police say four men were caught on surveillance video following 19-year-old tyrone brown before rodney pridget was shot. pridget was shot outside side of ford strombs -- nordstrom's. jermell brandon spotted rodney pridget and called frank williams and william ward. then 19-year-old tyrone brown shot pridget multiple times. pridget was clearly targeted, but they haven't figured out why yet. >> we do not know why pridget was targeted, only that he was targeted. they went to the mall looking for him. >> all four men have been

charged with first-degree murder in the use of a handgun during a felony. they are being held at the baltimore county detention center without bail. kelly swoope, abc2 news. jamie? here's the latest on the accused paving scammer tommy clack. today clack had a criminal case in anne arundel county. they do expect a resolution soon but they're not telling us exactly what that may be. we'll keep you updated on any developments. a city police officer paid to protect and serve but not to beat up a suspect. one officers is in hot water after he hit a suspect and it was caught on tape. >> reporter: the case did go to court and officer donyell briggs was placed on leave. now he's waiting to see if he will keep his job. this happened almost two years ago. officer donyell briggs stopped a car driven by ricky tom

schools are doing more with less. the teachers also say they need to pay their bills. >> we work very hard. we do a lot. we give up a lot of our time and energy for the students and it will be nice to be fairly compensated. >> reporter: the teacher's union balked when they decided to give educators, $25,000 bonuses. after three years without raises, union leaders didn't want to undermine labor negotiations for some easy money. >> you want to make sure whatever you agree to canning exactly what you expect it to be. you don't want there to be strings attached. >> as i said, i don't demean the union or board. they should ask for what they feel is right. that's a their job. >> reporter: the average teacher in harford county makes $55,000. at the time the bonus was offered, the teacher's union

stalled the negotiation seeking two steps and a cost of living increase. the county claimed it couldn't afford the raise but offered the bonus when this discovered is your plus mony. teachers we spoke with seem ton re-- seem to be relieved they're getting something, anything. >> i'm excited to hear we are getting it. it's necessary for my family right now with just the economy and the price of living and so it's been hard not to get the salary raise but this is a relief to hear. it's huge, huge. >> reporter: in harford county, jeff hager, abc2 news. >> teachers like christi got no raises last year but they paid more for their healthcare and pensions. once the bonuses are approved, they should see them in their checks within six weeks. the state comptroller was on

the road. he was in baltimore at the alley burton academy to talk about major renovations. the school board asked for approval to proceed on renovation plans. he wanted to get a firsthand look at what the school did need. >> all around the state there are systems that have priority schools that they're recommending for funding and only a certain small, relatively small percentage receive approval and part of my job is to get out and kick the tires and see what ranks higher than others. >> he also traveled to harford county for the grand opening of the ab ber dean proving ground. exelon is getting ready to set up shop in baltimore. the chicago-based power company pledged to build a new headquarters in charm city.

exelon said this has selected property in the harbor point area. and they're looking for a site close to downtown with up to 370,000 square feet available by 2014. some had wished the company had selected the heart of the city. the transportation security administration said they found a kromm act cattle prod in the carry-on luggage of a passenger. he was flying from baltimore washington international. 61-year-old richard perrucci surrendered the prod. tonight abc2 news investigator investigates. >> i was hoping it was a bad dream but it wasn't. >> no, it was not.

married and help is wanted to look her best. he is wanted plastic surgery. >> i didn't take her seriously. you don't need to do something like that. >> reporter: but on february 23rd, janet went forward with a tummy tuck, liposuction anding attar procedures. the board certified surgeon handled the procedure, a surgery that lasted nearly 10 hours. >> he said she's not coming home, we're going to keep her. i didn't know that wasn't proper procedure. >> reporter: medical records show janet was kept overnight at ramirez' clinic, which was located in this timonium building. she was taken to her home in parkville the next day. >> i slept on the floor right next to her. she would get up and she was cognizant. >> reporter: mike hannan spent

patients overnight or do procedures longer than six hours and he had lost a patient five months before janet died. >> i hope no one has to go through this again like we do. i mean, it's devastated. it's devastating. >> reporter: devastation further compounded by legal battles. court files showed the hannans sued ramirez and settled with him. then the doctor filed bankruptcy listing $66,000 in assets with $400,000 debt to the hannans. >> even though time passes and you heal a little bit and things start to become a distant memory, then five years later you get the thing from the physician. >> reporter: this was a letter saying the board had revoked dr.

ramirez' license saying he failed to meet the standard of care and janet and the man who died before her. the board's final decision came six years, four months and 17 days after janet's death. >> it's broken. it' -- it's a broken system. >> reporter: a broken system that allowed this to happen. what memories do you hold on to? >> just the bond between us, the caring, warm embrace, kiss good night. holding her hand, dancing the jitter bug. it might sound funny, but we danced very well.
