it is thursday morning. and a lot of things going on. we have to start with traffic. we had breaking news and developments now to that. >> we're standing by with more details. good morning to you. on the road now and the question all morning has been will i take i-95. you can. the lanes are open from the spill we had last night. the other story is an accident in gambles t is affecting traffic on crane highway. and as you approach southbound lanes are closed. we're moving traffic in a two way pattern on the northbound lanes. heavy delays on the beltway. not bad here. we'll look at the north side in a moment. and traveling on 795 northbound. heavy traffic to the beltway. here are some of the delays. 695. that's the outer loop on the

left side as you make the drive to the beltway and the top side is heavy. and 10 minutes to get from the bel air to providence road. how is it looking out there on the forecast for us? >> things are dry right now. we a couple of showers earlier this morning. and harford and things are drying out. we had a break off to the west and the south there and seeing a wintry mix. that will fizzle out closer to us due to the fact that we have temperatures above freezing and stay that way. but you can see lots of moisture back there to the west and the south. this is poised to move in as we go into the afternoon. what we have, is well. we have a day that will be on the wet side especially for the

commute coming home today. for right now temperatures not so bad. 39. and let's go to charlie. and places like arkansas but it looks like a hitchcock movie. dead birds all over the highway. and linda so is standing by with what may be the cause of the massive deaths. >> that's a mystery but there are theories the birds flew into the power lines or crashed into a vehicle. an expert does not believe that disease killed them but they are sending samples to a lab. they were starlings on northbound 95 in laurel. it backed up traffic as drivers slowed down and a crew cleaned up what they could. >> they were curious.

about running over them. >> most were in the middle of the highway. and the newest slot casino is getting close to completion. officials were on hand. >> and the official topping off ceremony was yesterday. the final steel beam was raised into possession raising that to the june opening. and making news, creepy gift led police to an investigation. authorities in oregon wanted to know who left a heart on the doorstep of a home. it came in a pox with a note saying you will always have my heart. the people there have no idea who put it there t came from a cow. a car crashes into a station in alabama. police believe the driver was speeding and lost control of the vehicle. the driver was taken to the hospital for treatment. no one else was injured.

there was extensive damage. lee particular video in the building. it happened another child is trapped in a vending machine. >> this created a tense moment. 29-year-old fell, fell, crawled. how did she get in the machine. >> firefighterwere called to rescue the child in the man. and crews had to saw off the top of the machine to get her out. they got her out safely. she was probably scared, they gave her toys. >> that's why i question it. they had to cut off the top. >> this is caught on tape. a german shep heard fell into a pipe in the front of a lawn. rescuers had to work for two days to save the puppy. they were able to get him out. ways covered in mud.

we have information to pass along about charges with the driver, what he is facing. what is up with the driver? this is scary. >> this is very scary. and jay learned from police overnight is that he has been charged with a number of charges driving under the influence. and a federal charge. and, yes, we learned that overnight here 95 forth and southbound lanes. opened a bit after 4:00 this morning as well as 95. that opened after 1:00 this morning. this accident happened at 8:00 last night. a tractor-trailer overturned spilling concreteadmixture.

police say the truck driver has been charged with a number of offenses including driving will impaired. he was driving in the wrong lane. and the driver faces at least one federal charge of driving under the influence that spill has been cleaned up. again they said it was not hazardous. as you can see 95 and 895. both reopened to traffic. that's a good thing here. >> all right let's get a check of the forecast. we have lots of clouds around. a few showers trying to come this morning. the winds will be to the south 59 miles an hour, you don't

trains collided during rush hour. and the ntsb said the automated system should have stopped the trains from being on the track at the same time. this is the first time it has admitted fault. that does not comfort ken hawkins who lost his brother. >> they should have said we apologize for the accident. we apologize for taking the life of your loved one. >> the crash was the deadly nest metro history. sentencing for a political aid who worked for the former maryland governor. he faces 12 years in prison for conspiring to use robo calls in what was an effort to suppress the black voter turnout. sentencing for the violations has maximum sentence of a year
