defined. many follow a no see no hear approach. baltimore county, baltimore city and howard county allow it. but others have a defined policy including consequences for being caught. carroll county has the toughest policy followed by harford and anne arundel county. in geauga county they have a liberal cell phone policy. there's no mention in the hand book or the student code of conduct, but students are not supposed to cause disruption during the school day. >> thanks a lot. now to another concern on a school campus. a university of maryland freshman wakes up to find a strange man rummaging around her dorm room and touching her leg. abc2's brian kuebler joins us with more. >> reporter: university police say have developed some

park. the baltimore city fire department is honoring fallen soldier robert marchanti. all flags have been ordered at fire departments to be flown at half-staff. he is the father of a city firefighter. he was shot by an afghan soldier inside the secure zone in kabul. he taught in several schools in baltimore county, including kearney elementary school. the military has improved its mortuary after being criticized last year for ms. handling body parts of fallen soldiers, but an independent panel said there needs to be better training of staff and oversight. it's the first stop on u.s. soil for remains of fallen troops coming home from war. partial remains of some september 11th victims were sent to a landfill after they could not be identified.

that's according to a new pentagon report. the victims killd were among those when the plane was hijacked and another crash? shanksville, pennsylvania, killing 40. several remains that could not be tested or identified were given to a biomedical waste contractor. the contractor burned them and then took them to a landfill. weather wise, it is a clear day to say the very least. maryland's most powerful radar not a drop nor should there be until we get into tomorrow. temperatures continue to cool off. after topping off in the low to mid-50s we'll be down in the 40s pretty quickly for the rest of this tuesday evening. we'll go with a generally clear skies. chances for rain going up. we'll talk about that and how temperatures play out. it's coming up. >> a federal grand jury has indicted the operators of a

is still the talk of washington. eric holder said the federal government is prepared to hold those responsible in both civil and federal court. it has some speculating that a dole could be in the works. nice night, nice finish to the day. temperatures did drop today. some 10 to 15 degrees, low 50s. compare that to the mid-60s of yesterday but still late february. tough to complain when you've got this much sunshine and these kinds of temperatures. upper 40s would be normal.

severn river today busy. good day on the chesapeake. here's our view from chesapeake beach in calvert county looking over empty docks. it's been mie.d gaithersburg, bright sunny skies as we move toward later and later sunsets. after today sunsets will be later. maryland's most powerful radar, all sweeps showing clear that will continue into the monk hours. we think the chance for rain goes up significantly by mid-morning tomorrow. temperatures comfortable for now. winds light and variable. the highs today quite a bit cooler than yesterday. tomorrow subtract another 10 degrees below these highs. that's where we'll end up, mid-40s because clouds, rain cooling, you name it, a much uglier looking day. unfortunately, we'll stay clear tonight. you see a few high thin clouds.

high pressure dome sitting over the east coast. we've got active weather trying to push west to east. chicago, detroited parts of indiana and illinois. you can see the cold front draped south of us. that pushed the temperatures down. warm air bottled to our south. high pressure keeping us high and dry. again, this more active weather steadily crossing the country's eastern half. as we go into the day tomorrow we'll give up these dry conditions and replace them with wet, rainy and cooler conditions. really, the most active weather day of the week looks to be tomorrow. well defined low pressure. look at the center. this is going to bring in decent wind. some pretty decent downpours. as we get a letup for the evening commute, a secondary line of precipitation will come in and bring more rain tomorrow evening before we dry things out on thursday. ironically with a warm front pushing in, we may see

temperatures shoot up again thursday into friday and perhaps come back down again. so around the temperature bans. overnight 36, dry and cool. tomorrow we'll go just 48 on that two-degree guarantee. the rain develops a little later in the day, perhaps over 50 degrees. tomorrow night still showers and the possibility of an evening thunderstorm even, especially for southern maryland. your seven-day forecast, you seat outlook. temperatures bounce back into the 60s for thursday and then we're talking low 60s friday and saturday. saturday still looking like good chance to start the weekend. then we're going to cool things off sun day into monday. i'd say temperatures are on a roller coaster here. it's a little interesting here in the outlook, but nothing too terrible. >> i'll cross my finger that winter's over.
