legs amputated. according to what we have learned, the man was hit on the north side of patapsco avenue, not near the station. we'll have the latest on abc2news.com and tonight on abc2 news at 11. you are looking live at interstate 95. traffic is at a stand still because one view of did of the har -- one of the harbor tunnel tubes is shut down. what is usually four lanes of traffic is down to two lanes. we have seen backups past the beltway, so you know someone headed in that direction, tell them to find a detour. our continuing coverage of a rezoning fight in anne arundel. the county council approved the comprehensive rezoning bill. not everyone's happy. one council member is pushing for the county executive to veto this. roosevelt leftwich joins us to tell us why. >> reporter: the anne arundel county council voted to approve

the comprehensive new zoning plan some of the folks are not happy with the bill and they want a veto. if the comprehensive rezoning is signed, these would become large apartment or condo complexes. the areas are from r1 which would keep it at single family homes. the vote was 6-1. council member john grasso was the one. >> i told my colleague i don't care if it's one neighborhood or 50 neighborhoods. we owe it to the people to get it right. >> reporter: he said he talked to the people in the area, that the potential for traffic should have been enough to leave the zoning alone or redues the number of residences. the county executive tried to stop it but his amendment failed.

he said he would think about a veto, but -- >> got one amendment in a bill with over 50 amendments. is this the most egregious violation, yes? i want to have the votes to sustain the veto. i'm concerned that i do not. i have not made any decision. >> reporter: he is trying to get his colleagues to reconsider. he said it's time to twist some arms in this rezoning plan. >> got to have five to override. it i need to make sure there's at least three people, three votes that won't override the veto. if we do that, we start over again. >> reporter: he has until deals 15th to -- december 15th to decide. if it is vetoed, there will be another change. grasso said a lot can happen in

10 days. roosevelt leftwich. the mayor took the oath of office today assuming her first full term. stephanie rawlings-blake said she would like to growth city by 10,000 over the next four years. >> our number one goalt next 10 years is to grow baltimore, strengthen our neighborhood and attract new people. that means we must do something that's counter intuitive, grow our city at the very same time the economy is forcing us to reduce the expense of government. >> the mayor said everyone must play a role and citizens can't just pay their taxes and wait for it to get better on its own. we'll cover the inaugural party tonight. former governor -- the aid

to former governor bob ehrlich was found guilty. paul schurick was found guilty on attempts to influence a voter's decision. the 110,000 calls went out to voters in prince george's county. the calls stated that the voters should relax because governor martin o'malley had already won. the maximum sentence is 16 years in prison and his attorney said they will appeal. former prince george's county executive jack johnson sentenced for taking more than hundreds of thousands in bribes for a pay for play investigation. investigators tapped his cell phone. there are recordings of johnson asking his wife to flush money down the toilet and hide money in her underwear. new developments in the accidental shooting of a baltimore city detective by a baltimore county detective in

anne arundel county. it happened yesterday while the officers, who are part of a joint warrant apprehensive task force were at the home of a suspect they had just arrested. two officers were on the lower level of the home checking for additional suspects when the officer fired his weapon hitting the officer in the arm. that's when the city officer returned fire. >> discharged and struck the city officer. we also know that officer fearing for his safety, fearing he may be under fire. that officer discharged his weapon at all. we're still treating it as an accident. >> the officer remains on administrative leave, which is routine. a 14-year-old is arrested and charged with second degree rape. it comes after a student said she was sexually assaulted in the bathroom of the school. the victim and the suspect knew

each other. new tonight at 6:00, nearly two years ago a 9-year-old boy fell from a tree at an environmental center in carroll county. now the family and the boy's estate are suing the county for neglect. it was december 29th, 2009, that the 100-foot tall tree fell at the camp. he and one other camper were struck. noah was taken to johns hopkins hospital and died. the tree was dead for a long time before the wind storm and noah's family is suing for $12 million, including more than $60,000 in medical bills and said the tree should have been cut down and that the kids should have never been taken outside in dangerous conditions. instead of an apology, the forum

messy night, still. let's tell you where some of the heaviest, steadiest is. heavy downpours in oxford. that will cross. you're getting heavy rains through st. mike scale's. how about to the west. out north of walkersville and ton nip town you're finding more -- taneytown you're finding more rain. humidity at 93%, so visibility will be normal. do use the low beams. want to show you this, temperatures running exstrombly mild right now -- extremely mild right now. you know, the winds have been out of the south. they're helping to draw up that warmer milder air out of the southeastern u.s.

we'll continue to feel the warmth. temperatures may not drop more than two or three degrees all flight long. visibilities reduced again using low beams because of the potential for patchy dense fog. humidity at 100% east at wilmington, d.c. that is a mighty damp region. you see more rain moving up out of the south and the west. keel' continue to deal with that. could be a very wet morning commute. i want to draw your attention to the deep south, mississippi, alabama. that impulse is going to come up and bring more significant rain tomorrow and even tomorrow night. then you've got a cold air wrapping around that could change things to wet snow overnight, probably won't stick very well. look at these numbers. we're well into the 60s. tomorrow low 60s, early on before the temps begin to drop. places like iowa down in the

teens. here's the trend. more precipitation tonight, a heavier wave tomorrow. could be a rough morning commute. more rain for tomorrow evening's commute. then overnight tomorrow night on the back side we could get a brief changeover, probably will only stick to grassy surfaces and probably north and west of baltimore, d.c., but those areas like carroll county you could get wet snow on the grassments 58 with rain. 57 tomorrow. you see the temperatures don't move but they fall tomorrow night. rain could go to snow. could seat slushy coating so give yourself extra time for the potential for a few slick spots. look at that weekend forecast. by ravens game day we're talking a tough time getting out of the
