friday. those details coming up. a political fire storm which has developed over a proposed commission is about to dom a head as abc2 news jeff hager tells us. later this week he plans to issue an executive order that could open the door to career firefighters. >> reporter: when the call comes out for a fire, volunteers spring into action in harford county. the county's top executive says he has no intention of eliminating them. but he's also in no mood to negotiate the proposed commission that would oversee firefighting operations throughout the county. >> i'm glad they were not allowed in 1776 or they would have amend the declaration of independence. >> reporter: it came up with 130 recommendations to help improve

it. while an association monitors the 12 different fire companies today, some have more equipment, more training and more money than others. a commission was proposed to help guide it into the future but the association president said the fire systems are so complex there was concern over putting too many civilians in charge. >> we wanted more control over who was on the commission and we wanted to remove -- there was a section that effectively gave them the power to set our standards and stuff like that. >> the harford county volunteer fire association would submit the names and i had to select the names from their list, which is unheard of. the an nally -- analogy i made was the liquor board being controlled by bars and taverns. >> it would probably be in the form of an executive order. >> reporter: the long time politician said he's trying to

take the politics out of the issue. he said the county has to take its fire service to the next level. because of term limits, he doesn't have to worry about who he upsets in getting it done. >> we need to be proactive on this issue so we don't wait until it's so big that we're overwhelmed by this. i don't want to wait for someone to die. >> maryland's seven largest counties have commissions that oversee them. all of them have volunteers. a person was hit and killed by a marc train in roseville. it happened right near where schaefer lane crosses the train tracks at route 40. passengers on board were transported to another train. police have not identified the person and trying to figure out why they were on the tracks in

the first place. why would anyone want to watch women in a bathroom. roosevelt leftwich has more now on this campus creeper. >> reporter: folks say it's one of the creepiest things they have heard of in awhile. this guy hit four different college campuses. the latest was on the essex campus. a woman was in a first floor ladies room in a building when the man stuck his head in the stall. there have been reports of similar ebbs dents at towson, morgan and loyola. authorities say women need to be careful. >> in cases like this, we depend on our college community to give us information that may lead to information that tells us what's happening on the college

campuses. until this person is apprehended, they should take someone with them and be vigilant for strangers. >> reporter: authorities say if you notice anyone acting suspicious hanging around a lady's room, call their campus security. you can call public safety there. roosevelt leftwich, abc2 news. remember that fringe candidate up in new york running for the gubernatorial race? he was from the rent is too dam high party. the same could be said for property taxes in baltimore city. last night they approved the mayor's plan to decrease the tax 20 cents by 2020. the decrease would also be funded by city budget cuts and expected casino revenue. this isn't a drastic decrease

but it is a start. >> i'm excited. we are looking forward to bringing property tax relief. we know we have a long way to go before we're truly competitive. this is a first step and i'm glad we're able to get it through. >> the mayor said this decrease should not affect other home owner credits. it may be may 1st. along with flowers blooming in baltimore county it means the cameras are up and rung. two new speed cameras are live. the first is at perry hall high and the other at johnny cake elementary. drivers who get caught speeding by the new cameras will get a warning. after 30 days citations will start being issued. the cameras are joining 15 others already installed. for a full list, head to abc2news.com and check out the

i'm sure we'll hear more in the coming days. there's a new resource available to seniors with disabilities. that could mean the difference between life and death. it's the cold card. they can fill out a form that lists key medical information and they display it at a home and put a small copy in their wallets. they have immediate access to lifesaving information. the baltimore city health depa has printed and distributed more than 60,000 copies. that is a good thing to have and fill out. all right. some of us have a dimpled chin. some of us have a double chin. would you agree to a chin implant? more and more are agreeing with this. and the calvert school with a very kind gesture. it's all about love. ♪

there is a new flnd plastic surgery that's' tracting beth -- that's attracting both men and women. chin implants are on the rise. >> reporter: as the manager for a manager software company, she often finds herself face to face with people all over the world. she loves how technology keeps her in touch but didn't always like the way it made her look. >> i noticed the double chin was very pronounced and it relly bothered me. >> reporter: after meeting with the plastic surgeon she joined a

growing number of people who are opting for chin implants. >> it lets you see your appearance immediately. we're much more aware of how we look and we're much more critical of ourselves. >> reporter: experts say that may be part of the reason why chin implants saw a big increase. according to the american society of plastic surgeons, chin implants shot up 66% in women and 70% in men, more than breast implants, botox and liposuction combined. there was a chin implant surgery every 25 minutes in the u.s. the biggest increase came in people over age 40. that's not a surprise to the doctor who said whether they're getting them to accelerate their careers or slow down the aging process -- >> it's done under local anesthesia with sedation with a rapid recovery. people are back at work within

enough to generate some of those cumulus clouds, sunshine over kent island. our view looking across the chesapeake and bright sunny and warm. that water temperature is starting to come up. ocean city in the low 80s. how's that. warming up. the beach is empty now. give it a couple more weeks and it will be a whole different game. take a look. maryland's most powerful radar clear. as we go south, south of the richmond area very interesting, some severe weather toward roanoke, rapid tornado warnings south of the north carolina line but back here in maryland, all is quiet. temperatures around 80 still right now. it will be a slow fall with the mugginess. slow fall through the 70s. there is somewhat cooler hair north of the state line. you can see highs today 79 in york. six degrees cooler than the harbor. some of that cooler air may

filter down tomorrow. we may be only in the mid to upper 70s tomorrow. it depends on how much sunshine breaks through. it will be fairly humid. to the west there is more active weather out toward the midwest. you can see a storm system putting down the showers and storms in ohio, indiana. that will miss us to the north. what we will watch for is cooler hair wrapping around the circulation. that could drop temperatures a little bit despite that warm air flow we're getting and the class of that cooler and warmer air and just enough humidity in the picture. i think we could sea pop-up shower tomorrow afternoon and maybe thursday afternoon. right now, the trend, and it's tough to pick up on the very isolated weather events but we have an indication of pop-up showers tomorrow afternoon. wednesday looks like once again we could see pop-up showers in the heat of the afternoon. overnight none of that. 60 with increasing clouds.
