the officer stopped a car driven by ricky thomas for running a stop sign. thomas was ordered out and ran. the camera captured what happened next. thomas was confronted by another officer. he puts his hands up and was under the officer's control. officer brigs catches up. it's what happens next that lands him in trouble. they say you should be able to trust a police officer to act appropriately. although they know all city police are not like this, it's behavior that can't be tolerated. >> we pay the police to protect and serve. not to abuse and harass. i'm sure he's been trained enough to know what is excessive. >> the police turned over the video to the internal affairs

men for a murder outside the towson center mall just before christmas. >> reporter: evidently this started inside the mall and ended up outside. rodney pridget of towson was shot. police credited cameras that picked up 35-year-old jermell brandon following pridget through the mall and talking on the cell phone. he is seen calling 31-year-old frank wmedz -- williams. williams brings in 19-year-old tyrone brown and 44-year-old william ward to the mall. >> it -- the camera was absolutely essential in helping us solve the case. the video footage enough would not have been enough. we want to give full credit to our detectives who have spent countless hours since this murder going through all of this
