caliber. the gun turned out to be as fake as the man carrying it. >> we did execute a search warrant on his apartment in dundalk and found an assortment of police paraphernalia, a badge, fake police reports, a gun that was not real but a realistic replica. >> reporter: a former girlfriend in st. mary's county tipped off authorities that he had been posing as a narcotics detective there and he had threatened her feel safe now that he's locked up? >> yeah. i think the well neighborhood does. >> reporter: the same could be said for the police who have a enough enough job without impersonators abussing their powers. >> police have very serious and important power that ordinary

people do not have. in order to have those power, you have to be trained. you have to be sworn. it is a serious matter to pretend you have them and try to use them on a fraudulent basis. >> reporter: church was already on probation for impersonating an officer two years ago when he pepper sprayed a bar full of patrons. jeff hager, abc2 news. another man was charged with impers nateing an officer, but this was in anne arundel county. the man pulled up to a man and a woman at a buffalo wild wing and showed a back. the suspect demand the victims show their i.d. and had one person do some field sobriety test tests. he was later arrested. all right.

upgrade the system and meet new federal guidelines. >> reporter: if dpw gets the increase, it will raise the average bill $100 a year. the city said there's good reason for this. remember in 2003 when a tremendous amount of rain fell and flooded homes on the city's northeast side? this project will help prevent flooding. it's one of several to improve storms and sanitary sewers. in addition the city says it's under mandate and maintain what they have. the city said it's less than what they need but they're trying to help ease the cost. >> we have a lot to do and we're doing it by balancing -- doing a balancing act saying this is what we need to do this. we can certainly do a lot more with more, but we have to be

broke out over an argument between the agent and the woman over payment. the director apologized for the agents' behavior and said it does not represent the majority of the people working for the secret service. eight have been fired. a massachusetts mother is not happy with her son's school after his tooth was pulled out by a teacher's aide. what made matters worse the tooth was not loose. her 10-year-old autistic son went home with a loose tooth but different tooth was pulled out. >> i felt so angry, how bar bearic. >> she said she received an email saying the loose tooth had

been a distraction. the 10-year-old has been switched to a different school and the parent is considering filing a suit. a seattle man is in trouble for punching a 10-year-old kid. he said the by was part of a group of kids who kept borgting he and his girlfriend inside the theater. he kept running around the isles and ruining his night. he said he had had enough and hopped a re of seats and told the boys to stop tuck -- talking. he hit him so hard, he lost a tooth. >> we reveal a question that can save your life. it's hadn't for police to gauge a victim's level of domestic violence. brian? >> reporter: we first told you about it in 2009 when the

baltimore city police department launched its pilot program. it was being used in only two police districts back then. police officers would take this sheet of paper containing 13 questions to a domestic violence call. the victim would fill it out and depending on the score would be offered immediate help through the house of ruth. city spheashes said the results from the pilot program were so good that they decided to roll it out city wide. >> we really did embark on it as a project. we didn't know if this would work, what the impact would be. by doing the pilot and collecting data, what we found is that this worked. >> reporter: tonight at 11 find out how well this worked, when the city plans to expand it city wide and get an inside look in how the city is using the test scores to track the worst domestic violence offenders. that's coming up tonight at 11,

brian kuebler, abc2 news. sleeping on the job is not a good idea but imagine dialing 911 to report an emergency only to hear snoring on the other end of the line. some medical exexperiments aren't surprised that the operator fell asleep. thieves are now using craig's list to lure and rob unsuspecting victims. what you need to protect yourself. >> plus -- >> close to 100,000 dead fish found dead in maryland's waterways. i'll tell you what caused it.

