dollars would be limited to smaller personal exemptions for themselves and families. they would also face caps on personal deductions. law makers say the post income tax changes and collecting sales tax on internet purchases would raise more than 300 million dollars. this would cover about a third of the state's 1 billion dollar shortfall. democratic leaders support the governor's budget. sherrie johnson. there's fight in baltimore county over a bill to stop discreme nation against transgender people. dozens packed in for the council meeting to hear both side. the bill would protect transgender people at work when they use the rest room. a lot of supporters dressed in purple favor the bill. it would leave women vulnerable inside the rest rooms. >> this takes away from a woman being a woman. if someone is just like you, the people are confused about their gender. >> always someone afraid of new civil rights legislation and moving forward in our

community. >> the bill comes a year after the beating of chris a transgender woman at mcdonald's. 7 council members rex expected to pass the bill. a group is calling for change in the workplace in the classroom. parents are frustrated that in order for them to meet with kids teachers they have to first duck out of work early which is not always easy and not ideal. the group maryland can which stands for campaign for achievement now wants lawmakers in annapolis to come up with legislation allowing parents to meet with teachers without penalty from employers and they have two other goals. >> funding for prekindergarten for every 4-year-old in maryland who wants it. full day pre-k. >> the third is to overhaul the charter school law. they want to make sure all parents had the tools necessary to give their kids the best possible education. and we told you about the blue ribbon ceremony happening yesterday and now we can tell you the schools recognized for

winds out there. the big story sustained now into joppa around 6 but they have been fluctuating. look at manchester around 26 right now. and then we have your gusts up to about 30 into bel air and 39 into joppa and arnold around 40. and manchester at 40. the wend chill this is the way it feels. we are looking at 35 at towson and also 38 to westminster. hereford around 32 and bel air around 34. still above average but a little chilly heading off to work. temperatures will start to go down as we go throughout the day. i am forecasting a high around 40 degrees. so it's going to be a chilly day on tap. have that heavy coat as you head out and about. but you can leave the umbrella at home because we will see mostly sunny skies. now over to angela with traffic. good morning. >> reporter: good morning. out on the roadways this morning, after rain and a lot of winds of course we will deal with possibly debris and a downed tree reported already.

going to affect those traveling in myersville this morning heading over to i-70 on wolf veal road southbound lanes shut down at meeting house road. police are on the scene to help you maneuver around that. in the meantime, no reported troubles so far this morning making the drive on i-95 through the jessup and columbia regions. at maryland 175 east and westbound traffic on 175 also clear between 95 and i-97. first look at the baltimore beltway 695 at baltimore national pike. early drive on the west side inner loop and outer loop moving well with a light traffic pattern. the ravens are going to take on new england, but before they hit the road they have to get to the field for a good workout. a preview of that coming up, and what caused a pregnant woman in pain to make a mad dash for the hospital. also, what she walked away with. and we want to see your ravens pride heading into the week answered big game like this future qb.

the president will visit the orlando mega resort thursday promoting a white house initiative on travel and tourism. it's latest installment of what he calls we can't wait a campaign against congress. and an exhibit targeting video gamers will open in march. the smithsonian is adding the exhibit. it will be on view march 16th through september 30th. and the u.s. conference of mayors winter meet will go convene in washington beginningafter 11 and a newser will be held for a variety of mayors including the controversial mayor and philadelphia matthew nutter. and today howard county police are searching for people who live in town home where 40 dead animals were found. it happened at 9600 block of ma'am moth court. on monday, police say a property manager smelled something then called 911. police and animal control officers found 40 dead animals in the town home, 20 around the

versuspatriots game on sunday. and the trip and ticket would be for free. news around the nation this morning, a pregnant woman ran away from a south carolina hospital with an iv attached to her arm. police are looking for her. the woman went into labor and delivery department complaining of pain but they gave her morphine and she took off when they were screening for drugs. it showed she had cocaine in her system and police believe two men may have helped her escape. hikers in the hollywood hills found more than they bargained for and came across human remains in plastic bag. it was a head. they found it when the dogs began to play with the object and they saw what it was. officers say the head is male but didn't appear to have been there very longch the search for clues will resume later this morning. on a lighter note, l.l. bean is celebrating a century of business in a big and unusual way. that is the boots mobile that came to maine.

easton and feels like freezing over into winchester. so cold enough to support some snow in west virginia. but that cold front is pushing through the area and will hit the eastern shore later this morning. but we are starting to do clearing out there as high pressure will definitely start to build in going throughout the day. but in the wake, the backside of the front dealing with cold air and very windy conditions and high pressure will do its thing and we will see sunshine going into time here. so, we are looking at future trend and future trend picking up on the fact that we will get sunshine in here. looks like we could see snow on the backside of the system. but we won't see anything. maybe you have to travel to pennsylvania and into new york the further north you go you will see snow especially going into thursday. now, as we go throughout the day i am forecasting a high right around 40 degrees. so temperatures are in the upper 40s. they will fall throughout the day. mostly sunny and windy conditions and by tonight, temperatures right around 24 degrees and much colder and less windy but the 24 is
