constitutionality of president obama's health care law. what we know as obama care. so for right now live to washington, d.c. with tahman bradley. >> reporter: good morning the supreme court heard oral arguments three months ago and today we expect a final decision about the constitutionality of president obama's health care law. the stakes could not be higher. it's one of biggest supreme court rulings in years. and will directly impact the lives of every american. the affordable care act is the defining achievement of president obama's first term. >> i believe health reform buzz the right thing to do. >> reporter: but americans are deeply divided. a new poll found that only a third of americans have a favorable opinion of the health care law. 26 states have filed lawsuits challenging its constitutionality. the supreme court could uphold it all or strike it down or rule against part of it. perhaps the individual mandate that requires most americans buy insurance by 2014 or pay a penalty. opponents argue congress

doesn't have the authority to make americans buy something. whatever the court decides americans like felicia and her 5-year-old son ethan will feel the impact. >> i definitely am concerned but once -- if it's overturned they're going to look into his medical history and drop him. >> reporter: he was born with a vascular tumor. felicia is worried but small business owner jorge says the law's requirement that he insure all his employees will tie up the funds. >> i faux for a fact it's going to be impacting us. >> reporter: it will have a profound impact politically. >> if obama care is not deemed unconstitutional the first three 23456 years of the -- and a half yores of the president's term will be wasted. >> reporter: the supreme court doesn't strike down the entire law republicans will work to repeal the rest. democrats will push republicans to come up with another solution to health care.

looks back on this moment, this will not be a pretty moment for the country. >> two democrats say they will side with republicans if today's vote takes place. we'll keep you posted. as for a full day agenda, republicans and democrats will hit the field for the annual congressional. >> the bailiff: . it's going to be held at -- baseball game. it's going to be held at nationals park this evening. local lawmakers in maryland will be taking the closer look at the maryland live casino. they're basically going to be  looking at the impact and sales since the opening weeks of the casino and they will also discuss some multiyear budget allocations. it will be held at the arundel mills community room 7:00 this evening. starting today, the average family of four will be paying $97 more a year for their water and their sewage service. it's all in an effort from baltimore city to upgrade the system that dates back more than a century. just in the last year the mains have deteriorated so much that they resulted in more than 400

breaks. when you factor in $1 billion in federal mandates upgrades and $2 million more to fix the water meters and a troubled billing system, has customers they say they have to pay more. >> i think it's our responsibility to step up to the plate and address those things before they became catastrophically fail and we won't have the money or resources to handle those in a timely manner. >> and the board of estimates passed a 9% increase in the rates after customers called for an audit of how the public works spends the money it already collects. it appears more hikes may follow in years to come. all right, to more exciting water story right now. michael phelps after winning the 200 freestyle last night phelps' coach announced he would scratch the 100-meter

getting around florida look at this. a challenge and it's all thanks to tropical storm debby. this is what drivers are dealing with in live oak. that's about throe hours away from orlando -- three hours away from orlando. the city has shut down roads and emergency officials there say the president already offered federal help. governor scott is scheduled to survey all the damage today and as for debby she headed up out into the atlantic ocean. in colorado though they're hoping for some rain there

because check out this video. this is why that huge fast moving wildfire is sending thousands fleeing from their homes. it's moving at 14 miles per hour at times. 32,000 people have been evacuated at last check right now it is bearing down on the u.s. air force academy there. so already ten acres of the campus have burned. luckily though there have been no reports of any injuries. time now to look at our weather. here's meteorologist lynette charles. >> all right, megan. thank you and you know what? we definitely did capture some of that smoke on our weather bug site yesterday. so this is manitou springs and we basically can put this into motion for you and you can see what's going on here exactly because you start to see the smoke just billowing over the mountains there. and with that it's been very hazardous across that area but we're also dealing with again closer to home that we are looking pretty good this morning. these temperatures coming in right around 68 degrees in manchester. edgewood at 65 degrees. and 67 in reisterstown. bowie at 68.

these temperatures much more mild than what we have been dealing with. we'll definitely take that. but this morning you don't need the umbrella. no type of wet weather for today. it's going to be gorgeous but it is going to be hot and humid. let's get a check now of the abc2 timesaver traffic with lauren cook. good morning. good morning lynette. if you are headed out to 95 no concerns in white marsh. you ever looking at a 14 minute ride from the beltway into the city. and everything will remain up to speed traveling through the fort mchenry tunnel and the harbor tunnel. if arroyosing 83 here's what it looks like in baltimore county at york road. not too many cashes out there. not any at this time. it will be a nice easy ride to the beltway. here's what the beltway looks like at bel air road. no concerns here in overly an 11 minute ride on the outer loop from 95 all the way up to 83. the west side also clear from 795 down to 95. that's uplook at your abc2 timesaver traffic -- a look at your abc2 timesaver traffic. megan over to you. thanks. another traffic alert this morning, the exit ramp on route 40 is going to be closed

