jail. the judge felt richardson would be a flight risk. he shot his father last monday and dumped his body in a pond. a pretrial hearing has been set for the 17th in harford county circuit court. reporting live in harford county, roosevelt leftwich. we have an update on the dog that was thrown off a balcony sunday night from two stories up in owings mills. today we checked in on the dog. he was taken to the fall lts road an -- falls road animal hospital. animal control said the dog has a fractured eye socket, contusions and serious bruising. >> it will be several weeks before he's fully recovered. once he is fully physically recovered, we'll look at where he will spend the rest of his

tax. the governor hints at raising our sales tax again. abc2 news don harrison at the statehouse. >> reporter: maryland's legislators gathered in annapolis to find out how to spend the state's money. everyone is having financial problems, so the fight for every penny can be intense. governor o'malley has proposed an option for a gas tax increase and now a possible one cent sales tax increase. >> we must be strong enough to make the right cuts and right investments. >> reporter: not all legislators are on board with tax increases. >> we're not spending the money we currently take in which is billions of year in the current gas tax that's advantageous to marylanders. >> reporter: it failed last year and is up for debate this year. >> we'll probably move forward

justin izlar had courage, strength, determination. it took him six years to graduate from college because of cancer. justin died last week. today students and faculty at coppin gathered and road together to his funeral in

washington. >> reporter: it was may of 2010 when we first introduced you to justin izlar. he had a goal -- get a degree, but a degree became a battle of survival. >> it's been a long road for -- i had to take a lot of time off. >> reporter: justin battled osteosarcoma, a bone cancer that attacked his lungs. it took him six years but he earned a sports management degree from coppin state university. >> god blessed me so much and working so hard to finally get here. i really can't say how excited i am. >> reporter: a few months ago his health deteriorated. justin died earlier this month. his mother and family members were at his side. his mother said a sense of peace

comforted the family. >> i put my arms around him and kissed him on the head. i said mama's proud of you but it's time for you to take your rest. you're tired. you've been fighting a long time. it's time for you to take your rest. as much as it hurt, it was time for him to take his rest. >> reporter: justin touched so many lives. he was a member of a fraternity. >> he just told me to calm down, accept life for what it is and make the best of it. i'm going to mills -- miss him. he really stuck with me. >> he was humbled about everything he did. he was never overzealous. he took everything in stride. there was a humble peaceness. that's what i think when i think

of him. >> reporter: has family and friends gathered at cop pin state university to head to his funeral on wednesday, they remembered his struggles, but more importantly his spirit. >> his legacy is that -- just to go on. it doesn't mean it's going to be easy because it was not easy for him at all. >> he was close to his family, close to his church family, and he loved his brothers. when he left here, we knew where he was going and we knew he would be taken care of. we will miss him. >> reporter: although he is no longer here a part of him still lives on in our hearts. rest in peace, just thin izlar. sherrie john sornings abc2s -- johnson, abc2 news. >> a funeral for justin was held

in washington at new samaritan church on florida avenue. all right. quite a bit of rain still coming down, no question about there. there's a heavy band just creeping in through the southwest side of baltimore, but a lot of this rain stretching from rockville and frederick and i-270 extending through central anne arundel county all the way across the east. we're getting good rain. let's put maryland's most powerful radar into motion. real heavy band pushing up out of mitchellville, pg county, bowie, chester county getting more significant rain and all the way up into the south side of the city. downtown getting ready for the heavier rains. it's through the d.c. area

through waldorf. so we're not done yet. take a look at our hd weather bug camera, looking at federal hill, a lot of water on the camera. 4345 degrees right now -- 45 degrees now. the winds are east at 10 and gusting higher than. that take a look lou the -- through the day. clouds and the rain come down. damascus similar scenario. south and west the rain was coming down. how about a look at those temperatures. safely above any threat wintry weather. 44 in dulles. 47 at the beach. 32 in garrett county. most spots are well above the freezing mark. winds out of the east bring an atlantic and chesapeake breeze.

both of the water bodies are above freezing. some reduced visibility. keep in mind 10-miles is normal. it's tougher to see with the rain and mist. we will' continue to see this through the next several hours tonight right into the overnight and into early tomorrow morning but i think 2:00, 3:00, 4:00 in the morning before the whole ball of wax begins to pour out. you can see classic spiral, classic area of low pressure. this will continue to push out to sea as we get toward day break tomorrow. it's a double barrel potent system. heavy steady rains through 11:00. we should be dry for your morning commute. the pavement may still be wet, no new rain. thursday, cloudy, much warmer and windier. watch what happens as we go into friday morning.
