the governor revealed a spending plan that shifts much of the burden to the counties and you the taxpayer. we have the break down for you. >> we often hear it's not easy to live on a teacher salary, the pensions and benefits cost about a billion dollars each year. >> probably the only one that covers 100% of the costs. >> reporter: to help address the deficit the governor plans to shift half of the pension burden for teacher or approximately $240 million back to the county. the governor suggested school boors may be less likely to make salary concessions and negotiation was unions if they will incur the impacts on the pension see you. hartford executive david craig said state mandates like requiring full day preschool fueled the hiring of more teachers in the first place. >> limit the ability to expand the number of teacher those

have which is also a lot of the thing that the state hassin sifted, they are the one that has changed the class size, from 25 to 23 for elementary school. that means have you to have more teachers. >> reporter: the governor has proposed capping income tax deductions and rolling back, exemptions for those with household incups above 150,000. >> a family of four earning 150,000 would pay $191 more. >> reporter: one out of five would pay the higher taxes. they make no mention of a gas tax hike. at the state house,abc 2news. >> if approved the proposed income tax hike would generate about $300 million and about a third would go to the county. the governor says the budget lawmakers go to work -- what do you think are the most

important issue? a poll out and they did this last week and they only talked to registered voterrers and the economy and jobs were the biggest concerns, almost 49% file feel this way. that is the first time that number has been below 50% in two years. education as a distant second at about 12.5%. taxes 11% and the deficit in 4th. just 5% concerned about that. the latest now from howard county where police say they have found and questioned a woman in connection to the town home where 40 dead animals were found in columbia. about half of them were found in a freezer, the other half didn't get food, water and heat. the national aquarium said a person of interest in the investigation used to work for them but police have not released her name. maryland state police have now charged a baltimore county man with injuring a state trooper in a hit and run on

sunday. the 30-year-old matthew woods was charged with failing to remain at the scene of an accident and other charges after turning himself in. police say he was driving on 83 when he hit jason james who was doing a traffic stop. james was taken to the hospital where he was treated released. ward fled the scene but troopers say media coverage let them identity him. the department of natural resources promotion to catch the snake heads appears to have been a success. anglers caught 81 in a contest to help get rid of them. one, dutch baldwin caught 266 them using a bow. using a bow. that guy is good. another man caught a 16-pound snake head also using a bow. the dnr is promoting them for seafood lovers to help get rid

of them. there was a sign of winter today in the area. flurries fell in westminister and we caught them all. that was actually what they call lake effect snow and it called down in a hurry with temperatures in the 50s into the low 30s. how cool will it get for tonight? wyatt joining us now with the forecast. >> reporter: it'll be a lot colder at 20s. with the winds letting up later, it's wind chill in the 20s already. north and west i tell you can see what is left of the lake effect streamers, briefly moved out of pennsylvania and reached down into western maryland including clipping carroll county. those are a done deal now. zoom in, look at the wind from the northwest. five to 15, gusty, the 30s feeling like 20s with the wind chill factor. how about farm? temperatures climbing through the 30s. up to 41, less wind so i think  tomorrow will seem mildler to you but by tomorrow night

the numbers continuing to drop. below freezing. steady, northwest wind. that will continue to keep the chill on for about another four to five hours, that wind field will start to relax and get less bundy overnight but air temperatures dropping. it's interesting, the wind chill in the low 20s in spots, the wind chill factor will be even with the air temperature later tonight. the witness president winds let up. the temperatures keep dropping, it feels like the 20s. snow action to the west. upstate new york. getting still light snows, quieting down and cold air continuing to flown. the high pushing in. all that wind trying to funnel in. that will start to loosen up.
