highs for this time of year and these are our lows. chestertown now at 52. check out the winds, yes, it's a little breezy now, we have the winds out of the south but the gusts up to about 15, 20 miles an hour this morning. these gusts will go up to 35, 45 miles per hour as we go into the afternoon. let's check the traffic with angela. how are the roads? >> the roads are in great shape, except a couple of mild distractions. if you're traveling northbound on the bw parkway you'll see a disabled vehicle at maryland 197. so be prepared for maybe just a brief tap of the brakes there. in the meantime, if you normally travel on the harrisburg expressway now would be a great time to head out. as you take i-83, both directions of the harrisburg expressway heading past shawan road in great shape, as you can see. as for those of you traveling through the glen burnie region, a live look at 97 and 100, northbound 97 traffic moving well, had a brief ramp closure at 648 but it's reopened, all

traffic now at posted speed. speaking of posted speed, that's what you'll find on most key routes. we saw shawan to 695, that is just five minutes now. and southbound 95 from whitemarsh to the beltway, six minutes. six minutes on the top side bel air to providence. on the west side of 695 just a 7-minute drive from 795 to i-70. back to you. it's certainly going to be a warm one. can you believe 70 in early march? >> linda so live at the 7-eleven. take the kids to get ice cream, maybe frozen yogurt. >> reporter: that sounds like a plan. i did that yesterday. maybe we'll go again today. we just talked to a guy who walked into the 7-eleven in loch raven. i asked him what are your plans for today? it's going to be so warm out. he says he's going to go think. by the way he was wearing a t-shirt. today's going to be one of the days, you'll be pleasantly surprised.

you'll wish the snowball stand was open. it's going to reach 70. again, talking to people here all morning at the 7-eleven. one lady we spoke to earlier in the day was headed to work early and she said she already made up her mind she's going to take a very long walk after work. another guy who asked to talk to us, said i'm on my way to myrtle beach and i'm going to be spend my whole day outside. that certainly sounds like a great plan. we've had such a mild winter this year, it's been recorded as the single warmest winter in a decade. the fourth warmest in 117 years. that might sound good about now but it's likely going to wreak havoc on your spring allergies, the lack of winter frost pushing pollen counts up. that means allergy season already started and it's going to be a lot worse this year. we're also talking to exterminators who say they are seeing bugs come out, insects come out earlier because the bugs are actually confused, they think it's already spring. don't be surprised to see a lot of -- a lot more insects

around. back here live at the 7-eleven in loch raven, talking to folks about their special plans. they seem to be excited. we spoke to one kid heading to school early. he had a t-shirt on with a light sweater over top. just looking forward to spending the day outside. why not take a long lunch break? go golfing? i know you love that. why don't you take the girls out for some ice cream? >> they are a little young for that. we'll start small, baby steps. today, a senate committee is making big decisions about adjustments to the governor's proposed budget. legislation will be considered by the panel's subcommittee. one suggestion is to shave off more than $4 million from the chesapeake and atlantic coastal bays. that is from a trust fund. they are going to be deciding on the governor's proposal to raise taxes on cigars and smokeless tobacco. we'll let you know what happens today. a judge has ruled that jerry sandusky will get the

nearly 600 pages of secret grand jury testimony before the start of his trial on child sexual abuse charges. state prosecutors say that they plan to call more than 50 witnesses to the stand against the former penn state assistant football coach. that trial is set to begin in may. news around the nation. a train and tanker truck filled with diesel fuel collided in florida. the driver of the truck was killed. three people on board the train all got off safely. the accident happened in bartow south of orlando. there's no crossing gate seen and a witness says the truck drove into the path of the train. investigators are unsure though if the truck driver was trying to beat the train. the driver of the truck has yet to be identified. family and friends are saying goodbye to the third victim of the chardon high school shootings in ohio. russell king jr. will be laid to rest this morning. later tonight the school district will be doing a trauma presentation for parents to make it easier for moms and dads to talk to their kids about what happened.

a nice old lady in michigan isn't giving thanks for her turkey. in fact she would like to flip the bird. a male turkey wanders around her yard and attacks her every time she leaves her home. even though edna has lived here for years, actually since the 1960s, that 35-pound turkey thinks it's his territory. so whenever she leaves her home she takes a weapon with her. >> when he comes around i just keep it like this. then try to get to the car. i wouldn't want to eat him. he would be too oily. >> probably so. a very patient woman. she won't call animal control. she's willing to co-exist until nature takes its course. >> when thanksgiving comes around. >> she said she would not do it. too dr. kaufman: ry of a turkey. >> news flash, birds stay away from charley's house. a new house, a new car,

tobacco companies advertisinpro influence young adults and adolescents to start smoking. the report stopped short of saying that tobacco companies have definitely changed packaging in ways that increase appeal among young people. studies show steady decline in youth smoking has actually slowed in recent years. the nine-page report also highlights the tobacco control program could play a role in preventing youth smoking. in 2011 only two states funded prevention programs. the report also says states can play a bigger role with more prevention programs. this is only the second time the surgeon general issued a report specifically on youth smoking. sherrie johnson, abc2 news. we know exercise is good for your health. it keeps us in shape. but exercise can also change your dna in terms of muscle, exercise, cranks up the genes needed to burn fat and sugar. researchers in sweden say just

20 minutes of working out on an exercise back can actually change your dna completely. a consumer alert this morning for toyota drivers. toyota is recalling nearly 700,000 vehicles in the united states. one recall involves a steering wheel problem that could result in faulty airbags. in toyota tacoma pickups from 2005 to 2009. the second recall, faulty brake lights for camry sedans in 2009 to 2011. then the crossover suv's. toyota says there have been no injuries related to the problems. chrysler says jeep liberty driven in cold weather states are at risk for corrosion. the automaker is now recalling more than 200,000 of those vehicles because road salt could corrode the rear suspension causing its to crack. the company says it's notifying potentially impacted owners of this recall. kitchen appliances at the top of the source of complaints.

representing the army in the warrior games starting next month in colorado. during the games athletes compete in everything from archery and wheelchair basketball, swimming and sitting volleyball as well. let's talk about the winds. yes, they are a little on the breezy side this morning. we can see out of the southwest at about 6 miles an hour now into baltimore. so this is new. they are picking up into baltimore. easton coming in around 12 mile-per-hour wind. these are sustaped winds. as we go into the afternoon we'll really start to get a little gusty. gusting up to about 35 to 40 miles an hour. not out of the question. right now temperatures are quite mild. check out baltimore, around 54 degrees. go back into memphis and also into jackson and you're already seeing and feeling temperatures in the 60s. that warm surge of air is going to move into our direction as we go into the afternoon. satellite and radar picking up on the rain, also moving in our direction as we go later into the evening, overnight. on the back side of it you can

the recommendation is each of the 65 nuclear power plants in the nation have its own emergency plan. the the panel of experts will release the recommendation in light of last year's japanese nuclear disaster. one possible suggestion, expands the evacuation stone. relief to taxpayers struggling to pay taxes due to unemployment or significant loss in income. the agency will give certain taxpayers a six-months grace
