here's lynette with the weather. >> welcome back, and you came back to dense fog. more of the same. you have not been here but we've had lots of fog. that's what we'll have this morning. it's muggy and mild and we are going to be dealing with temperatures that are going to be soar for today especially into tomorrow. for now here's that dense fog advisory in effect until 10:00 a.m. it's basically for the entire viewing area so take it easy on the roadways. we've had several days of this so we're kind of getting used to this. make sure you put a lot of distance between you and the vehicle in front of you. visibility reduced again, zero in easton, most likely we will have delays. you'll need to look at the bottom of the screen as the morning goes on. three-mile visibility in baltimore. we'll talk temperatures in a second. right now let's check the traffic with angela. it will be a busy day for you once again. good morning. the fog the big story again this morning, reduced visibility on the roadways. we're getting used to it but again we can't stress extra

caution and extra travel time for the slow commute. here's a live look of what is in store. traveling in the downtown region heading to the tunnels, we're foggy on 895 as well as 95 in the city. not too bad on this stretch of the jones falls as we get a live look at northern parkway but don't be deceived, the fog is out there as you get ready to head out for the morning drive. 4:32. the baltimore mayor stephanie rawlings-blake will join a national call for public water systems reinventment to document funding gaps, job growth and public support. it's all part of world water day. the report is expected to be released today. the mayor will join other officials in front of city hall to call on the obama administration to act on that report. and, speaking of your water. over the past few years baltimore city has been sending out thousands of incorrect water bills. >> in some cases when people can't pay or refuse to pay their homes have been put up for tax sales.

linda so with more. >> reporter: we've learned council members want to stop seizing any homes related to water billing issues until the water department can fix all its problems. a lot of angry people showed up for a hearing last night at city hall. deborah williams said she got a $2,000 water bill for her family of three. then frances webb got a bill for $20,000 on a vacant lot she owns next to her home. the city has the right to seize your home and put it up for sale if you don't pay a bill. windish has a $5,000 bill she may not even owe. some meters were not read, other homes were from estimating previous bills. there are 2,300 homes in the danger of being sold because of failure to pay water bills. council members want to put a moratorium on sales that stem from water bills. >> i have been fighting one water bill for over a year.

i am on tax bail. for $530. >> reporter: mayor stephanie rawlings-blake does not support the moratorium so fear the city's bond rating could be downgraded if it's unable to collect money its owed the council president says he will still introduce the bill next monday at the council meeting. is it time for wells fargo to pay? outer loop baltimore will gather at the wells fargo on monument street this morning for a citizen eviction. that event expected to highlight the alleged negative effects the bank has had on baltimore and nationwide. charges are expected to be filed against robert bales today, he's accused of the shooting spree in afghanistan that killed 16 civilians. his attorney says he will be charged with homicide and a number of other charges.

the afghan foreign minister says their government is looking forward to seeing justice done. in dc general allen and james miller are expected to testify about the status in afghanistan. that hearing is scheduled for 9:30 this morning. after winning the illinois primary tuesday gop frontrunner mitt romney received an endorsement from a top republican. former florida governor jeb bush endorsed romney saying it's time to rally behind the former massachusetts governor. not all positive news though, comments made by a long time aide credited controversy -- created controversy. he compared the general election to an etch-a-sketch saying we can shake it up and start all over again. >> remove all trace of any kind of marks and be able to draw a new picture. maybe a picture of someone who ran for governor of massachusetts not as a

conservative. >> romney's aides says he was only talking about the race, not the candidate. the press secretary for rick santorum was handing out etch a sketches outside of a romney event in maryland. speaking of the trip to maryland, mitt romney was at an event organized by former maryland governor bob ehrlich. romney had a meeting in a jam packed american legion hall. he focused on gas prices, health care and the economy. he also took questions. afterwards many admitted they were there and already a mitt man to begin with. >> i agree with what he says because he has the experience that we need. >> we like his economy policy. we think he's the man to get the country in shape. >> you probably saw this ad, he'll be spending almost $250,000 leading up to the april 3rd primary. according to a study analyzing voter traffic it seems president obama's campaign web site is catching the most eyes. in january alone obama had more

views than the four republican hopefuls combined. about 4.2 million people visited obama's site compared to 830,000 for ron paul, 773,000 for mitt romney. rick santorum's web site by the way had 696,000 views, women made up more than 60 % of all traffic to santorum's web site. the largest gender split of any candidate. the maryland senator barbara mikulski recognized this weekend for being the longest serving female in congress was honored by her colleagues on the senate floor yesterday. she says she's still the same person. >> i still am that young girl that walked to the grocery store everyday and said good morning, can i help you. >> barbara mikulski represented maryland for 35 years. senators delivered speeches in her honor and in tanned tanneddans, her family and o'malley. she received a standing ovation at the end of her speech.

