easier. reporting live from manchester, new hampshire, tj winick, abc news. in a few hours the harford county teen charged with killing his father will be in court. linda so is here with what is expected. >> reporter: a bond hearing will happen a little after 1:00 this afternoon at harford county district court. we're hoping to learn more about why the 16-year-old boy killed his father. police say robert richardson iii confessed to killing and dumping his father's body behind a pond at a relative's house in aberdeen monday night. police say they got a tip from the teen's sister, went to the home in bel air and found blood outside and inside the home. a few hours later a state trooper spotted the suv richardson was driving, led police on a chase and crashed into a stone wall at bel air united methodist church. charging documents show the teen confessed to shooting his father to death but why he did it is still a mystery. >> it's a changing world. it could happen anywhere.

it's not really -- it's really surprising but i mean, things happen. >> reporter: richardson is a student at c. milton wright high school in bel air, he charged as an adult with first degree murder. right now he's held without bail at the harford county detention center. all new reaction to a controversial decision made by outgoing mississippi governor haley barbour. he pardoned at least four convicted killers as part of a prison trustee program. among the inmates released,-day forecast gatlin, convicted of fatally shooting his estranged wife in 1993. the sister of the victim says he served less time than her sister lived. >> it's completely unfair. he's in jail for up to 18 years, she was 20 years old when she died. and had her child laying in her arms when he shot her in her head. and he's pardoned? >> democratic lawmakers call

for an end to the custom of governors issuing such pardons. what do you think? your thoughts on the idea that governors would do these blanket pardons for criminals unknowing what they may go on to do down the road. go to facebook and let us know what you think about that. an appeals court is going to be lifting a ban on the texas sonogram law. texas doctors now required to describe the grainy sonogram image to a woman seeking an abortion as well as playing the child's heartbeat. ? a woman in indiana at wit's end with her son's behavior. this may be the story you talk about all day. after this young man had a number of run-ins with police she took matters into her own hands and came up with an unusual and creative way to draw attention to what her son is doing. her made him walk on the street wearing a sign that clearly states he doesn't believe in following the law. >> i'm hoping that having him out here is going to make him think. it's not a joke or anything

that bill didn't get enough support last year in the house but passed the senate. the governor wants to raise the gas tax to improve roads and bridges and wants to update the flush tax for septic systems now. right now that annual fee is $30 a year. the senate president says he will push to expand gambling in the state, to authorize games like blackjack at maryland's five shots casino. he wants to allow a sixth casino in prince george's county. there's also a bill to legalize medical marijuana. lawmakers will have 90 days to tackle these issues before the session ends in april. linda so, abc2 news. opening statements begin today in the murder trial of lee stephens, charged with killing a corrections officer in 2006 at the now closed maryland house of correction in jessup. the case will be heard at 9:00 this morning in the circuit courthouse of anne arundel county. the state is seeking the death penalty. a maryland man charged with attempting to join a terrorist organization in somalia returns

to court this afternoon. craig baxam's detention hearing is 2:00 this afternoon. he was arrested friday and charged with attempting to provide material of support to al-shazab by joining the ranks in somalia. a remarkable young man loses his battle with cancer. we first introduced you to justin izlar in 2010 after it took him six years to graduate because of medical problems. many come together today to remember his life. sherrie johnson with a preview of what we can expect from coppin state university. >> reporter: yes, we're here in west baltimore at the entrance of coppin state university, about 7:30 this morning we're going to have students and staff, to be piled up at daly hall where they will load on to a bus heading for dc to justin izlar's funeral. that bus is all set to take off at 8:00 this morning. yes, we introduced to you justin in may of 2010 as he was

working really hard to complete his degree in sports management. after six years and many medical challenges justin finally received his degree in december of 2010. he battled a malignant bone tumor that spread throughout his body and attacked the lungs. a few months ago his health took a turn for the worse. on monday, january 2, 2012, he passed away with family and friends surrounding him. justin touched so many lives with his positive thinking, determination and his per see -- perseverance and his mother remembers his last moments. >> i kissed him on his head. i told him, i said mama is proud of you. prouder of you now than i've ever been but it's time for you to take your rest. you're tired, you've within fighting a -- been fighting a long time. it's time for you to take your rest. as much as it hurts, it was time for him to take his rest.

>> reporter: funeral services for justin will be held today in washington, dc at new samaritan baptist church on florida avenue. the viewing will be held from 9:00 a.m. to 11:00 a.m. with the funeral service beginning at 11:00 a.m. we are told that dr. reginald avery, the coppin state university president will make remarks during the funeral. reporting live in west baltimore, sherrie johnson, abc2 news. a man allegedly was fired for trying to take a 10-day medical leave from a state job and having his case heard by the u.s. supreme court. the ruling could be a precedent for similar cases. that case will be heard later today. lawyers for the state say congress was wrong for allowing people to sue state employers for money damages. states are generally immune to such law suits. while you were sleeping ravens staff members have been painting the word relentless in preparation for the playoff

playoff game in baltimore. five things you need to know on this wednesday morning. joran van der sloot returns to a peruvian courtroom after requesting time to reflect on his plea for his murder trial. the 24-year-old reflected last week he was ready to confess for the killing of stephany flores. and more about the school's handling of the jerry sandusky abuse scandal. it's the the first of three scheduled town hall meetings at the school this week. jerry sandusky faces 52 criminal counts over a 15-year period. and president obama will spend the afternoon focusing on the economy during a white house forum, then will spend the night raising campaign cash in his hometown of chicago. he and the vice president will hold a roundtable meeting on insourcing jobs. the president will then deliver remarks at the forum. the so-called dooms-day clock indicating how close we are to nuclear holocaust. it was six minutes to midnight for two years.

gulf of mexico moisture but warm atlantic moisture off the carolina and georgia shorelines. they will get rough weather today and we'll get heavy rain tonight. there's the arctic boundary, snow across the northern plains, that swings in behind the storm, about a day late, then colder weather into the weekends. look for the rain for that ride home, develops mid-afternoon and deteriorates for the ride. heaviest rain after dark overnight, that takes us through the early morning hours tomorrow. that gets out of here by daybreak. we'll have strong winds, a break in the clouds and temperatures back into the 50s and win could be gusting to 30 to 40 miles per hour. there's the arctic boundary, looks like it swings through with rain or a snow burst predawn. could be tricky in spots early friday. then we get into the colder air for the weekend. 45 today, plan for the west ride home and plan for the rain gear. 45 rps warms up to 48, maybe to 50 overnight as the storm brings in the warmth and rain. as the rain ends tomorrow we look for winds, temperatures pick back up into the 50s. after a burst of rain or snow
