it was a surprise to many of his command staff as well as to those close to him. his retirement will be effective august 1st of this year. he is one of the longest running commissioners in this city's history and has seen significant success by redefining the way the department fights crime. he commissioned the gun offender registry, changed his department's focus to going after more violent repeat offenders and illegal guns. home sides since he took the post have dropped 43% and violent crime dipped 14%. the mayor's office has announced a national search process for his replacement. he has not yet publicly commented about his retirement. we are scheduled to hear from him tomorrow afternoon. >> thank you. the verdict is in. the two brothers charged with assaulting an african american teen, one is set free, the

other convicted. we have been following the trial and are live. >> reporter: kelly in a -- a conflict, trial that has been ensuing that's divide two communities, the jewish and the african american community and park heights we have seen this case finally come to a head. a lot of people showing a lot of emotion here. ultimately they found one of the brothers -- acquitted on the charges, he will go free. the other one, who had three years with the israeli military took the lead in the conflict, took down the 15-year-old teen in park heights in november of 2010 and then held him against his will until other members of the jewish neighborhood watch group could show up to hold him down as well. they never even called police . none of them -- the judge said even attempted to try to get medical treatment for him other than to provide bandages

any actor action we will of course look at it. >> the 29-year-old mother is being held without bail in the incident. the baby had a stab wound to her head, neck and chest. >> the reward for information in a cold murder case in baltimore county is up to more than $30,000. back in march of 1996 a woman was shot and killed in the parking lot of what is a shopping center. she was able to drive across the road to the giant's shopping center. the gunman followed her, parked next to her and grabbed something out of her car after she collapsed. her sister now a mother of three living onto eastern shore said she thinks about it every day. >> it -- changed my life completely. i feel i turned in to a different person and i have

warm air trying to get in here. cool air, maryland still on the boundary. cool air north and east of us. we are getting a mix out. the front sharper than it was yesterday where the cut off was 20, 30 degrees from cecil to howard. we don't have that today. things more mixed and so temperatures reflecting that and again definitely a good bit warmer today. chances for showers minimal. maybe the overnight shower but better chance for pop up showers on friday afternoon. boundary out of the west. even that it indicating that it'll probably fall apart somewhat tomorrow afternoon. we will keep the chance for a few showers on friday but they look minimal, widespread. overnight 62, it'll be mild with the chance of a shower but a slim chance. tomorrow a mix of clouds and sun. again maybe a few afternoon source, especially to the west and northwest of baltimore. higher chances for westminister. 63 with the stray shower.

a 16-month-old girl. the gunman is among the dead but police haven't identified the shooter. a day after charges filed in the death of a drum major his parents are speaking out and they aren't pleased. >> reporter: the day after a prosecutor decided not to charge their son's killer with murder or even manslaughter, the parents of robert champion made is clear it was less than what they wanted. >> i wasn't happy. hazing that word just don't fit. >> reporter: 1 when the orange county florida state attorney announced the charges he said in this case murder just didn't fit. >> his death is not linked to one strike but is because of multiple blows. many he was a 26-year-old drum major who died after he went through a rite of passa ge.
