protesters are camping out at a detention center. rally is at 3:00 this afternoon. baltimore fire officials say deaths in the city dropped to the lowest level since record keeping began in 1938. the city ranks among the highest nationwide on a per capita basis. the city recorded 17 fire deaths last year, down for a record high of 88 deaths set in 1984. washington lost 6 lives to a fire last year, down from 11 the year before and 19 in 2009.

playing with fireworks sparked a brush fire near florida. a dozen crews were able to keep the fire under control. it started near homes and spread a quarter of a mile. so far, no one has been injured and no homes have been damaged. the florida division of forestry issued citations to the juvenile whose caused the fire. many low income families depend on them to help with child scare expenses. -- care expenses. how the federal cut back is affecting families.

snowy night, meaning for difficult commutes for those who have to work on martin luther king jr. day. heavy snow fell over seattle during the weekend, making for icy road conditions. those brave enough to venture outside, found it difficult to get around. national weather service has meteorologists forecasting several inches of snow through the pacific northwest through wednesday. these kids taking advantage of the snow in seat wl the use of a -- seattle with the use of the sled. these kids grabbed the sleds at home, and found fun places hout on the roads and neighborhood streets. several inches of snow packed the roads making for great fun, all of this taking place yesterday afternoon. time for a check of the forecast, again, we have to point out, we are nowhere near this, but, it does the heart good to see areas with snow. >> exactly.

forced to make serious cuts. among them is going to be how low income families can pay for child care. one woman is struggling to take care of her son without that money. >> at 2, he was on 4 year old skills. >> reporter: andrea's son has thrived in daycare. >> he amazes me. he says words like debonair. he amazes me. >> reporter: a single mother, stubs lives with her grandmother and works at the university cafeteria and earns á6 $80 a moth, the cost of -- $680 a month , the cost of daycare fees. until a year ago, paying the fees with the help of child care vouchers the state of maryland provides to low income families. she lost that after problems with her paperwork and had to reapply. >> it was like my son is being

juggled. i keep him until 2:30 , the latest i can leave out, see if i can get my aunt to keep him until they mom gets home. it's a lot. she is one of 9000 families on the waiting list. >> we don't typically have a wait list. we had to implement one last year because of limited funding for the program. >> reporter: as federal funds dried up and states continued to face shortfalls, child care assistance programs suffered. families in 37 states had less access to aid in 2011 than the year before. according to the national women's law center, and that negative trend continues. >> we don't give enough help or provide enough support.
