george huguely told investigators he kicked in yeardley love's bedroom door and shook her, causing her head to hit against the wall several times. attorneys for the 24-year-old said love died accidentally. a cecil county pastor is charged with tax fraud and theft. prosecutors charged pastor woodrow fannin. he is accused of filing bogus tax returns and steal from -- stealing from the federal government. baltimore county police want to find the man who sexually assaulted a teenage girl. this happened last month in catonsville on a quiet street. roosevelt leftwich joins us with the latest. >> reporter: at this point there's little to go on. authorities are asking for the public's help. it happened back on january 18th just before 6:00 in the evening.

police say the 16-year-old girl was walking near north bend road when a car with two men pulled up, grabbed her and pulled her inside. police say the two sexually assaulted the girl and then dropped her off not too far from where they took her. at this point authorities have few leads in the case. >> any type of information someone may have may lead us to a suspect. we're asking anyone with information to call. >> reporter: the suspects were driving a dislark colored four-door car with tinted windows. if you have information, please call crime stoppers at 1-866-7-lockup. police arrested a second teacher for things that happened in the classroom with students. school officials decided to close the school tomorrow and wednesday to take a break. this second teacher is accused

of fondling two young girls just a week after news broke that another teacher was arrested for taking pictures of young students in bondage. checking out some of the top stories, a pennsylvania college is taking heat for what it's offering in their vendingburg machines. they offer plan b, the emergency contraception pill. the pill costs $25 for a dose. somewhere between 350 and 400 doses are sold each year. a florida elementary school is dealing with a nasty problem. apparently rats have taken over panther run elementary. more than 100 people joined forces to get rid of them. the principal sent a letter home to the parents. when students return to class, they can expect new rules.

for now on, they will no longer be allowed to heat in the classroom and pavilion. >> we will contain all food items to the cafeteria because we never had problems there and we can keep all the garbage in one place. we went out and purchased bins for everybody in the entire school and children chan bring their lunch boxes in, keep them there safe. >> the principal has changed alled air-conditioning filters and wiped down and disinfected all the surfaces. a family in oakland, california, had to find another place to watch the super bowl after a cash crashed into their apartment. the car was speeding, hit a light pole, crashed into a building and the car burls into flames -- burst into flames. the driver ran away from the accident but was later caught and arrested. after a chilly start, things warmed up nicely. nice drive home. it's moving. so how's this going to be for the rest of the night?

the legislation to include smaller restoration projects. it would promote energy efficiency and cost savings by encouraging developers to use energy efficient technology. >> we think it's a win-win situation, preserving historic structures, creating jobs and improving our environment. >> congress created the tax bill in 1976 to encourage companies to preserve historic buildings. the bill has created over 18,000 jobs in the last 10 years. well, if you're thinking about buying a new car, gets ready to pay more. car sales will improve this year but drivers will probably pay more for new and used cars as the economy approves. according to the national automobile dealers association, the average price of a new car will go up about 6%. the price for a used car could jump as much as 8% depending on the model. the u.s. postal service has

been getting a lot of negative attention, talking about cutting saturday deliveries. a british study says usps is the number one in the world when this comes to efficiency. the researchers looked at about 20 postal serviceses in different companies and gave it the thumb's up. you're not sure how much that visit to the emergency room will cost you. tonight we crunch the numbers for you. plus, wintry weather is blasting europe. we're going to show you some of the hardest hit areas coming up.

winter is hitting europe with a deadly chill. the ukraine temperatures have dropped 33 below zero. it has left 131 people dead, many including homeless folks. more than 2,000 have been treated for frost bite and hypothermia. in bosnia, people were rescued from their cars. they were trapped in six feet of snow. some were trapped for 20 hours. the conditions were so bad that helicopters had to being up the sick and the stranded.

