headquarters. >> reporter: county police are calling this a family tragedy. they search for a motive that they may never find. it's a kind of neighborhood where people live here all their lives. everybody around remembers eve lynn as a wonderful woman and a neighbor who has been a part of the area for what seems like forever. >> very nice lady. she would do anything for you in a heartbeat, if you needed water physical therapy she would say come use my pool. >> reporter: they were shocked when the police showed up yesterday. county police say she was found dead in the basement and her car was gone. the car was found a few miles away. >> police later found the grandson also dead in his grandmother's car on lock raven drive. he apparently died of aself inflicted gun shot wound.

and the homicide investigation isn't finished. they are looking at what the reasons were behind the tragedy. >> it's a tragedy that leaves everybody wondering why. neighbors say her grandson brett michael was a good kid and his grandmother was a staple in the neighborhood. they just feel for the family. >> absolutely in shock. we -- we were coming home from the hospital last night my son was in there and we heard all this is happening, i called the neighbor and found out and i didn't know what to say. i couldn't believe it. >> now county police are still investigating. an autopsy scheduled to be done to determine the cause of death. abc 2news. >> thank you. new details in the death of 11- year-old william mcclain. he was beaten in the head by his stepfather curtis lopez. he was found dead in the woods last month. lopez is charged with the

murder of his estranged wife and prosecutors plan to charge him with william's murder also. . a barber is charged with sexually abusing a 13-year-old boy and believed there may be more. the 54-year-old is charged with abuse of a minor and assault and sodomy. the boy had been going to the salon in the 3400 block of plumb tree drive. he said on several occasions the man made inappropriate and sexual comments toward him. police believe in september the incidents escalated when he abused the 13-year-old. they believe there could be more victims. >> the victim gave us details about a pattern of behavior from the suspect. sexually expriest conversations and that led to an aassault. we believe that may have been done against others as well. >> police are encouraging

parents to speak to their children and possible victims should call police. in was a failure on many levels, that's the main message from the final report on the shooting death of william torbet outside a club last january. the report written by experts was released today. we have what's in the report and how the department plans to handle it. >> reporter: the department has a lot to hand from this report. it's 170 pages long and it pulls no punches in the way police handled the shooting both during and after. it took just six seconds and 42 shots, but the shooting death of the undercover officer and a club patron is a lesson in policing almost a year in the making. mistakes were made in extraordinary circumstances

snowballed in to what the mayor and police commissioner call one of the city's darkest days. >> the mayor and i are both committed to learning that night and doing whatever it takes to make sure an incident like this never happens again. >> reporter: and to that end the city appointed a board of independent law enforcement experts last february to study what happened and how to fix it. the report released today lists 20 findings and 33 recommendations that spread the fault around. the review board found police training is a problem, that officers need better tactics in dealing with large disorder from nightclubs including when and when not to use deadly force. the panel pointed out the officer was in plain clothe that night which only lead to the confusion and the bpd policy on plain clothes is flawed. the response after the shooting was also a key point for the board. they called it a break down in response pointing to lack of

leadership, command and organization. very real systemic problems in the department all laid out in this document now for all to see. >> i was not interested in a sugar coating, the incident. i wasn't interested in having a glossy version of what happened but we were digging deep into what happened and coming out on the other side better and stronger. >> reporter: the report is a blueprint the commission said for the department to get better and plans on putting in all the recommendations with in 90 days. now the four officers that fired that night didn't cooperate with this review based on advice from their legal counsel. they remain off the streets in administrative roles as the department continues it's internal investigation. there is obviously much more to this report than we can share with you on tv but head over to the website where we have linked you to a full copy. abc 2news.

harbor. liking the sun. 63, humidity low, wind changing at five. just a light breeze to deal with. on the whole a mighty fine day of classic fall weather again and let's take a look at some of our area, weatherbug cameras, weatherbug camera here at manchester high, manchester elementary here in the studio. we have basically just a mix of sun and clouds out there through most of the day but the crisp start with frost, but then we warmed up nicely well into the 60s. nice fall color, the view from the naval academy, a great view down the river and looking east and the weather was nice and clear, same deal at chesapeake beach down the southern maryland. southern maryland, right now the radar sweeping clear, that should continue through most of the rest of the evening. overnight into the early morning there is one system that could bring rain, we will show you that. first the temperatures, 63

platt more, we have 61 easton right now. humidity again comfortable and winds very light. want to show you the trend across the midatlantic area. things clear across the state. we have had a few clouds at times, closest rain in the very western edge of the state of west virginia. it's all the leading edge of a larger rain storm, no winter weather but cold rainfalling across much of the midsection. you can see that classic storm shape and this will bring in cooler air by friday into saturday. will it bring us any rain? chances look slim. at least from baltimore northward. and you can see the temperature pattern showing that cool air coming in behind it. i want to focus on the track and as we go forward in time here the next 24 hours or so watch the trend as we go into tonight and early tomorrow morning, that storm looking like it'll security just south of the baltimore area. i will say that from the city southward down through dc,

southern maryland, lower eastern shore there could be a few showers through midday tomorrow. by tomorrow evening it'll push out to sea and we will have relatively clear weather around here as we go into the day on saturday. saturday will be a chilly start. i will say that. high temperature saturday play having 8 to get out of the 50s. let's take a look, let's go to the overnight forecast. 35 degrees, mostly cloudy, slight chance of showers, tomorrow the two degree guarantee. 58, morning clouds and some clearing and breezy conditions late in the day. again there could be a morning shower, southern maryland. i don't think much from baltimore north. tomorrow night. 35 clear and cold with a north breeze of five to ten and let's check out the seven day forecast and bottom line here, conditions remaining cool into saturday. warming back up for sunday as we sleep in an extra hour, don't forget fall back with all the clocks in the house, check the smoke detector batteries