welcome back it doesn't look much like spring in eighteentheen, oregon -- eugene, oregon. it created a mess for drivers with the snow. it brought down power lines but kids enjoyed the day.

things expected to clear off later today. severe storm caused a lot of damage in louisiana. we had some video from hess mirror where rains flooded roads, strong winds left their mark ripping off sidings from homes and knocking over trees. a mess there in louisiana. here we have been dealing with mild weather, nice temperatures but it has been quite humid and really foggy. >> lynette has a check of the forecast. fog has been the big story the past couple of days. >> it has been, but in louisiana you can see this big area of low pressure. you can see that spin back into missouri, kansas, oklahoma. that is the pressure -- that is the area of low pressure that is going to start to slide across our area so we're going to get in on some of the heavier rains. the good news is that they will start to slowly but surely dry things out but as of now they are going to get additional rain. one of the reported rain gauges in one of the parishes, 10 inches of rain in 24 hours. so, yes, definitely lots of

rain there. flooding but here the fog is the big story once again. as you head out make sure you take it easy and you have the low beams on out there. speaking of the fog, let's send it to angela phoswe are a check of the traffic. are there any accidents this early? >> the good news is no accidents to report. we're just seeing a lot of fog. even worse in some areas than we've seen in the past couple mornings. for those of you driving into downtown, not too bad on the stretch of i-95. do want to let you know if you're traveling on i-95 just north of the beltway on that southwest side you will see a construction crew blocking a left lane, just further north as you get to 395. they will be there another 20 minutes or so. a first look at the beltway, top side of 695, as we go live to a look at 695 and harford road. you can see very low visibility on that stretch of 695 between belair road and i-83. back to you. 4:42. it's been more than a year since the death of a father and

society will host a reception to celebrate maryland day with focus on william donald schaefer. freception is today and it will focus on dog tags and a swim suit he wore. >> lawmakers will examine technologies used for payments. they want to consider changes in mobile payments that have become more widely available. >> the shooting death of a teen in florida heating up. charges still haven't been filed. a series of rallies are now taking place in honor of trayvon martin. >> sherrie johnson has the latest now. i understand it appears the case is getting close to going straight to the desk of tallahassee's police chief? >> reporter: that's right tonight a rally at 7:00 p.m. for trayyvon martin. in the city of sanford city commissioners passed a no confidence vote in their police

chief over his handling of the teen's death. george zimmerman said he shot the 17-year-old in self-defense last month. police said they have no evidence that disputes the self-defense claim. the lack of action sparked outrage including a demonstration in new york city yesterday. an on-line petition demanding an arrest gained nearly 900,000 signatures. a sanford commissioner explained their vote. >> because of the situation being so poorly handled, a no confidence level in our police chief locally and statewide, nationally and internationally, i would ask the chief to step down at this point. >> reporter: the vote comes after the head of the naacp demanded his resignation accusing him of mishandling the case by not arresting

zimmerman. the justice department launched a civil rights investigation into the shooting. back to you. penn state now offering child abuse counseling. counseling will be provided by a firm not linked to penn state. jerry sandusky remains under house arrest awaiting trial on charges he sexually abused 10 boys during a 15-year period. he denies the allegations. a status hearing for sandusky is expected later today. the purpose of this is to make sure sandusky has a full understanding of all the charges against him. new this morning, a fire caused a roof to collapse in a three-story row home in west baltimore around midnight on north carey street. an abc2 news viewer sent us a picture, it's there. fire officials say it also burned two other homes. no word on what caused the fire. all three homes were vacant. just last year we passed

the anniversary of the death of the baltimore county firefighter falkenhan. he died looking for trapped victims in an apartment fire in hillendale. during that fire he and his partner were separated. investigators say minor issues stacked up and proved to be catastrophic. things got physical in an ohio courtroom between the family of a murder suspect and the family of the victim. the defendant had just been escorted out of the room when the yelling started. the woman sitting with the suspect's family started the scuffle -- started scuffle with a member of the victim's family. the sheriff's deputy stepped in before things could get too out of hand. a tree fell on this car. robert stalls was driving home from work when a huge oak

