for much of our week but that hasn't solved the problems associated with the dryest springs in maryland. the state has extended the drought watch a decade after one of the worst droughts. abc2's jeff hager has more. >> reporter: they keep it under lock and key, and why not? since westminster's public water supply has historically been in short supply. in the summer of 2002 the city swent -- spent a quarter of million dollar mishauling water to the reservoir. the city didn't have enough water to supply more homes. >> our demand -- we're on a decreasing trend over the last three years or so. some of that is attributed to

our increasing rates that we've had. that's two years ago we had quite a jump. we're happy to see the demand did down. >> reporter: the city spent almost $5 million to build a quarry. you can call it insurance in one of the state's dryest counties. >> we did make some huge investments. it was needed and i think the citizens know they -- even though they don't like the high cost, it's comforting to know we can flip a switch instead of hiring haulers. >> reporter: the cities will

adoesn'ted an aggressive conservation program. even offering rebates to replace outdated water dpuzling -- guzzling toilets. >> during this drought watch the state is calling on us to cut our water usage by 5% to 10%, to keep from letting our faucets run. all right. let's talk taxes, shall we? income tax hikes will be on the table but you can forget about a gas tax increase during the upcoming special legislative session. governor o'malley and speaker michael bush held a joint conference to announce it. the three said they have already agreed on a budget plan and they expect the session will only last three days. the income tax hike, they say, will be part of the budget agreement and would only apply to people making more than $100,000. that's about 16% of marylanders.

a firefighter is in the battle for his life, the fight for his children. it's an international hall cuss toadal kidnapping -- custodial kidnapping case. you've been following the story since the bing two years ago his children were taken to trinidad, his young children. since they left with his mother leah, he's been a divorce and full custody. since lee yap hasn't abided by the court ruling or attempted to defend herself, today here in baltimore county she was held in contempt of court. >> i'm not after her to be arrested. i just want my children back here. that's all. i want my children to have access to their mom and dad and family, my children have a huge family here. >> he said in the to give up the fight for his family even though it hasser inly left him

bankrupt. we'll show you how people are rallying around him and supporting him coming up on the news at 11. the episcopal die ease of maryland is offering to provide a funeral for the homeless man who killed himself after shooting two church members in rrk remember. the family of douglas gens hasn't decided whether to accept it. a funeral was held for reverend marguerite kohn and a funeral will be held for the second victim brenda brewington. the offer was made in the same spirit shown not amish community in lancaster when a man shot and killed two girls in 2006. dr. winthrop phelps said we needed a place like this. he opened the children's rehabilitation institute 75 years ago. it became the kennedy krieger.

it is still taking care of us. >> reporter: she was one of the first patients treated at the kennedy krieger with cerebral palsy. betty's niece was there as well and is so proud of everything her aunt has accomplished. >> it is amazing to be here and realize that her life was really changed because of this institute and because of dr. phelps. her story and her book -- it's been amazing to learn about what he went through and how a person with a disability was able to come through and ultimately go to college, get her physical therapy, certificate and work back here for several, several

years and eventually retire. >> reporter: matt sustained a spinal cord accident in an atv and was brought here to kennedy krieger. >> my physician said there wasn't much hope for someone with a spinal cord injury and i found this plashings kennedy krieger. >> reporter: it's internationally recognized for improving the lives of children and adolescents with disorders and injuries to the spinal cord. >> when i came here, i was broken and left with an emotional lift, physical lift. it transitioned my life for the future. >> reporter: reporting for abc2 news. >> matt, you are something. the kennedy krieger institute serves more than 16,000 people a year. 75 years in our community.