the scene is not as dramatic but something we don't see every year. city's biggest snowstorm in almost 30 years. in venice, a rare picturesque moment. the canals are frozen so thick with a sheet of ice and in england there's frozen ice. england was in bad shape because of the limited snow equipment. greece isn't getting pounded with snow like the rest of europe, but torrential rains caused flooding. cars were submerged under water and streets were accessible. it is still slow going there. welfare recipients handing out money to strippers -- that

abc2news.com/bad medicine. all right. talking about another nice looking february day. it makes going back to work on a monday a little easier when you have that nice weather. 51. swreft winds are at seven -- southwest winds are at seven miles an hour. that is a warming breeze. some of our abc weather bug cameras showing great weather, blue skies as we look north over the county, finding some good weather here. kent, iowa looking good, busy day across the bay bridge but all clear. we call it visibility unlimited. just blue skies, gorgeous sunset at ellicott city. take a look at the overall pattern. it's quiet. it's dry. running about seven, eight degrees above normal. eastern shore cooler in the

mid-40s. tomorrow we'll add a solid five degrees or more to the numbers -- numbers and end up in the mid-50s. tomorrow will be back to those levels, 55, 56. we'll probably add two or three degrees. i'll bump it up to 5 or -- 58 or so. a few clouds over virginia but not even producing a drop of rain. as we look across, not much to the immediate west. we're watching with some interest has this coastal system, which is beginning to develop just off the coast of south carolina right now. this system normally a pattern would be of some concern for maryland but will not be a factor because of a nice big high pressure cell that will stall out over delmarva. it will help guide any precipitation offshore. also, very dry air at the surface, so even places like

cape hatteras may not see rain because the air at the surface is so dry. you see how that gets pushed offshore by that high pressure cell. then we turn our attention toward wednesday and it does appear we sco see a little bit of a disturbance -- could see a little bit of a disturbance by wednesday night, but it looks very minor on this latest module. the tropical system off the coast of florida looks like something during the tropical storm season. a few clouds, seasonably chilly. tomorrow 55 at the patient. get downtown upper 50s. tomorrow night down to 35 with clouds on the increase. chance for showers will be there on wednesday and as they come inlated enough could be wintry showers. we'll keep a sharp eye on that.

clearing out thursday and friday, cooler for the weekend but it looks dry through sunday. back to you. in democracy 2012, mitt romney won big in nevada gaining momentum in his bid to become the republican nominee. but it's another candidate for the president who's coming out on top. we have the latest numbers. what do the latest polls say today? >> reporter: we're looking at the "washington post" abc poll. for the first time president obama is leading roadside bomb, 51% saying they would go with him. meantime, 45% of the registered voters polled said they would vote for mitt romney. some believe that president obama could be benefiting from the latest jobs report that came out. unemployment now down to 8.3%. speaking of president obama, just yesterday super bowl sunday, a big day. lots of people watching tv.

he said he believes he disee serves -- deserves a second term. here's what voters had to say. 49% say yes, the president should get a second term. meantime, 49% say, no, the president should not get a second term. you can see it's pretty much split when this comes to that point. >> there's another vote tomorrow. what's at stake this coming tuesday? >> reporter: i'm going to show you. we had a busy day leading up to tuesday's contest. rick santorum and ron paul started out in minnesota. meantime, mitt romney, newt gingrich, they were in colorado and, kelly, here is what is up for grabs. in colorado we have 33 delegates. meantime in minnesota 37 delegates are up for grabs. you see missouri. that's in red. they have a primary tomorrow but you can see there's no delegates

at stake. they will not dole out the 52 delegates until next march. >> thanks for that report. lawmakers are taking action have the reports of some welfare recipients spending their benefits in unlikely cases. the bill would require states to ban access to strip clubs, casinos and liquor stores. some people were swiping them at atm's, clubs and even cruise ships. lawmakers say it will help cut down on fraud and abuse but opponents say it would force people to travel farther to access their benefits and force some to pay higher fees. a pastor is under investigation in cecil county, accused of stealing from his own church. you'll hear from one person. before you return that piece
