abc2news.com. in our coverage tonight joe paterno has won more college football games than anyone else but he may not beat the court of public opinion. there are calls for him to step down. jamie costello has the latest. >> reporter: we've had stars prepaterno and mitchell. the board of trustees meets this coming friday. the scandal that's casting a shadow over the university has taken out an icon. two sources say joe paterno's time as head coach will soon be over. it is clear, the paper said, the man won more victories than any other coach at college's top level and he will in the survive to coach another year.

earlier today penn estate's president -- state's president abruptly canceled joe paterno news conference on jerry sandusky. >> i know you guys have a lot of questions, and i was hoping to be able it answer them today but we'll try to do it as soon as we can. >> reporter: paterno has not been charged and is not a target of the investigation but he faces criticism for calling university officials instead of the police. a former penn state player choked up talking about his alma mater and is on the board that the charity that sandusky starting. >> this is about people. if we can't protect our kids, we as a society are pathetic. >> reporter: matt millen broke down on espn.

joe paterno's son scott called reports prematured there are no discussions about retirement. he did not say if his father would be back for what would be his 47th season. the sexual abuse scandal at penn state university is unnerving lots of parents. parents have attachments to school authorities. what happens when they can't be trusted. what questions should be asked. first, talk to your children about appropriate boundaries and find out the organization's policy on child sexual abuse prevention. how does the program screen staff. it should not just relee on criminal background checks but use written applications and perm interviews to learn about previous experiences someone has working with children and to identify potential warning signs. how do they monitor interactions

information, please call the baltimore city police. roosevelt leftwich, abc2 news. the death of a quad pledgee jic man who was discovered in an ellicott city home has been determined to be a homicide. now the medical examiner's office has determined an autopsy. police say family members and nurse provided around the clock care to the 51-year-old victim but at this point they have not identified a suspect. >> it's our understanding that and belief that this medication was administered to the victim. he was paralyzed in 2007 in a serious car didn't and we don't believe he could have administered the medicine to himself. >> there was a thorough search but investigators will not re veal what evidence, if any, they

found. new to breaking news we first told you last night. howard county police identified a man shot by police. 19-year-old jeffrey nichols is in shock trauma. he was armed. officers ordered him to drop his gun, but he kept walking. police followed him to the back parking lot of an industrial drive. he still refused to put down the weapon and that's when officers fired. a disturbing admission from the u.s. airforce. they add met the mortuary lost portions of human remains, two cases in tween were among the problems that led the airforce to discipline three seen why are officials for gross mismanagement. the case involved cases of soldiers from afghanistan. small pieces within the missing at dover's avenues base.

trash in your alley? how about a pothole in your street? there's an hap for that -- app for that, too. baltimore city rolled out a new app to report problems that people can see around time. brian kuebler has more on how it works and how it as working. >> reporter: our phones are getting smarter and we are becoming increasingly dependent on them. they are apps and the wide functions they provide. new tools can help solve old problems. >> we are looking at how we can move very aggressively for more e government services for the citizens. >> reporter: tanned starts with

this, a 311 app available on both the eement phone and android. citizens can shoot a picture, report a problem in under 15 seconds and the city says already the app's camera financial and gps service are making things more sufficient. >> we definitely have seen a growth in the anyone load of the usage. it starts off slow and there's a rapid uptake. >> reporter: as of late october, this app has been anyone loaded 3,000 times. 60% of those are iphone users, the other android users. the mayor said all of them, now interacting with crucial city services. >> we know that the problems can't be solved alone. we need teams of citizens that are in the fight with us.

this app gives people a chance to be a partner in a new way. >> reporter: baltimore is just the second major metro in the country to use an app like this but the city says it won't stop there. improvements such as texting and tweeting are already being and as well as developing additional e government services in the future. >> always have to think about what's happening next. this is one of the ways we're being innovative as well as increasing transparency and engagement. >> reporter: and all with a simple touch and swipe. baltimore, brian kuebler, abc2 news. >> now the app was developed by a new hampshire company. boston is the only other city to use it. so far in baltimore citizens use the 311 app to report about 3,000 complaints, half of which are about trash complaints in alleys. we have great news. the pringle babies are here. they arrived this afternoon.

as we look at the overall pattern, no time anytime soon. we watch two weather makers. one boundary out to the west, we still see showers and thunderstorms happening out towards places look southern missouri. then offshore we have another weather maker. high pressure will keep things clear tonight. temperatures will stay moderate. take a look at the trend. watching the coastal system that could come up and bring the chance for some rain. it's that system, plus the boundary to the west as they kind of collide over the state. that could mean showers especially from baltimore eastward thursday afternoon and thursday evening. that coastal system almost has a tropical look south of bermuda. so we'll watch that. there's the system to the west. that puts us in a squeeze play. overnight 39, clear and chilly.

cancers that affect women. the study finds the vaccine called pan vac, designed to stimulate the immune system may help fight both breast and ovarian cancer. 24 patients were enrolled in the study with 21 having prior chemo treatment. everall, survive -- overall, survival was 15 months. pulling soda machines out of schools hasn't reduced childhood obesity. they found kids get their fixes somewhere else or drink other fruit justs. the schools banned all sugary drinks. researchers found that in all three types of schools, the rate