the last thing you want top hear when you -- to hear when you call 911, is someone snoring on the other end. that's what happened to a woman,

silence. jamie costello joins us with details. >> reporter: let me say this, before you start calling and e mailing us, the 911 operators are tremendous. we just had one last week saving a life. apparently this problem is much more common. a montgomery county woman frantically calls 911 and this is what happened. the woman's husband choking, turning blue but no response from the dispatcher. 38 seconds passed before the operator jumps backs on. finally a second one jumps on, snores from the sleeping dispatcher continues to grow larger. it takes five minutes before he wakes up. officials said that dispatcher whose identity was not revealed was on hour 17 of a 24 hour shift. experts say staying that you long can lead to dire consequences. >> someone who is being awake for an extended period of time

is operating as though they were intoxicated by alcohol. >> reporter: the montgomery county fire department said thises with an isolated incident but it's happened at other 911 call centers throughout the country. all right. we'll start off with maryland's radar. you can see pop-up activity. we'll continue to keep an eye on this. i'll show you where the biggest storms are. in the east ton area, maybe as many as 50 lightning strikes ago tal better county and easton. a little closer look, oxford reaching up through the center

part of tal bert county. realize you will run into this. there are more storms flaring up northland west of d.c., taking it south of baltimore our storm headed into perriman weakening. that's good for the havre de grace area. humidity at 67%. winds are east at nine. through the day it was a cloudy scenario early on. then we saw a few storms popping up at times. hit and miss basis, really. how about bell hair today? some someone breaking through and the clouds get a little bit more only men -- ominous. you can see the one storm passing north of the severn river. temperatures right around 80. it's warm expect for points north of us where they're seeing a few upper 60s. you get that brief rain cooling

and temperatures jump right back up after a storm passing. it's not like a long lasting cool down. you can see how hot the humidity is. nearly 90% in frederick and here's the overall scenario it. is an active afternoon across the mid-atlantic states with low pressure swirling south of us and storms flaring up in the heat of the afternoon. an unsettled enough air mass on top of baltimore and on top of maryland. then you add the heating of the day. this is where we get the pop-up sort of popcorn type of convection. we'll see that for another couple of hours. we'll keep an eye on that. there will be dangerous lightning, so keep that in mind. low pressure continuing to spin over the carolinas. it's a is very moving unsettled area. so no particular quick end of this threat each afternoon. i think tomorrow we're back into a similar scenario. maybe more activity to the west

and not so much on the eastern shore. has we take a look at the forecast into the day on friday, really, just a possibility of a hit or miss shower once again. overnight 62, partly cloudy with a chance of a storm. the tomorrow 82, variably cloudy with scattered thunderstorms once again, especially in the afternoon. tomorrow night down to 65, partly cloudy with a few showers. your seven-day forecast as we look ahead we can see that temperatures are going to continue to warm up into the weekend big time. we're talking 90s still monday into memorial day monday. we'll have to keep that chance for a hit or miss shower. i think the least likely days for numerous showers will be friday and saturday. so tomorrow another day like today and then sunday into monday maybe we see a few more pop-up showers and storms. a very summer like pattern. >> it hadn't been all day rain so you can't complain. >> keep an eye on maryland's most popular radar on the web,

moms getting that h1n1 vaccine can help babies. they found vaccinated mothers were less likely to have a proterm birmingt still, they say more studies need to be done. if you suffer from sleep apnea, you may want to have your blood sugar checked. sleep apnea is a disorder in which yir breathing repeatedly stops and starts. now a study shows the severity of it could determine if you have diabetes. researchers found those with mod drat to severe sleep apnea were

more likely to have diabetes. low nighttime oxygen levels were a predictor. there's a encouraging news for those who live with diabetes. the death rate dropped significantly from 1997 to 2006. death from heart disease and strokes reat id to diabetes dropped 40%. the cdc said healthier life-styles and better disease management get credit with the improvement in the statistics. you may want to think twice about the bathroom being the place with the most germs. experts said take a look someone else -- the break room. there was a study done and samples were taken from several businesses. 75% of the sink faucet handles were filled with germs. my cree wave handles, keyboards and refrigerator doors.

a police officer is behind bars. jail church, jr. carried a toy gun and carried a gun saying he was a narcotics officer. police say as a teenager church was enrolled in the police explorer program. and in anne arundel county this man is in jail. witnesses saw mark elmer drive up to a man and woman and show a badge claiming to be an undercover detective. he demanded their i.d. and even demanded a field sobriety test.
