homecoming. joelmarch madness is getting underway. as the family plans the funeral for 13-year-old monae turnage, one of the officers has been suspended for his conduct after the accidental shooting death. brian kuebler explains this one for us. >> reporter: no mother should be staring at her daughter's death certificate. no parent shied be planning the funeral of a 13-year-old. as they struggle through intense grief, yet another detail emerges, making this all the more imaginable. >> sick to my stomach. just terrifying. >> reporter: terrifying today because the baltimore city police suspended an off duty officer for his quote conduct after the shooting death of

monae turnage. turnage's family said the sister of one of the boys is dating one of the officers and was advised after the shooting death of monae. >> how do you do this? you're talking about a 13-year-old kid, a 13 and 13-year-old that did something and you covered it up. where's the justice in this? >> reporter: justice is a process the city is taking seriously and are pursuing. while the department says it cannot comment on details about the suspension, it is working to trace the gun the boys were playing with as well as investigating the claims by the turnage family, a claim monae's mother believes makes plenty of sense. >> i think that somebody knew.

some kind of way something else happened. >> reporter: an emerging gap in an already tragic story that could be explained by either an internal or criminal investigation. in northeast baltimore, brian kuebler, abc2 news. baltimore city police say they will address the media about all of this once their investigation is complete. state police are investigating the shooting death of a 4-year-old. here's what police say. they say shanice kellam woke up to find her son jamal woolford shot in the chest. investigators found a gun in the bed. we're told the boy was playing with the gun earlier. jammal died in a hospital in salisbury. let me run this down.

debbie and joshua franco have been given civil citations for knowingly giving alcohol to those under 21. the drinks were given out prior to the party. a person died. the citations carry no jail time but as much as a $500 fine. there are no criminal charges for providing alcohol to minors. tonight the red cross is helping six people and some animals after a two-alarm fire fire in riviera beach. this happen on cutler harbor. it took 76 firefighters to bring this fire under control. the two homes had extensive damage. a third suffered smoke damage. the cause of the fire is still under investigation still under investigation. everything was going according to plan until the

improbable happened. >> it was a challenging rescue. when a tree snapped it caused some serious moments as they had to rush one of their own to the hospital. this happened on krommwell bridge -- cromwell bridge. firefighters were trying to get the man out of the car. they were lowering a basket down when the unexpected happened. >> extending an aerial ladder preparing to lower the basket. somewhere in the course of that operation, a tree branch snapped and a branch about three to four inches in diameter fell and struck our firefighter in the head. >> reporter: that's a little bigger than a baseball bat. the firefighter is 2-year-old michael murphy. he was taken to shock trauma and

treated and released. roosevelt leftwich, abc2 news. we had some tense moments this morning in harford county when potentially toxic fumes forced students to evacuate from a catholic school. it happened at st. margaret school. workers may have mixed otherwise harmless chemicals while cleaning the building. three adults were transperioded to the medical -- transported to the medical center. no word on whether the school will be open tomorrow. we are waiting to hear from our facilities crew who will be monitoring the building during the course of the day. >> fire officials say it's an important reminder for all of us to read the labels, the warnings. you are looking live on 97 near route 100. nothing to worry b this was --

about. it was a nice day. get me to tomorrow. wyatt everhart joins us with your first forecast. >> we will look for a carbon copy tomorrow but how about warmer. i think most of us would like that. that's what where he looking at. still going to see the same type of weather pattern. the difference will be the wind pattern. today almost no wind as the cold air mass settles in. a light southeast wind. that southeast wind actually cooling us off. bay water temps, mid-40s, so that is working to cool us off but tomorrow the wind turns southwest up to 60 by 5:00. it's going to be a nice improvement. we'll talk about how to how thing -- how things get. the nice winter weather is allowing owners of the mt. washington tavern to keep the rebuilding project running

smoothly. the owners already started framinged new tavern. they even have some of the subfloors in place. the historical tavern practically burned to the ground last year. the owners hope it be back open for next year's holidays. back home budgets are tight. we make sure we don't run out of money but the state has the same problem, and to solve the problem they have to approve a so-called dooms day project. it was laid out before a senate budget committee. they're including $800 million in budget cuts. those could affect education, our health and local governments. the plan was presented in case lawmakers cannot agree on new revenues and savings needed to balance the budget and deal with the more than $1 billion budget.

dooms day may be a hard word to use, but -- >> i don't think this will be the end of the world but a tough world. >> we have to get through cuts, revenues and will get hit again and again. it will be ongoing and a continuing problem. part of the plan includes $129 million being cut from the geographic index, and it helps areas where going to school costs for more and cutting fund buying 10% could save $115 million. a judge has dismissed a challenge to the redistricting map. the judge rejected it saying those who brought the lawsuit failed to show the plan violates the state's constitution and statutes. it's been rejected piet court -- by the courts. we have a plea deal for a paver. tommy clack was in court and

plead guilty to saling home improvements without a license. it's tied to two charges in anne arundel county. other similar cases in the county will be dropped. clack could get as much as two years in prison, although, his sentence has been postponed so victims can come to court and tell the judge how they feel about tommy clack. we'll talk about a new way to treat autism. it's an interesting study brought up by our linda so. you'll here from parents and doctors. the last time loyola won, we were high fiving the gators. let's welcome them home no after this warmer than average winter, a cooler day. 50 would be normal. our weather winner, bernie.

helping to conduct the first large scale study. >> it works on a different neurochemical, and for this reason we think that there's a better chance that it will work if one of the stimulants failed. >> reporter: it's been approved for years for kids with adhd. this is the first time it's being tested in autism. it worked for emma but for other kids there's another come on then the-- components. in the study some parents will be taught professional techniques. >> it gives us the opportunity to look at each in isolation but importantly, it enables us to look at the combination of the two treatments and to see if theres a bonus. >> reporter: doctors say there as not been a treatment option,

that means they're going to be making just their second trip to the ncaa tournament. a celebration is warranted. tim rutherford was there when the team came back to a hero's welcome. >> for college athletes, it doesn't get any better than this. hoisting the mac conference championship trophy, the loyola team arrived back home to cheers. students are on spring break so the crowd was diminished, but not the pride. >> very exciting for the athletic program and the whole school in general. >> reporter: the coach saw his squad win three games in three days to bring the trophy back to baltimore. >> three years ago we switched to loyola university.
