county. we don't have much showing up on the radar around here. but it is damp and there's fog and mist and spray at 50 degrees in baltimore. and 40s to our north and west. and we have got that north to northeastern wind that keeps us cool and damp today. hour by hour it's going to be a wet day and there will be fog mixed in with showers. steadier rain heavier warming up through the mid-50s this afternoon. here's teresa at 5:30 with traffic. >> reporter: good morning. we have a new accident 100 west at 97th. police are working on that. let's look live at our live cameras. this is 95 at the fort mchenry tunnel on the south end. no delays either direction. let's look at your drive times. this morning, as you are going around the beltway, no delays going from howard to 83. also no problems going from white marsh to 695. also no delays on 83 south to 695 getting you there in five minutes and 695 from 795 to 70 is 7 minutes. police are investigating another mass theft at 57-eleven

store. and linda so is here with all new video this morning and reaction to the mass theft. linda. >> reporter: it involves about 50 teens walking into the 7- eleven and ransack the place. look. it happened saturday after 11 at the 7-eleven on tech road in silver spring. the video shows a mob of teens grabbing snacks and drinks and walking out without paying. when police arrive they found a large number of people in the parking lot. police were able to stop a group of teens. and they all had items from the 7-eleven and they cannot provide receipts. the suspects were questioned but not arrested. no charges have been filed yet. police believe the teens were attending a birthday party before the mass theft. this is the second time police are investigating such an incident at a 7-eleven store. in august, a similar mass theft happened at 7-eleven in germantown. more than dozen teens were charged in that incident. linda so, abc2 news. broken sidewalks used tonight city's problem but in annapolis they are asking you to pay for it.

in 2008 the city said it would take over the responsibility of maintaining sidewalks but now it is your responsibility. with a 25 dollar a year bill. but when residents got that bill, they complained so the city removed the fee. now budget constraints may be forcing them to stop the job altogether. the mayor says it may not be popular but charging residents may be the only option. the city holds a public hearing the 28th and it's going to be at city hall. well it's back to the drawing board in the nation's capital. 12 lawmakers of the americans elected to represent you failed to come up with a way to cut spending and now they will say you are going to pay for it. that 12 members of congress known as super committee couldn't reach a deal to fix the deficit a trillion dollars in spending cuts could take effect by 2013. and those cuts programs and things like medicare and defense budget president obama blamed republicans hard line for the taxes and the super committee collapse. >> good afternoon. there's too many republicans in congress who have refused to listen to the voices of reason

on compromise. >> the president travels to new hampshire where he will push congress to exten the payroll tax cuts to middle class. in dc the republican candidates will participate in another debate. congress has next year to agree on the cuts before the massive automatic cuts go into effect in 2013. news around the nation. police in texas are searching for a pilot of a plane that crashed carrying a large amount of marijuana. this happened near houston. the plane skidded off the runway at the airport after the nose gear collapsed. when police arrived, the plane was abandoned. several bundle of marijuana were found on board the plane. an hoe owe higho man is accused of spiking choofee at a restaurant. an employee caught edwin laguard putting a substance in the copee pot. it's used to treat anemia in baby pigs. none of the customers became sick and he was fired. he crashed his car and it burst no flames. look at this. thanks to quick thinking witnesses, the man in a-- is

alive. witnesses say the man slammed his car into a light pole in san francisco and his car caught fire. bystanders used a falling road sign to knockout windows and the police officer sawed the seat belt off and pulled him to safety. the driver will survive and the police say he may have been drinking before the crash. soldier from new jersey gave his parents the surprise of a lifetime in time for thanksgiving. take a look. >> oh, my god. oh, my god. oh, my. maybe the dry gear as well. temperatures at 46 in bel air. 48 in northeast of perry hall and pasadena and annapolis. and fairly uniformed 46 back toward reisterstown and westminster. essentially, when we have a very small variation of temperatures it's a moisten viernlt and that's the case. this is the -- environment. and that's the case. wanted to highlight this comma shape system. it will be much more common as storms are active and hit mature cycle here about day three and we are looking at extensive bands of rain heading down to the deep south. there will be severe weather back there in the deep south and gulf coast states and that will help to feed storms that ride in our direction while the rain is spotty right now, we have mist and fog and the rain will become steadier and heavier throughout the day. and temperatures gradually warm up into the mid-50s through the evening. and heavy rain and storms overnight. and we will talk about that thanksgiving outlook in a moment. it's 5:37 right now and let's see what's happening on the

allegations. and in the wake of that scandal, law makeers in maryland are working to make sure something like that doesn't happen here a meeting was held last night and another will be held tonight. abc2 news corinne redman is standing by with what was discussed. >> reporter: well, during the meeting there were lots to talk about the well defined system that baltimore has in place but experts say it can only work if the people who see something say something. the town hall meeting was made up of exports and prosecutors and -- experts and prosecutors and police and social workers. in baltimore city alone, more than 800 cases of sex abuse against children are reported every year. and sadly dozens if not hundreds more are not reported. the head of the baltimore child abuse center says since the scandal broke parents called look for answers and asking what they should do and what they should be looking for in order to protect the children. he says anyone who suspects abuse should report it.

of low pressure right in the heart of missouri. the show-me state is showing us it's low pressure this morning and cooler as it is near kansas city. heavy rain and thunderstorms on east side pumping up the mississippi river on into champagne urbana and this sekor will be feeding on the east side of this -- sector will be feeding on the east side of the frontal boundary. interacting with this cold front and there's going to be a severe weather outbreak today. why is that important to us. first we may be showcasing our tornado live website at abc2news.com because there may be tornadoes and that energy will be feeding into the system with a boundary that extends on into central maryland. right on the edge of the boundary we are not in the chilly air to the north. we are not yet into the really warm soupy air to the south. somewhere in between and that gets the focal point of the storm system to ride the rain in our direction. that's why we have heavy stuff. but with the storm passing to the north, we will get into

that warmer air and that's why we expect a slow rampup of temperatures. currently at 50 in baltimore. many places west and north in the 40s. look at 30s to the north across new york and great lakes. and look at 60s across the deep south. that's a lot of fuel for the developing storm system. again, it will be feeding in our direction and while we are looking at the steadier rains around central southern maryland, south of the bay bridge and eastern shore where mark told me there are nats out there on the eastern shore. we will try to take care of that by next week. we are going to stream in warm air with the storm feeding in rain and the rain gets steadier and heavier and if this is your travel day, do it earlier because it's going to get nastier this evening and tonight and that extends up to new york and new england tomorrow morning. we could be dealing with a band of thunderstorms and heavy rain sweeping through around daybreak and we will deal with that on the eastern shore through midday. slow improvement after that and we warm up just after thanks giving. but today, we are looking at 54.
