talking to him. first things first, 95 in both directions has been reopened to traffic. and i 895 opened up earlier. and both of them are open t happened. and and a load of water based concrete mixture. it's not ink, it was a water- based concrete admixture, not hazardous. police say the driver has been charged with a number of offenses, including while impaired and negligent driving. i'm told that driver faces one federal charge of driving under the influence under the motor carrier safety law. this spill has been cleaned up and 95 has reopened to traffic. as you can see traffic is moving smoothly this morning. that's a good thing before the rush hour is underway. that could have been a very big
