schools two-hour fog delay. cecilton chesapeake and dough people yeah manner high school two hour delays because of fog. back to the news now. developing story from what we brought you a few nights ago at 11. university maryland police have arrested man in connection with the dorm room break-ins and sherrie johnson is standing by with details. >> reporter: that's right. we have been on the phoneo night talking to the university of maryland campus police and we have all new information. the police chief says good detective work led to a quick arrest and he's very impressed with the officers. police arrested and charged 28- year-old oluwafemi charles in connection with the burglary of a campus dorm room. it happened on the university of maryland college park campus. police say the suspect got into cumberland hall by jiggling door handle until he found a open door a freshman -- a freshman opened up to find him

and onceensighted touched the 18-year-old woman's leg while sleeping and took her laptop. since the incident happened, officers watched footage from the university's more than 400 campus cram razz. -- cameras. he hats been charged with burglary, theft a 4th degree sex offend and second degree assault. sherrie johnson, abc2 news. you know, what can you say total shock. i am numbered by it all -- numbed by it. >> he is survived by his third wife and four daughters from a previous two marriages. now on to the hot topic. parents in arizona need a court order to read children's text messages. the new bill aimed at changing that. it would require cell phone companies in arizona to give parents access to the kids text messages. however cell phone companies say if you want it, tough pay for it. what do you think about this? should parents need a court order or should they be able to check kids text messages on their own after all they pay the bill and probably paid for the phone. by the way, they are their kids. on facebook this morning a lot of you are weighing in on thisand responding. one comment for you quickly here on facebook. this came to us courtesy of joe. he says i've got one better if you can't read the text, joe says i will cancel the phone plan altogether. that's how parents respond to that.

more when it comes to gas and increase tower income tax part of the budget debate going on in our state capital. sherrie johnson has been following this and this is something that is likely to generate a lot of response for people in maryland. >> yes. no one wants to pay extra money if they don't have to. this morning lawmakers are looking at different options. governor o'malley is trying to close the budget shortfall of more than billion dollars. one way to a do it is with new tax revenue. general assembly has about a month left to finalize the state's budget. but the upcoming fiscal year. the governor proposal calls for an increase in the state tax on gas and if the gas tax fails a potential replacement would be the income tax. the supporters say it's the best way to do it while opponents feel the people have been asked to do enough already. >> he spends money like a drunken sailor and it's not his money to a spend. it's the money of the people of maryland. and they are hurting and he doesn't rollize it. >> i don't think it's
