>> reporter: her real bill was $134. the audit revealed the city didn't have the manpower to physically check the meters each quarter so it started estimating water use based on previous readings. some meters went unchecked for more than four years. >> that's why -- the legislation that's been approve that you can't get a bill if you have only been estimated. have you to have a reading. >> reporter: effort next few years the city plans to instale a new automated system that will report the use instantly without the need for someone to check each one by hand. >> we have 21 people focused on checking meter reads. >> reporter: that's good news for kevin who would welcome an inspector checking his meter. >> i haven't seen him in a long time, not at all. it's closed in looks like, usually -- the meter cover and reader to my knowledge and haven't seen him.
