for that dense fog advisory until then as well. now, visibility is really reduced this morning. a quarter-mile or less in a lot of spots. we're looking at zero in baltimore now. easton more of the same. dc coming in at 1, 3 york and frederick around 3 as well. then we have the chance for isolated showers or thunderstorms a little later in the day. right now though maryland's most powerful doppler radar is dry and the big story is the fog. so let's get over to angela so she can talk about that and see if it's affecting the roads. good morning. it is, good morning. certainly impacting the drive, foggy conditions and things are slowing down, a lot sooner than usual as you get ready to head out. we're going to a couple of live cameras, this is 695 at the bw parkway, as you can see the foggy conditions, volume is picking up in both directions on the stretch of the beltway. and getting heavy on the west side of 695 and the top side. another live look at 295, the bw parkway at maryland 32 southbound with mild congestion

on 295 from 198 to powder mill road. and mta, marc trains 872 and 890 with a 10-minute delay. animal control officers in harford county seized a dog and 15 cats from a home in street. >> in a case of animal hoarding. abc2 news' sherrie johnson has more on what officers found when they entered the home. >> reporter: inside the home on lochary road officers found two dead animals, plenty of feces and stench but no food or water for the dogs and cats that survived. officers took a beagle which is now in the care of the humane society of harford county along with 15 cats. the animals will stay there until the investigation is completed. we were told that the owner, 55-year-old theresa lambert runs a beagle rescue. she had animals taken away last year but were returned to her with the understanding she would find most of them new homes. the officers may take several

of the animals outside of the home in pens. >> people want to save everything they can save and it gets to a point where mentally they don't realize what they are doing. at that point it gets to a point where they are not helping the animals at all, they are actually hurting them. >> zoning regulations limit homeowners to five domestic animals in harford county unless the owner has a kennel license and she has no such permit. back to you. the harford county sheriff's office is making house calls now -- sort of. when they see a spike in crime areas like bel air or forest hill they are going to make a robocall to those particular neighborhoods. they are telling people how to stop crimes. last week in fallston hundreds showed up. >> we were concerned about burglary problems in the area and it gave everybody an opportunity firsthand to see where we were, what the stat tuses of the investigations

were and we gave them prime prevention -- crime prevention information. >> it's been going on for several months and the sheriffs' deputy says it seems to be bringing positive results. you can have bus records in the palm of your hands. there's an app for i-phone and i-pad users called "safer bus. " , you can use it before booking a trip. you can monitor the company and the history of fatigued drivers. this comes after a series of deadly accidents involving tour buses. as a kid you may have hoped that we would be traveling in a hover craft by now. it seems likely we will travel mostly by land for years to come. darnit. that doesn't mean that the transportation won't evolve with new technology. one of the government's top research centers scientists are now working on what they hope are the roads of the future. and they would have electric coils embedded in them to recharge electric car batteries.

we have entertainment news. word that actress reese witherspoon is pregnant. "people" magazine reports she's expecting her first child with her husband, jim. today's her 36th birthday by the way. she already has two children, ages 8 and 12 from a previous marriage. singer alicia keys is putting her new york apartment on the market.

good thursday. i'm megan pringle. >> i'm charley crowson. let's get right to the forecast. meteorologist lynette charles. it's a sort of mixed bag, snow out west, rain across the mid-section. mild and foggy here. >> exactly. we have three seasons going on. we are dealing with the fog across the area this morning. reduced visibility, zero-mile visibility in baltimore, more of the same as we head in to the eastern shore and we're at two-mile visibility in york. dc around 1, so with that reduced visibility we have a dense fog advisory in effect until 10:00 a.m. for all the areas here shaded in the gray. that basically encompasses our entire viewing area. let me show what you is going on across the middle of the nation. this will play into our weather as we go into the weekend. lots of rain there.

this will slide in very slowly like it has been doing and bring us some weather, some rain into saturday and also into sunday. but right now we're talking about that fog so let's take it over to angela and tell us what is going on with the traffic and if the fog has been impacting that traffic. it has, good morning. we're seeing some very foggy conditions. we've been checking traffic cameras all morning long, pretty much the entire area as lynette mentioned, covered with fog right now. as we look live at the beltway, 695 and greenspring avenue, rush hour will likely be very slow for most of you as traffic patterns are getting heavier. we're seeing a slow pace on the west side of 695, with a live look at 695 at i-70 stop-and-go for the most part as you make the drive through the catonsville region. again, we strongly recommend getting out a little earlier for the slow drive this morning. back to you. breaking news from france where we learned that the french shooting suspect, mohammed marad is dead,

according to several french news outlets. right now these are live pictures outside of toulouse france. moments ago explosions were heard as officers entered the building firing tear gas. the suspect accused of killing at least four last week in a jewish school shooting. the standoff has entered its second day overnight. again, we're hearing reports from french media that the suspect has killed himself. we'll keep you posted on air and on-line. a fire caused a roof to collapse in a three-story rowhome in west baltimore. this around midnight on north carey street. ralph johnson iii sent in this photo to us. baltimore city firefighters say it also burned two other homes no word yet on the cause of the fire but all three homes were reportedly vacant. troy harold disappeared nearly three years ago and police are still looking to resolve her case. saturday will mark the 30-year

