suffered at the hands of a special ed worker and nobody had an answer for it. >> reporter: janice wright has her hands full trying to move her son about. he suffers from angelman's syndrome, a condition that robs him of his speech. each day when he arrives at the john archer school in bel air -- >> matthew would sit down. he never acted out. he never tried to hurt anyone, never tried hurting himself. >> reporter: to address the problem janice met with school personnel and came up with an individualized education program or iep where staff would use a bicycle or whole chair to help matthew when he stopped short of class. she walked in and found him

strapped down with his arms velcrod behind his back. >> he had a blank square and matthew is very expressive. he's pretty easy to read. he loves his mamma. when he didn't even recognize me it broke my heart. >> reporter: janice reported the alleged abuse but investigators determined even though the workers used the device improperly and were not trained they did not abuse him, shot case was closed. >> if i did this to him, you can bet your bottom dollar they would charge me with abuse and rightfully so. i think this is it the right thing that needs to happen is those people who were involved need to be charged. >> reporter: in the meantime janice will appeal to the school board to meet with parents to hear their grievances and to see what, if anything, can be done to address them. harford county, jeff hager, abc2 news. >> all right.

that meeting gets underway in 25 minutes. the child has not returned to the school and his mom has since transferred to another -- since transferred him to another school. baltimore city school officials are responding to a recent article showing evidence of cleating at three different schools. now the cheating reportedly took place between 2007 and 2010. this is all according to an article in the atlanta journal constitution but ceo of schools andres alonso said the system recognized the problem stwho years ago and put in prococols to prevent future cheating. >> the integrity of the system matters more than anything. i think our kids can do it. our teachers are honest. when there's a problem, they need to know we're not playing games. baltimore city police raised

30 -- 30 people in connection to robberies. police say the two robbed a young couple at gun point in federal hill right near digital harbor high school. police said robberies have been creeping up. well, happening right now, many have gathered at a rally and march to continue razing awareness of the shooting death of a florida teenager by a neighborhood watch captain. roosevelt leftwich joins us with more on this growing campaign. >> the protest has moved on to city hall but before there were more than 1,000 people down here at corner of pratt and light as people expressed their outrage over the shooting of trayvon martin. let's give you a look at the size of the crowd. pratted light was perfectly packed, very packed with people protesting the death of martin.

martin was shot by a neighborhood watch captain. this is one of hundreds of protests scheduled. many people say they are just simply dis gusted over what's been happening down in florida. >> my children are older, but my grandson could identify with this young man and i think it's a disgrace and a shame in how they're trying to turn the tide now and he's been dead for a whole month and now they're trying to come up with all these false accusations. >> reporter: now the protest left pratt and light. now the group is gathered over at city hall. the numbers are growing down there. more than 1,000 people. a lot of stragglers have been coming in. that protest is going on right now. they're supposed to have more of a rally at 7:00 and a vigil.

in annapolis. you cannot shine those lasers at pilots flying planes. it happened in mt. area ri, baltimore and wicomico county. the penalties have been stiffer. it's on its way to the senate which is expected to pass. here's the bill that didn't sphiervetion the one that would keep minors out of tanning salons. it would not allow anyone under the age of 18 to use the tanning bill. it stalled, so now this failed. all right. democracy 2012 coverage. it's not known whether several republicans will be visiting maryland. the cochairman for newt gingrich's campaign said that the former house speaker will be in annapolis tomorrow to visit with the general assembly and the business owners right there on main street. however, the visit is not on gingrich's official website although he will be in delaware

tonight and wisconsin tomorrow morning. the same goes for former pennsylvania senator rick santorum. late last night this was meap nounsed he would -- it was announced he would visit maryland. how about the one person who will visit maryland. that's ron paul. that's coming up wednesday at the ritchie coliseum. you have to preregister. the candidates that are vying for the state's 39 delegates which will be voted on in less than two weeks in the state primary, early voting started on saturday. you can go to any have the early voting centers. polls are open from 10 in the morning until 8:00 at night. sunday the polls are open from
