all right. we have all the information you need to keep you and your family cool through this heat wave here at abc 2news.com. you can find cooling centers open. tips to lower the power bills and what you need to know about picking a sun screen. just go to the featured stories section on the home page. the morning's historic rule that we brought you first as breks news on the website. after months of speculation we know that the court ruled to up hold the patient protection and affordable care act. the most contentionous part of the issue from a political and legal standpoint was whether the individual mandate requiring most to get health insurance or pay a fine violates the constitution. in a vote of 5-4 the court decided that the provision is constitutional. the white house is breathing in relief now that the president's act will stand. romney used the decision as an

opportunity to contrast his views to the president. >> whatever the politics, today's decision was a victory for people all over this country whose lives will be more secure because of the law. >> the court didn't do on its last day in session i will do on my first day if elected president. that is i will act to repeal obama care. >> whichever side people are on we will likely have to wait until fall to see if the decision will affect the election. out the front door the lieutenant governor just finished a news conference reacting to the ruling. he repeated a joint statement. they say they believe that the court's decision will protect millions of people. they also explained a belief that today's ruling will give month men it tim to health care reform that are already underway in the state. >> for many years, together we worked hard to improve the health of all marylanders, today's ruling says we will

continue to build on our success. >> now the administration said they will continue their commitment to the mission of lowering costs and improving care for everybody. and health leadersa lawing the ruling claiming will provide access to three quarters of a million people who have no health insurance. >> reporter: if the estimates are correct one out of eight people here in maryland are those without insurance. a doctor became choked up as he discussed the ruling that upheld the affordable care act. he said he had the onset of parkinson's disease five-years ago. >> tens of millions have some preexisting condition, asthma, diabetes, cancer, that preincludes them from getting insurance. >> reporter: leaders say those without insurance can't afford check ups and prevention much

less prescription medicine. they don't go to the doctor. the president and ce or of health care access maryland said obama care could change all of that. >> i realize it's a huge budget item but what people don't realize is that we all currently now pay for those have no insurance. so many people go without health care, go to the emergency room, having expense every emergency hospitalizations and we all pay. >> reporter: as to whether marylanders can afford it medicaid and a federal subsides program will help people living near the poverty level and those programs are expected to help more than 100,000 people in the city of baltimore. abc 2news. >> and health leaders are concerned over the system when it's opened in 2014 they say that only half of maryland's

uninsured will not participate. so what does this mean to you? it may mean more choices for consumers who want health care but can't afford it now but you have coverage until you pay more or do you have to change the plan? it's a lot going on. let's go to roosevelt who takes us through and maintains what with can --. >> reporter: the answers yes, no and no. they aren't -- the care act will now be funded by requiring everybody to buy health care. if you already have it you don't have to change. if you don't you need to get it or pay a penalty. for those who handle it every day the act can only work if the mandate was upheld by the court like it was today. one expert says the mandate will open up more options to folks who want health insurance but can't afford it but said

health karasch we know it is about to change. >> i think that the growth -- the employer groups system as we know it, think i that will change. as a small business owner, if now your employees can go and get insurance and it's guaranteed issue they don't have to worry about under writing you know they can all get a policy, it may be easier for them to see you here is the money,ly give you the money i was going to pay you that i have been paying, you can go pick the policy. >> reporter: id it'll be more important than ever for people to pay more and closer attention to the health care than ever before because by 2014 everybody will need to be covered. on a side note i talked to the president of the bbb this afternoon and she said it'll be a flied to also watch out for scams. she said especially those internet offer that pop up on the side of the screen. she said many of them just want

to take advantage of people and take their money. abc 2news. >> we are working for you right here at abc 2news because i'm joined by a very smart man. he is the dean of community health and policy at morgan state university. thank you for understanding this because i understand about that much. >> i dry. >> reporter: out of ten people how many understand what's going on? >> the bill is huge. i don't think it anybody understands all of it. you have to be an expert to understand it. i would say -- 25%. >> we have -- what are the thing that in this that we don't know. >> i think it's a giant step for health this is like the step that president roosevelt and johnson took. if we look at the changes of the culture of our health care in this country, would if it's funded. community transformation grants, gets the community involved in the planning, the

development of health services. it has things in it like breast feeding for women who have babies, while they are working, you have to give them a breast feeding break. it's biling the diversity of the health work force by increasing scholarships and especially in nursing where we have had shortages for years and that shortage continues. here in mare iy land a lot of work is going on. the secretary is doing a greet job with the affordable insurance exchange, and we already started to see some of the benefits. >> a lot of people say to much government. to much. >> well, some people would say that but government is the way we take care of ourselves. we are part of the government. the community. >> we love the decision. >> yes. i think it's a very positive decision. >> thank you for understanding. thank you. i want to show you a man who has no health insurance.

is to start off each day with a healthy smoothy. >> making protein and calcium and then like a frozen fruit and then it's a nice refreshing breakfast. . >> reporter: erin said when it comes to snacks, plan them ahead of time so you don't eat a lot of empty calories. >> you don't want to do like crackers and cookies and things but you can do maybe one salty snack, maybe one kind of fruit cut up a big watermelon, then do maybe a received raw individual reggies with a fun dip. >> reporter: a good way to focus is to make it fun for the kids. >> either take the family and go to the farm for the day and pick your own berries or go to the farmer's market. . >> reporter: use a food chart to encourage them to get a good variety. it also helps to let them pick out and plan meals.

beautiful shot with the blue sky across the area, talking temperatures today, well into the 90's, 9a degrees in a lot of locations, look at beach, thursday afternoon packed house. you know it'll be a packed house. north of town into mount eerie. not a cloud in the scheme guaranteeing those temperatures getting in to the 90s. right now the airport a couple more degrees down from where we were. 94 now in dc, easton at 91, 9 -- you notice the winds coming off the mountains, that's a westerly wind, that's a drying wind. we will start to switch it up. more of a southerly wind. we expect humidity in place tomorrow afternoon making those temperatures feel like it's in to the upper -- the middle 100's. take a look at satellite pick and you can notice the clouds drifting through, especially toward frederick, not a big deal. we expect maybe a few spotty showers toward tomorrow

afternoon. it's a mix of clouds around here. 11:00, 78 around tomorrow morning, start time temperature and that's a launching pad for 98 by two on the way close to 100. the heat and humidity, those combinations could prove to be dangerous and we have a heat advisory for much of the area, heat warnings toward parts of philadelphia. look at the temperatures. 90s up and down the eastern third. 100 toward the mississippi river on west and st. louis we have been watch that, share the temperature of 107 degrees. it's a very, very hot, map across much the state. something like 18 states under some sort of excessive watch, warning or advisory. we will stop the timeline around 5:00. there could be a spot shower, starting off very, very hot and humid. 74, on the way for 97 degrees around lunchtime and then watch this. most of -- between 100 and 101.

you want to avoid prolonged exposure outside into tomorrow afternoon. we move the timeline into saturday. a change up, maybe storms firing over the western community but temperatures stay into the 90's. the dangerous heat will continue into the weekend. 73 for the overnight. very warm. isolated shower or storm possible. especially toward the north and west. a pair of nine's tomorrow. there could be a couple clouds that will keep us down but we are completing area hairs. the seven day into saturday. 9 many, maybe a shower or gutsy storm. a lost instability will trigger the possibility of a storm, going in to the 4th and again we will put the word on the heat wave by sunday. dangerous heat, just use that common sense, you will be fine. >> two nines, i beat with you a straight flush. look at my face, all flushed
