traveling around the beltway right now, outer loop side of 695 starting to see a pocket of slowing starting to develop there. that's before you reach liberty road on the outer loop side. and continuing southbound through catonsville you will tap the brakes traveling below posted speeds now back over to you. a contract dispute with unions has police lieutenants and sergeants concerd p public safety. for more let's go over to abc2 news sherrie johnson. >> reporter: charley, if the county and union can't reach a agreement they could move to arbitration. police lieutenants and sergeants say the half a million people who live in their are in jeopardy. union says the population has grown by more than 50,000 people over the past ten years, the number of officers is actually down by one. we talked to community leaders because police lieutenants and sergeants are banned from doing so while the contract is being negotiated withan arundel county. with anne arundel county.

around 36 degrees right now. and in to easton right around 40 degrees. we are under clear skies and plenty of sunshine going throughout the day. and we are awaiting a next system back across the west. this will move in as we go into your tomorrow. it will bring rain into the picture. it's breezy this morning and the breezes will die down throughout the day. and temperature comes in around 52 degrees. let's check of your traffic with angela. there's a accident out there to talk about. >> reporter: yes, there's an accident we have been following on i-70. the good news is state police have gotten it out of the way. bad news is we are trying to recover. especially in the eastbound lanes still a bit heavy as you pass maryland 27. once you get past that point dealing with involve make the approach to 695. also reported disabled vehicle on the top side at providence road this is going to be on the inner loop so not going to impact the drive too much of the outer loop is where we have the heavy traffic. on the east side you can see moving pretty well past the bw parkway. no troubles on the parkway

north or southbound between the beltway and the capital beltway 495. and if you drive on the beltway west side, it will take 12 minutes to get through the off and on delays on the outer loop. starting 57995 make are way to baltimore national pike. back over to you. 6:46. and breakings news this morning. we learned a second student has died following a school shooting in northeastern ohio. the gunfire erupted about 45 minutes after we got off the air yesterday morning in chardon outside of cleveland. now josh joins us in chardon with the latest on the second victim. josh what do you have this morning. >> reporter: yeah, hi. good morning to you. this news just getting confirmed for us from the cuyahoga county coroner's office a second victim 17-year- old russell king junior dead from a gunshot wound in addition to 16-year-old daniel parmertor. two students dead yesterday after this shooting total of 3

now remain injured after yesterday. certainly 7:30 yesterday morning as you were talking about just after this police say the alleged student gunman identified as t.j. lane shot five classmates with a handgun and we are told that two teachers chased him out of the building before police caught up with him. he was taken into custody and in fact we learned this morning that he is in a detention facility and will later go before a judge this afternoonp but it was scene of fear and chaos as the school was put on lockdown. unanswered questions here as people waited for information yesterday. certainly, several different vigils were head last night here in chardon and in about several hours from now, 11 a.m., a few blocks from where i am standing right now in the chardon town square there will be a news conference updating us with the latest information. however, again the breaking news coming to us this morning confirming that now a second

student has died in this shooting rampage yesterday. 17-year-old russell king junior. i can tell you a lot of people that i talked to here in this community several of the former graduates of chardon high school said you know they feel like that is movie almost. they can't believe this is happening in this small community. we hear this all the time after something like this happens. in fact, they gave me the ribbon i am wearing. this is a black and red ribbon in honor of not only the two victims now that perished but also the others that are injured after the shooting yesterday. hopefully we will get answers coming up in few hours here and, of course, let's you -- let you know when we do. charley. new this morning students are reacting after two separate assaults this weekend on two college campuses. police are still on lookout for the a suspects this morning. the first incident happened in a dorm room at the university of married. a student woke up to find a man

touching her leg. her roommate confronted him and he ran off. witnesses in the same dore say they saw two men walk the halls and jiggling the door handles. students say security is tight but there's a way around it. >> they do that a lot if someone is behind you you hold the door open for them. i guess that's pretty dangerous and they are warning us against it. >> the other incident happened in washington, d.c. near georgetown a woman was beaten and sexually assaulted while walking alone near the school. police say the two cases are not related. meanwhile today mayor stephanie rawlings-blake will be in dc discussing the waste water and drink water infrastructure needs for local municipalities. they will examine approaches to maintain an improve water infrastructure. this happening at 10 this morning. and all new this morning, it appears president obama was addressing the national governors association but couldn't find jack o'malley in the audience this is monday's event but finally he did find the right guy and that was

>> reporter: well, the baltimore development corporation has begin the family that runs the carousel until today to cease operations. this means time is fast running out for the historic carousel in bolt mierner harbor. once it ceases off -- baltimore's inner harbor. once it cease operation they have to remove it by next month. the owner of the carousel says they make $25,000 a year and is willing to work with the city to pay what he owes e says what is really -- he says what is needed is more downtown attracts to bring in more ristors and is -- visitors and is willing to move it but done want to shut it down for good a family member of the carousel owner says they are look into legal options. this morning's consumer alert, nearly 80,000 vehicles being recalled by knowsan due too -- nissan due to a possible gas leak. the pressure sensor may not be tight enough and there's a possibility of fire.

it's part of national education association read across america program. 6:53. let's get a check on the weather with lynette. >> all right. we are finally starting to feel the colder air move into the picture now. 26 degrees in to york. 29 hagerstown and freezing degree mark down to frederick and 39 degrees in baltimore. so we are out of the 40s but we have the wind this morning at a northwest at about 5 to 15 miles an hour so we are really feeling a little bit chillier now so we are feeling more like at the freezing mark into baltimore right around 33 degrees. 35 in easton and 34 in dc so you know you need to dress for these temperatures this morning. we have high pressure building in this area for the morning and afternoon and giving us plenty of sunshine. that color drier air filtering in. and future trend is going to be bringing a little bit of change to the forecast as we go into tomorrow. so starting things out pretty good tomorrow. nice and dry but as we work into lunchtime yes, we have the