industry fell on his -- tree fell on his car. he somehow managed to crawl out before help could arrive. a texas family needs help finding a person who stole thousands of dollars that was going to be used to pay for cancer treatments. deputy jessedale came home to find his place completely ransacked. the crooks took $7,000 worth of valuables and $3,600 in cash. he says that money was from an event held that was going to be used to help with his sister's cancer treatments. >> everything else is missing from the house, i'll replace at some point. it's just, i don't care about but her life is not replaceable. >> >> he and his wife were paying bills and were planning to take the rest of the money to the bank. how brave are you? a 101 utah woman is not taking anything for granted. mary hardyson snagged a spot in

the guinness book and the oldest woman paraglider. she said she decided to do it after her son did it and now she's a celebrity. she has seven great grandchildren. almost all of them were there to see her accomplish this incredible feat. the battle of the bread winner continues. new research suggests that women are earning more money than men. according to leas mondy's book almost 40% of wives outnumber their husbands and the number is rising. in the coming decades she says law, veterinary medicine and other disciplines will be predominantly run by women. an abc2 news investigation found that the number of companies penalized for not reporting safety defects is growing. in 2010 two companies were fined last year. the number increased to 10.

legal representatives for product manufacturers say it can be really difficult for a company to know at what point they should inform the cpsc but the agency says when in doubt report it. it's rare that sports becomes news but this is one of those -- nfl coming down hard on the new orleans saints for a program that expand three seasons and started opposing -- targeted opposing players. roger goodell suspended the head coach for a year without pay and another one for eight games for the coming season. goodell saved the worst punishment for the man at the center of the scandal, gregg williams, he's been suspended from the league indefinitely. quarterback tim tebow is now heading to new york. the jets are taking him. the move comes a day after the broncos signed peyton manning to a five-year $96 million

megacontract. abc has a new reality show right here in baltimore. it's called "ball boys." it follows a sports memorabilia business at robbie's first base in timonium. the show features the negotiation and biology and selling of unique -- buying and selling of unique memorabilia, in the store and offsite locations. there will be sports legends on the show stopping by. it premieres saturday in the afternoon. >> very cool idea. >> it is. you have storage wars and pawn stars. this will be interesting to see how it goes. that storm we showed you a little while ago. it poured for two days. >> it's going to slide to the east and we could get in on that as we go into the weekend. for this morning, the fog once again. we still have that easterly flow and we are trapped in all that moisture. we do have a dense fog advisory in effect for the entire

viewing area until 10:00 this morning. and reduced visibility down to about a quarter-mile or less in a lot of spots. right now in frederick we have one-mile reduced visibility, zero in baltimore and easton. 5 in york and 3 winchester. these numbers are going to go downhill as we go through the remainder of the morning. then things will turn around a bit later into the afternoon. right now 57 degrees in baltimore. 55 easton. 61 dc and 55 frederick. so just like yesterday, day before that, these temperatures are quite mild. it's quite humid as well. that is the scenario as we go into the afternoon. satellite and radar picking up on the clouds now. when you see the dark clouds, the clouds that are way at the ground so right at the surface there, again, dealing with the foggy conditions and yesterday they were tough to lift out, that's why we didn't get much sunshine. again, as we go into the afternoon we have the possibility for a couple of isolated showers and thunderstorms to pop up in the picture for us.

as we look back off to the west, there's the storm system coming out of the middle of the nation that is going to move in here possibly as we go into the weekend. in the meantime, today the temperatures could get up to 74 degrees once again. if we get more sunshine in here the temperature will be higher, less sunshine, a little lower. let's check the traffic with angela. tell us about the fog on the roads. >> you were right, the fog means more accidents out there. we already had a fender-bender on 95 heading to the beltway on the top side. the cars have been moved to the shoulder, not a major incident but unfortunately with this type of fog these things could happen more often. we're seeing a lot of fog out there. that's the big story as you head out. plan for extra travel time and drive a little slower. here's a live look at 695 at the bw parkway. we still got maintenance on the bw parkway. road crew northbound at nursery road. they should be out of there momentarily, but in the meantime, very light volume is going to help us. this is the eastern shore, a

apartment since early wednesday and police said he went back on a previous pledge to turn himself in. he claims to have al-qaeda ties and says he's to blame for the death of seven including four people at that jewish school shooting. mexico officials still trying to figure out how much damage was done by a powerful earthquake. crews have begun to survey homes, schools and hospitals. the 7.4 magnitude quake hit tuesday flattening hundreds of homes and injuring more than a dozen people. no deaths though have been reported. indonesia is joining the list of countries pushing prices higher at the pump. the company set to raise subsidized fuel prices by a third, coming april 1st. the proposal still needs parliamentary approval but officials say they need to cut it to balance the country's budget. parts of mexico now preparing for a special visit tomorrow. pope benedict xvi spending three days there and giving a mass to 300,000 people. in his
