. despite pleas from his attorneys that a video confession he gave police in march of last year, saying it was not voluntary. yesterday began the penalty phase of the trial, and the

panel will decide his sentence. >> for the latest on this case and what happens today, keep an eye on our website. for the latest updates, abc 2 news.com. the trial of brittany norwood, a detective handling that case took the stand yesterday. detective deanna mackey testified she interviewed norwood at the hospital and considered her a victim. she told police her coworker was attacked by a pair of masked men. baltimore city police have arrested an 18-year-old in the death of a caregiver. james johnson was arrested in the death of 70-year-old milton hill. he had suffered multiple gunshot wounds and was pronounced dead at the scone. johnson was charged with first degree murder, assaulted, robbery and handgun charges. in baltimore county, police

minivan on an indiana highway. the van was caring carrying ten people and may have hit a beer. seven were reported dead at the scene. prosecutors say 16 new york city police officers and five others will be charged in a corruption scandal. two people tell the associated press the case centered on accusations the officers abused their authority by helping friends and relatives avoid paying traffic fines. if you like to get or give gift cards you may want to think twice. police in florida are investigating a gift card scam. tens of thousands of dollars of walmart gift cards were found after a traffic stop outside gainsville. the people in the car say she got the cards from an atlanta man. that man was buying people's identities for thousands of dollars and then using that information to buy the gift

cards. they were then used to make the purchases and get the cards back. >> they were getting $20 cash back, $30 cash back, police in florida say this could make it all the way to maryland. the case could also end up being handled by the united states secret service. a driver of a van failed to stop at a mandatory checkpoint and officers began chasing the van and even used stop spikes to slow the suspect down. police fired back injuring the suspect. the chase closed a section for the highway for a number of hours. michael lohan was arrested earlier this week for allegedly beating his girlfriend. he was released and then spent the night at a hotel. later he began calling and harassing his ex-girlfriend again, whom he was ordered to

stay away from. police heard him on a speaker phone and police went to arrest him and that is when lohan leapt from a third floor balcony and fell more than 30 feet. we made it to friday. big change in the forecast here because we can see that cooler air already working its way in from western maryland. oakland 36 degrees into hagerstown. easton 39 degrees, ocean city at 45. we are dealing with the cold air moving in throughout the day. picking up a few clouds out there, but that cold front has pushed through the area. behind it we will start to see high pressure building in. we will get a little bit of sunshine going throughout the day. let's talk about what's going on with tropical storm rina as of now.

it is weakening. big changes here at the national hurricane center. moving north northeast at 4 miles per hour. it is just brushing up against cancun, as of now it is moving to the west of it. with this definitely weakening, not touching cuba at all. we saw this track changing, that is what we like to see. as we are looking at a storm moving into our area as we go through tomorrow, we have the rain yesterday, we are going to dry out for some time today. by the evening, that is when we'll have a chance for rain to work its way in here. but by tomorrow morning, we can see the rain works its way in. we can see more of that snow back off toward the west. by lunch time we can start to see the rain snow mix as we go throughout the day. by the time we hit sunday, things are going to be much improved. we'll see much more sunshine in the forecast.