beginning today for a year. the exit ramp at southbound 715 will be closed. there will be detour signs posted to let you know about this and the closure is part of the project to improve the area following all the changes. and remember tomorrow, two military convoys will be causing some congestion on the bay bridge around noon, 27 vehicles will pass on the eastbound side and then an hour later 61 more. those convoys will be transporting the body of fallen marine gene mills. they're going to be escorting mills' body over to dover, delaware to elkridge. a pretty amazing story ahead of a young girl spending a lot of time in a hospital. we're going to tell you how she ended up there and how she has made peace with the traumatic events that now she says were life changing. details on that. and also ahead this morning it looks like snow in the summer. more on this highway spill that looks a lot like a winter

of the summer so far. the temperatures are already going to be in the 90s and we'll have that the next three days. maryland's most powerful radar as of now we are nice and dry and will stay that way through the day. chestertown 63-degrees. 62 goldsboro and emmettsburg around 68. slowly but surely feel the humidity creep up. that will happen through the day. lynette thanks. this morning a baltimore county police officer is home with his family after being charged in the death of a teenage boy. abc2 sherrie johnson has more on how the teen's family is reacting this morning and what's ahead for officer laboard. >> reporter: megan, christopher brown's mother is organizing a rally on monday in towson. she's calling for an external investigation into her son's death. she was disappointed yesterday when officer james la board was charged with manslaughter in the death of her 17-year-old son. now brown's mother was hoping for a second degree murder and a high bail. a circuit judge allowed laboard

to leave on his own recognizance with no bail. >> if they didn't even have to put up a bail, boy, you didn't make it a fight. no kind of which way so that lets me know that i have to. >> this is very satisfying decision that was made. >> reporter: now if officer laboard is convicted of manslaughter or involuntary manslaughter he could face up to ten years in prison. right now he is suspended without way. sherrie johnson, abc2 news. a murder suspect already in prison is about to add charges to his rap sheet. authorities say the suspect killed his cell mate. the victim is robert tunnel. he was serving time on a sex offense. authority have not released the suspect's name. in annapolis police are looking for a man who stole a car that was used to kidnap his

wife. mark jackson wanted on several crimes including ail salt and kidnapping. his wife told police he threw her into the car and choked her. they have still not found jackson. tomorrow is bond hearing will take place for george zimmerman. he's charged with second degree murder for the february shoot death of trayvon martin -- shooting death of trayvon martin. his hearing is going to take place in sanford, florida at 1:30 in the afternoon. we'll keep you posted. news around the nation right now. an 11-year-old virginia girl says she forgives the man who allegedly shot her. a stray bullet struck walton and it happened two months ago. while she was on a scooter. she's been hospitalized ever understand that happened and she needs more surgeries. however she says she's not angry at the accused shooter. she says the experience has actually shown her she wants to be a nurse when she grows up. meanwhile pretty wild at the miami zoo. take a look at this.

7-year-old alex walker was posing for a picture in front of the lions' den. got awfully close but as you can see the lion jumped up to the glass, the boy heard the commotion and turned around and saw that. the lion. his dad says it scared him but it was a once in a lifetime shot. that kid looked pretty terrified in that photo. it looks like a big snowstorm? pennsylvania but on wednesday take a second look. it was not filled up with snow, it was actually powdered sugar. a tractor-trailer crashed and it spilled its load of sugar all over the roadway. it took hours to clean up this mess and reopen that road. as for the driver he was hurt but he's expected to be all right. all right, time now for a check on the weather. lynette did you get excited there for a minute thinking you saw snow? >> these hot temperatures are really going to begin to move in here. none of that is happening but let's look at the temperatures right now because we are on the warm side in d.c. coming in at 72 degrees right now.

64 in easton and 67 in baltimore. actually a little bit above average this morning. 59 york and 65 hagerstown. satellite and radar, we have a few high clouds streaming in but mainly clear skies that means we're going to see lots of sunshine as we go into the afternoon. now the weather pattern is going to be hot as we go throughout the day that humidity will begin to increase by the afternoon. we have high pressure that's definitely going to be pumping in some of the hot air through time. and it's going to get hotter even through the next several days. now future trend not picking up on a whole lot but there's a slight chance for a isolated shower early tomorrow morning. just be prepared for that if you're going to be out on the roadways. maybe it might not even happen but there's a possibility. as we go through the next several days still more of the same in terms of the hot and humid temperatures. and speaking of that this is what i'm going with for today. so this morning at 8:00, already around 76 degrees.

90-degrees by lunchtime today. so you know when you're 90 at lunchtime it's going to be a very hot day in store. i'm going 894-degrees and the muggy conditions will persist even into the evening. this is what we have in store through tomorrow and an excessive heat watch and that's basically for the areas here shaded in the pinkish color. and we have that seven day forecast and well it looks like this. lots across the board here. look at the 98. the 99. the 98 as we med into friday, saturday and sunday and this is your actual temperature. it's going to feel upwards of 110 degrees. it's going to be a hot one out there. let's get a check now of the abc2 timesaver traffic with lauren cook. good morning. how are the roads? good morning lynette. well, if you are in howard county fortunately no problems to report on interstate 70. it will be nice and clear from columbia pike all the way over to 695. and once you do get on to 695, as we check in and take a live look at the northwest corner at old court road fortunately everything up to speed. 11 minutes from 795 down to 95. other drive times if you are using theto get into the city
