federal judge says it should be decided in court. >> reporter: just about every phone has a camera, and when christopher sharp saw this scene play out during the 135th 135th running of peekness two years ago, he started to roll. >> reporter: the baltimore city officer tries to stop sharp who continuing to roll. >> turn it off. >> reporter: it was under that interpretation that the officer seizes sharp's cell phone, detains him and delights this video. sharp feels then as he does now, that it is his and anyone he's first amendment right to record police activity in a public setting, and that the seizure and dee least of his property was a violation of his person rights. >> the humiliation was enormous. also, i feel that it is

>> reporter: the photographer's phone is not taken away, but he is asked to walk away. >> turn around, and walk. >> i'm leaving. >> turn around and walk. >> i'm leaving. >> reporter: well timed evidence the aclu used this morning to express the need for sharp's case to move forward, and firmly draw the lines of police activity versus the first and fourth amendment rights of the public. in downtown baltimore abc 2 news. >> the city police declined comment because of the impending federal case, but did say that second video from this weekend in federal hill is being investigated by internal affairs. now to the continuing coverage of the murder trial of george huguely. today, the prosecution introduced plenty of evidence from dna scrappings to photos of huguely's injuries. christian shaver is in virginia, and tells us why the testimony is key for the prosecution. >> reporter: the assistant chief

medical examiner here in virginia spent several hours on the witness stand, describing the many and severe injuries that yeardley love suffered. earlier in the trial, friends of love testified they saw her on the night before she died wearing nothing but her underwear, and they say they saw no injuries on her body. but today in court, the assistant chief medical examiner for the state of virginia testified that when he performed the autopsy on yeardley love, he saw visible bruises on her right and left leg, her left forearm, her left hand, her buttocks, as well as many bruises on her face including her chin, her upper lip, her lower lip, and also a large bruise and her right eye. under cross x-rays, attorneys for huguely attempted to show the injuries could have been caused with not as much force as the medical examiner talked about earlier. medical examiner did not give a definitive cause of death, he is

safety. well, as word as the -- spreads, distressed homeowner are lighting up the phone lines at the attorney general's office. the hotline was shut down over the weekend, but look what happened this morning. volunteers fielded about 100 calls an hour. it make take three months before -- people with mortgages held by bank of america, city bank, jpmorgan, chase, and bank gmac or wells fargo could be able to refinance the loans, or have the amount they owe reduced. they just sounded just exhausted by the process, so the fact there was somebody there that could help them, having a counselor gave them hope that, you know, they may not have to go about this themselves. >> do you see anybody not busy? you can reach the attorney general's office hotline, here at the number.

full council. rawlings-blake called it two years of progress. overall, violent crime is down. but she says she is proposing the largest property tax drop for whom horns in several decades -- homeowners in several decades. >> starting in this coming budget year, the average owner occupied home valued at $200,000 will see a $40 cut in property taxes away. the following year that, will increase to $200, and ramp up to $400 by 2020. [ applause ] >> other highlights in the speech, the mayor outlined a three pronged initiative to raise money for school construction, includes a $.03 increase in the bottle tax that would raise the tax permanently to $.05 for a bottle or can. the mayor is calling for the installation of 30 new crime

rental chain filed for bankruptcy two years ago, but their efforts to collect debt lives on, thanks to late fees they are still allowed to collect. >> these were fees that people owed to hollywood, and it could total about $240 million. >> reporter: angie barnett with the better business bureau says to get that money, a third party has been sending out letters to some of the # million renters that -- 3 million renters that owe. if you get one, just don't blindly write a check. >> you want to ask them to provide proof that you actually owe that debt, and you want to make sure you are not paying for any additional fees. >> reporter: and that's happened in the past, several months ago, the collection company was hit with a court order forcing them to stop adding fees to the debt, and stop reporting people who didn't pay to the credit bureaus. the government is on the side of the consumer in trying to make sure that nobody's credit rating is damaged or blemished by the action of the third party

many of our abc2 weather bug cameras, you can see brilliant skies, not a cloud in them until late in the day. a fiery sunset here, gorgeous finish to the day as it so often there is at hemingways, baltimore, we see just some high thin clouds in the afternoon, no precipitation, and how about the wintery scene that is western maryland after the weekend, getting snow out this way, pretty good skiing to be how the out to the west. maryland's most powerful radar showing clean sweep tonight, that should hold up through the overnight into the morning commute, as we go towards mid-morning, we could see enough moisture moving out to produce showers, maybe even snow showers. temperatures too warm for that. low to mid-40s still, and winds steady from the west, but lighter than they have been until about early this morning when the winds were gusty up over 20. windchill factor, minimal, mid-30s is what it feels like. trend showing just some passing clouds, dry conditions, these

are not rain-making clouds just yet, but looking further, you can see the main moisture with this next storm system is set to push in towards midday, and certainly mid-morning into the early part of the evening, putting down some impressive snows in southern illinois, kentucky, and heavy rain towards mississippi. dry air treks further east, and so we think that and the moisture, not favorable conditions for this to hold its strength, or come through with much significance, but potentially we stop at 10:00 a.m., that's a round of snow showers, that could make things slick. quickly moves out, and we're left with a cloudy afternoon that could still produce some hit and miss rain showers, maybe a brief wintery shower, and we dry out for wednesday, but just know on valentine's day, you could see some wintery showers and some slick spots on the roads. overnight, 28, clouds increase

rather cold, 48 tomorrow, so through the mid-part of the day, any precipitation we get will be just rain showers. it's early in the morning and later in the evening where some could mix with snow. and then scattered mixed showers, light withinning, very light -- ones, very light, considering the facts there could be some slick spots on he willed surfaces. looking -- elevated surfaces. chance for rain showers on thursday, end of the weekend, low 50s friday and sunday, so we bounce back nicely, but i wanted to show this. we did get a chance to do some snowboarding, out at whitetail, so those who say we didn't have a winter in the mid-atlantic, we actually did for a weekend, at least. >> it was good snow. >> all trails -- >> you didn't fall down, did you? >> maybe just once or twice. wyatt everhart on valentine's eve. last week, we told you about a college senior on jeopardy.

well, she won, and she's going to be on your tv tonight in the finals. sarah bart was a wild card entry, but smoked her competition from duke and gw. more than doubling the combined total of her two fellows, now, she's one of three finalists who will compete in the final two days of jeopardy's college chap ship, and it's a story -- championship, and it's a story to tell. >> it's just a great experience, and the culmination for my vacation, it was the pinnacle of my winter break, and when i got back, everybody was welcoming about it, and friendly. like oh, you're the jeopardy girl, good job. and i'm like, yep, that's me. i'm famous right now. >> there you go! no matter how she do, she is guaranteed to walk away with $25,000, if she wins, she will earn $100,000. we'll have to huddle around the tv to see how she does right
