the man accused in a massive paving scam went on without him. we were allowed to take our cameras inside the courtroom here. at the hearing brought by the attorney general. the agency claims that he was operating a paving business without a license for 284 days in the state. offering no estimates or low ball estimates. the state said at least 16 people were hit and some charged as much as 20 to $30,000. >> very loudly i said this cannot be -- the first time he showed up and. >> you see him? no show. a no show in court but the case moved on without him. a hearing judge will hear the case and issue a decision in the future. police say a fight between teens was a misunderstanding. police say a 15-year-old will not face charges in the beating

of another teen. the 15-year-old beat an 18-year- old so badly he suffered an eye injury, had to be rushed to the hospital. police say the victim was a former student at broad neck and he started the fight shortly after school let out. thehe victim has been release from the hospital. tonight police are blanketing a well to do neighborhood after a man robbed a pair of women outside a popular restaurant. we have more on stepped up security tonight. >> reporter: they came to the park for a taste of [inaudible] but left with a bad taste after being mugged. >> anywhere you go you want to feel safe. especially for women, you know you are coming out to dine in a nice restaurant and you come out and somebody trying to rob you. so its alarming. >> reporter: the suspects told them to give them their purse. >> reporter: one of the victims

was helping the other get into the car when they were confronted. >> a suspect approaches them from behind and indicated he had a gun and demanded to get one of their purses, he grabbed a purse out of the vehicle, the second victim struggled the suspect and then he ran away in fear. >> reporter: response to the robbery the police are told community leaders they will blanket the park with uniformed and plains clothes officers. in an area that is unfamiliar with crime baltimore city police have lived up to their word. we have seen as many as half a dozen marked units circulate around the area. >> my office is in the building. soy leave every night and i come in every morning and i see -- i think easy target. >> reporter: less than 24 hours after the robbery the shopping center took action putting more lighting in the side parking lot where it happened. jeff hagr. >> police are encouraging you to be aware of your surroundings and to call the

police if you see anything suspicious. they arrested a robbery suspect at a park in that neighborhood after getting a call. sheriff doesn't want you to got your state tax refund check if you have an outstanding warrant. he is asking the county to back his idea. if the sheriff gets his way it would be the first in the state to do this. the sheriff said with holding the refunds would encourage people facing minor crimes to clear them up. they have 8,000 outstanding warrant was half of them outside the county. they wouldn't be covered. to the continuing coverage and efforts to pass a same sex marriage bill. today a version of the bill was introduced in the house and the bill has 56co sponsors including the house speaker. yesterday a hearing was held on the version of the bill and last year the senate passed a similar bill but it never came to the vote in the house. and sporting a buton that

said dignity the governor gave his state of the city address today. don harrison said his message is that everything has a cost. >> reporter: most of this administration. >> reporter: the governor laid out a familiar message today. >> i have asked you to make the right decisions and often times the very tough decisions. >> reporter: one of those tough decisions is a gas tax. some legislators say its wishful thinking to ask people to pay more. >> very had a business owner already in -- frederick county say he has ten trucks for his business and he is about three minutes the pennsylvania line. he will go there to fill up this is just a reality that this hurts the state. >> reporter: the other man agenda for the governor, is to legalize same sex marriage. >> it is not right and it is not just that the children of

gay couples should have lesser protections than the children of other families in our state. >> reporter: this is likely to take place in the house of delegates with much rhetoric, some think it's unlikely to pass. >> out there work hard to try to get people to give up their conscious beliefs on this and to get the vote. they don't have the votes. >> reporter: the bill started off in a senate committee yesterday. they are expected to vote on that bill some sometime next week. i'm don harrison. >> a senator said the governor is relying to much on tax increases. in rebutting the state of the state he said the proposals are nothing more than the same tax and spend policy that have showed economic growth. a baltimore state delegate proposing the creation of a missing children's plan for the state. the bill is aimed to improve the cooperation between state

agencies including more research for police and it would establish a dna database to help identity bodies and resolve missing person's cases. it's an investigation in the making impacts all of us. how much do you know and trust your doctor? we have a report that may have you asking your doctor a lot of questions. >> reporter: it took a tragedy to get a family to start asking those questions. they lost a mother and a wife following her plastic surgery and in the years after the death learned shocking information about her doctor. tonight, the first part of our three part look into bad medicine in mare maryland. janet died three days after plastic surgery. it took years for the doctor who operated to finally be disciplined by the board. >> time passes and you know

of its $36 million for snow removal. why plug drivers and ski slopes are having a bad year. controversy in baltimore. over a proposal to move a grade level of students out of a brand new school into a school that is now used only for special needs children. christian has been following for us. lot of people are talking about this one. >> reporter: yeah. on monday we heard from parents at the school and the fall of 2010 that new school west townsend opened on the grounds of ridge. it was supposed to open over crowding, instead its already over crowded itself and school officials say its projected to get worse and since they were built on the grounds of ridge, the two as you see are next to each other, officials say the best solution to move a grade level from west townsend into ridge's building. that principal said it could work, there is enough space and students would be separate from

ridge student who have disabilities. some parents weren't happy to hear about the proposal. they say they would like to keep ridge the way it is. >> [inaudible] people and are you taking [inaudible] and we are an at risk group. >> reporter: monday's meeting was for ridge parents. tonight at seven school official also meet with parents from west townsend. once again that is 7:00 tonight. we will have more on what happens there tonight at 11. abc 2news. >> now, maryland's most powerful radar and the forecast certified most rack ate accurate by weather rate. >> will we be as warm tomorrow? not quite. 5 by 4:00 tomorrow. this will be above average in the full high temperature could happen just past midnight tonightt. will take a while to cool off. still a pleasant, mild evening.

the northwest winds, breezy overnight. continue the funnel in cool cooler air but have you to look at and see the higher temperatures which beat yesterday's highs by three to five degrees. 71 downtown on the first day of february 2012. we had 72 in dc. 69 annapolis, on the eastern shore, temperatures in the upper 60s. tomorrow it'll be a cool off of about 15 degrees or so. still an above average, early february day, owings mills 54, i think the numbers just past midnight and again late in the afternoon. the satellite radar view -- all the rain has remained bottled up to the south. looks like this particular cluster will pass pie marely just south of baltimore. some rain will make it in and the lower eastern shore. here is the system approaching, you can see that rain ahead of it. frontal boundary, from there is

cooler air, not dramaticly colder but cooler and into friday and then we will get a reinforcing shot of colder air that's up in canada now. that will drop us in to the 40s for the weekend. how about timing on that rain? looks like it'll stay just south of us unless you are watching from easton, cambridge, lower eastern shore, we could see more significant rains toward the early morning hours and then just a chance for a hit or miss. we clear out and dry out nicely, looks like a sunny situation to kick off the weekend but it'll be cooler. overnight 42, clouds on the increase, scattered showers by dawn, two degree guarantee 55, morning showers possible. dry and cool for friday night. the seven day forecast, again the trend is for cooler weather into the weekend. another shot of cooler air but with an average high of 42, none that have looks bad for february. >> we thought we would have a parade next week. that.
