communication in the case of a disaster. an american soldier killed in afghanistan is being honored by a local fire department. we'll start with the developing story out of baltimore county. a man found a body floating in in wilson creek. it's not clear who us who the victim is or how they ended up in the creek. how many times do you tell your college daughter lock the dorm room, never walk the campus alone. you'll have that talk again. a college park student in just her second semester wakes up to find a strange man in her dorm room. >> reporter: this was creepy enough, a man walking through

cumberland dorm jiggling door handles until he found an open room. >> touched her on the leg. when he left, she realized he had taken her laptop. >> reporter: technically a burglary but the violation of a freshman is all the more concerning. it's why campus police say they have worked to identify a few leads in the case. directions they hope become more clear by examining the hundreds of sciewfort cameras placed throughout campus. >> we of a a lot of cameras, 400 or so. >> reporter: while university police are continuing to work this case, they're asking students to keep their guard up and to cut through that false sense of security. security students rely on to get in and out of their dorms. >> i know a lot of people are facing the building because they know a lot of people on their

floor. they feel if you don't have a key you shouldn't be able to get in. >> reporter: campus police warn the system is not airtight. although the card readers are designed for security, many students hold the doors open for others. that is why police cannot determine if the intruder is a student or not. >> before this incident i know a lot of people who used to leave their bedroom doors open at night. >> reporter: a lesson these students can't learn early enough. >> you said that right. university police say while they have little leads to go on, they hope cameras got a pretty good picture of this suspect. >> the training is being questioned by the city council. diamond standard training was one of the commissioners first big changes back in 2008. three and a half years later the

whole force has been retrained. you may she lot of ledlines about it later tonight on other news organizations. we've been on this since the beginning. back in 2009 our brian cube learn spent a -- kuebler spent a month there. now to ohio where the teen is accused of opening fire inside a cleveland area high school. he made his first court appearance about an hour ago. prosecutors say t.j. lane didn't know his victims that he admitted firing shots. three of the five students shot have died. two others remain in the hospital. students who know lane describe limb as a quiet outcast who had been bullied.

>> he's a bright young man. he just will a horrible upcoming. it happens to some people and you have to get past it. at the same time it's horrible. >> both of his parents have faced criminal charges for domestic abuse. so what would you do in the case of an emergency. would you, your son or daughter be able to reach upand would you -- you and would you be able to reach them. >> reporter: the shooting has killed three. cell phones are part of school life but schools control them this driven ways. very few students don't have a cell phone. it's a way of life. most schools do have a don't see don't hear policy, which is as long last students put their phone away in a purse or backpack, they're allowed to keep it just has long as it doesn't become a distraction.

troops had been mishandled. a baltimore fire department decided to honor a member of a soldier. >> the honor is usually reserved for firefighters killed in the line of duty but this time major robert marchanti is being honored as if he were a part of the brotherhood. he was shot and killed inside the afghan interior ministry. the suspect was considered an ally. today in honor of his service, baltimore's fire chief ordered all flags at city fire stations to be lowered to half-staff for 30 days. in a statement the chief said it's or than fitting to honor a meme mer who places his life in the line of others. his service in protecting our country is truly appreciated by the entire fire department. marchanti was married with four children and a grandchild.

passing clouds. come out. i want to show you this. this is our next approaching storm. it will bring us rain but not winter weather tomorrow. 52. with the rain we talk about when the hold thing blows out and what comes behind it. a hearing was held by a senate committee on a bill to ban shark fin sales. shark fins are evidently an asian delicacy and are cut from sharks which are thrown back to die. last week a house committee held a hearing on the same bill. less than a week after the same-sex marriage bill passed, paperwork was filed to repeal. it the marriage alliance said it will lead the fight to preserve marriage. governor martin o'malley plans to sign the bill and this will go into effect next january.

56,000 signatures are needed by june. if harford county wants to parlay the base realignment into a multimillion dollar tour pix payoff it has to impose a hotel tax. that's the finding of a new study on how this could double it. the plan also calls for a new mid-market size convention center on the 95 corridor but it all starts with a tax which exists in every other gorps disc -- jurisdiction. the fact that they pay for that now, so this should be the outsiders. >> it appears conservative lawmakers will authorize the hotel tax even though the hotels themselves support it. the former promoters of the baltimore grand prix will

>> the thing about this study is it basically pinpoints a window of exposure that's dangerous. it's never been demonstrated before. dr. beth aaronson said this time frame is critical for development. >> brains developing. all features are forming. we all knew this was a very vulnerable period. new studies have demonstrated that this time frame is clearly when this exposure is a bad thing oar drinking alcohol during the six to 12-week mark can lead to mental impairment and puts the baby at risk for fetal infant syndrome. >> anomalies in the face, producing a ter lip, loss of the little cleft underneath the center of the nose. typically, doctors have

overnight. temperatures which struggle to get into the mid-50s representing about a 10-degree cool off will struggle to get into the 50s with the clouds and rain cooling. it's quiet tonight, just a few clouds across the mid-atlantic states. much further north and west we have rain coming down and snow coming down across the country's midwest and the northern plains. that system will move quickly. replace this clear high pressure dome. dry air as a result of that. warmer air bottled up to the south. there's the front that came through and pushed down the temperatures from 60s to 50s and tomorrow into the 40s. again, you see very dry air locked in with dew points around 20. it will take awhile for that rain to really begin to hit the ground in earnest. we push things toward 8:00, rain knocking on the door but not coming down until later in the morning.

you see it over southwestern pennsylvania. we'll continue to watch that carefully but clear across the east. overnight 36, dry and cool with increasing clouds. but tomorrow the chances for rain going up through the day. 48, depending on exactly if that rain holds off, we could get to 50. the possibility of an evening storm, more warm air will be working in. that seven-day forecast, temperatures bounce back probably mid to upper 60s before we cool off again friday and rain greets us for the first half of the weekend. we cool off for the second half of the weekend. but no snow and no fierce winter snap. >> man, you talk about evening the playing field. after a winter like this -- okay. we are all about ready to pull an all nighter. starting at 11:00 and continuing