disappearance of the little girl. she walked home to -- to a nearby store, she never arrived. thousands of demonstrators demanding justice this morning. >> sherrie johnson has new doassmentsz. what us? >> lot of people are talking in this case. tonight there will be a rally at 7:00 p.m. at the church where trayvon martin in atlanta, hosted by the national action network. in the city of sanford city commissioners passed a no confidence vote in their police chief. they don't like the way he's handled the case in the death of the teen. sanford police haven't arrested george zimmerman who said he shot 17-year-old trayvon martin in self-defense last month. police have said they have no evidence that disputes his self-defense claim. a lack of action has sparked outrage including a demonstration in new york city

yesterday. an on-line petition commanding -- demanding an arrest has gained 890,000 signatures. a sanford commissioner explained their vote. >> because of the situation being so poorly handled and because of this, a no confidence level in our police chief locally and statewide, nationally, and internationally. i would ask the chief to step down at this point. >> reporter: the vote comes after the head of the naacp demanded lee's resignation accusing him of miss handling the case but -- mishandling the case. the justice department launched a civil rights investigation into the shooting. back to you. some baltimore residents say it's time for wells fargo to pay their fair share of taxes. they are taking action to see it gets done. occupy baltimore will gather today at the wells fargo on

monument street downtown for a citizens eviction. they are going to have a moving van and crew on hand for a symbolic eviction of the bank. in a rally outside, it's expected to highlight the alleged negative effects of the bank it's had on the city as well as nationwide. baltimore city now admits they were incorrect when it came to charging thousands of people with their water bills. >> in some cases if you don't pay the city can seize your home and then sell it. linda so with more on what the city plans to do and what they have in line to stop this from happening. >> reporter: we've learned the city council wants to put a moratorium on seizing any homes related to water willing issues until the water department can fix its problems. a lot of angry people showed up for a hearing last night at city hall. deborah williams said she got a $2,000 water bill for her family of three. then there's webb who got a bill for $20,000 on a vacant lot she owns next to her home. the city has the right to seize your home and put it up for sale if you don't pay a bill.

that happened to rhonda windish for a $530 bill she may not even owe. city officials now admit to massive problems. meters were not being read and some bills were billed by estimating from previous bills. there are 2,300 homes in danger now of being sold because of failure to pay water bills. city members want to put a moratorium on tax bills that stem from those disputed bills. >> it is an opportunity for us to make changes to our system so that we know we are billing people in an accurate and fair manner. and this should not be us against them. this is the right thing to do. >> reporter: mayor stephanie rawlings-blake does not support the moratorium idea for fear the city's bond rating could be downgraded if it is unable to collect money it's owed. the council president says he will introduce the moratorium bill at next monday's council meeting. now the delegates will be working on the state's $35

billion budget today. they are scheduled to have two sessions to consider amendments to the budget measures. one is a scaled back version of the tax increase already approved by the state senate. the other would phase in a split of teacher pension costs in three years instead of four. the house is aiming to finish with the budget this week. the maryland comptroller pete "on the -- peter franchot will tour schools to assess needs and discuss future renovations. franchot will also meet with the superintendent william hite. today's visit is 10:00 this morning. today is maryland day, to celebrate the holiday the maryland historical society is honoring the late governor william donald schaefer. a reception tonight will have an exhibit of memorabilia including his world world war ii dog tags and his famous swimsuit. the historical society is also announcing tonight the creation of the maryland center for history education. a woman is now facing merge

the mayor will address questions and look at new forms of protection. >> president obama is expected to make an announcement on infrastructure projects specifically the southern part of the keystone pipeline. he's scheduled to speak from a pipe yard near cushing, oklahoma. and the secretary is expected to discuss the 2013 education budget this morning and the needs to continue investment in education even during difficult budget times. >> it's all about girl power and bravery. "the hunger games" opens nationwide in theaters tomorrow. most showings have been sold out. while we're enjoying warm temperatures people in eugene, oregon dealing with wintry conditions. a big mess for drivers. it also brought down power lines causing outages the weather is expected to clear up later today. amazing pictures to show you.

entire viewing area. not only do we have the fog but are mild and we are muggy this morning. the temperature now in baltimore 57 degrees. easton 55. 60 hagerstown and 55 frederick and also york. the satellite and radar picking up on the cloud cover across the area. picking up on the foggy conditions. this will slowly but surely start to burn off and move out of here. as we broaden the view, widen out, this is what is to come as we go into the weekend. you can see heavy rain now over mississippi, back into louisiana. and that upper level low, you can see it spinning off into oklahoma as of now and all this will push off towards the east. with that we will be getting rain in here for your weekend. but we also have see a couple of showers around the carolinas as of now and we have the chance for isolated showers to pop up as we go into the afternoon. the weather today is going to be just like we've had it all being long. with the chances for the showers to persist. your hour by hour forecast brings that temperature about

the fog, caution and courtesy. this is a real drag. >> this is in drag. firefighters in minnesota got the experience firsthand. these two guys videotaped putting out a car fire in ball gowns. they are not bridesmaids dresses, they are ball gowns. they were in the st. patrick's day parade and dressed to promote a beauty pageant for a fundraiser, what one said he realized he was wearing a dress while fighting a fire. >> i remember seeing people with cell phones up to their face, i thought oh my gosh. >> the chief says though they were not wearing protective gear the guys made it safe and stayed focus on the job at hand. afterwards they popped a couple of cold ones even and listened to lynard skynard. >> i wonder why they couldn't find cuter dresses. every time they do a story about a guy dressing as a woman -- better fashion sense.
