dangerous chemicals, secured hughes the cabinet locks. it's time to start crunching the numbers, city department said presents the budget after getting orders from the mayor to make it more efficient. first up public safety. roosevelt is here with more. >> reporter: all city departments will have to do this. the police and fire represent it would have the largest unions, a lot is still up to negotiation was those unions but the city said being efficient will benefit the union as well. >> first the police department, staff and -- the department will continue to hire new officers. they are installing more than 550 cameras, they want to merge the 911 center with the call center. the deputy chief told the board of estimates that one thing that could affect the department's bottom line is a number of officers they loose.

those with five to ten years service are being lured by other jurisdictions. >> we believe it could be a potentially as low as 16 and as high as 100. we could see a rate this year which could be significantly higher than we have seen in past years and averaging 200 and get 60 more between those important years, the five to ten years that could have a significant impact. it could be closer to 250 if the numbers higher 200 -- rate could be higher than that. >> reporter: next up the fire department with more than 80% of all calls involving ems they said they can eliminate three fire companies, which he said won't involve closing fire houses but eliminating extraen gains, they will be reassigned there will be no lay off. they are hoping the savings will come from restructuring

how firefighters in the city work. from a four shift hour week to a three shift work. >> they are in discussion was their union over a three shift model. there was a report we leased done by the state of pennsylvania looking at the philadelphia fire department and one of the recommendations there was to consider going to a three shift model to free up resources to do some things they need to do. this isn't just me, this is happening around the area. >> reporter: the chief said they are proposing a 20% pay increase spread out over three years to raise pay though according to the union firefighters who have to work about 30% more and could re-- that could result in them having less time off and with more demand for ems that's a good possibility. abc it news. >> and first responders from all over maryland are asking

developing after sun and the certainly toward the midnight hour expecting patchy, even patchy dense fog, we are optimistic or hopeful it won't be as widespread or long lasting, here is the main storm system we are tracking have been so for days. putting down heavy rain, thunderstorm activity and alabama, up through the tennessee valley, this is a slow moving system, so no real impact we don't think in the midatlantic into -- the weekend and -- probably saturday night into sunday. warm southerly flow, keeping the flood gates over for the warm humid air to the south funneling in to the northeast including certainly baltimore and across maryland. there is that watt maker starting to edge into saturday morning. the best chance for rain probably holds off to sunday for the core of the system should pass over the area. this thing moving slow but putting down a lot of rain.
