are on -- county. police cleared the accident but they are still on scene. in the meantime, watch for spray as you make drive on 895. a live look north of charles street moving well on the harbor tunnel freeway and around the beltway, 695 getting the first live look at wilkins avenue moving well despite the slippy conditions. militants attacked a afghan government delegation visiting the site in one of the two villages in southern afghanistan. >> u.s. soldier is suspected of killing 16 civilians and all this comes as a prayer vigil is planned in our area for u.s. forces in afghanistan. sherrie johnson is standing by with the very latest. >> reporter: well, this breaking news has just come in. we have learned that militants have attacked an afghan delegation visiting the site where u.s. soldiers accused of killing 16 civilians including children. the attackers opened fire at the delegation 90 minutes ago.

it's unclear if anyone was wounded or killed in the attack. also hundreds of students in eastern afghanistan held the first protest against the shootings overnight. closer to home, the family of a local marine gary roundtree is having a prayer service worried about more retaliation from the shootings over the weekend. >> there's good and bad in every organization. and i don't think one person can speak for the entire marine corps or the army. >> reporter: the prayer service is planned for tonight at the fire filled full gospel church in baltimore starting at 7:45 p.m. we will stay on the breaking news out of southern afghanistan after militants attacked an afghan delegation visiting the site in one of the two villages in southern afghanistan war u.s. soldier is suspect of killing 15 civilians. charley.

done today. primary day in maryland is tuesday april 3rd. an update to the university of maryland college park threat. student accused of making the threats of a mass shooting is undergoing a mental evaluation a former high school classmate of alexander song says she is shocked to hear about what police say he planned to do. he graduateed from the top 10% of his class in howard county in 2010 a member of the national honor society and honor society for spanish and art. but on sunday he was taken into custody for threatening to open fire on his fellow students. his classmate at reservoir high says she never saw anything to indicate he might have mental issues. >> to be honest, not at all i didn't think at all he was capable of saying something like that. but, i guess you can never be too sure. >> police say he claimed an online postings and chats he hoped to "kill enough people to make it to national news" since

the threats patrols have been stepped up around campus. we know the name of an officer suspended following a shooting death of a 13-year-old girl. john ward baltimore city police officer has been suspended forfollowing action that led to the death of monet turnage. this news comes days after her -- monae turnage. her body was found in the alley covered in trash bags. police charged two boys as juveniles with involuntary manslaughter and they believe they were playing with when tu and it accidentally went offshooting her in the chest. sex offense charges against a formatter montgomery county teach has been dropped and he wants -- teacher has been dropped and he wants his job back many he was a full-time middle schoolteacher and part- time cross country and boys basketball coach at a high school. prosecutors say it's not illegal in maryland for a part- time employee of the school to have sex with a student 16 years or older. a new this morning, one

at 4:30. check this out. a wall of ice on the shores wisconsin lake winnebago completely smashed the structure. the wind played a huge role pushing huge chunks of ice into a boat house. in louisiana it's not the ice but the water. more than a foot of rain fell on monday forcing officials in the state to declare a state of emergency. -- the rains shut down major highways and county roads. crews are out monitoring the roads clearing debris and also rescuing people trapped in the water. looksly -- luckily no injuries have been reported from lafayette pearish in southern louisiana. here's lynette with the forecast. thank goodness they are dry into louisiana this morning. as we slide a little further to the south and also to the north, we are seeing some showers moving into our area and georgia scattered showers. we can see most of the rain is off along the eastern shore. we can see it into harford
