the hurricane warning. that's how the governor is describing it. hundreds of thousands of people are still without power as hundreds of utility workers flood into the state to help. christian schaffer picks up our team coverage. >> reporter: the governor has a meeting at the maryland emergency management ajobcy. the focus is on public safety. they want it get the power back on. the message, without a hurricane warning, had repeated that message. no few are than five times during his remarks here this afternoon. some00 expected here within the next several hours. that will bring us to the level that we saw in the aftermath of hurricane irene just to give you a sense of what they're dealing with. the governor said power

restoration is moving forward, but think of this, sunday morning 50 substations around the state of maryland were out. the substations can power hundreds of customers at one team. now they're back on. now the work is going street by street, block by blorks focusing on those downed power lines. >> this becomes more tedious as time goes on because we're talking about restoring one or two or three or four houses. it become has block to block effort. up until this point it's been more of an entire neighborhood being restored. >> they're still talking about the and of the week before everybody's power is back on. i want to give you a phone number. if you have a neighbor or friend whose power is out, you can imagine those insurance companies are swamped with calls. you can call the maryland insurance administration at

night when the storm came through. they will remove the crew. what i was told from a line foreman with bge, tomorrow morning the transformer will be placed back in here and 500 customers in this area will be put back online. so that's relly good news. they have something to look forward to tomorrow at noon is when they're expecting that. the traffic lights that have been out since friday night, we're at bologna and stevenson. i'm surprised we have noticed an accident. people have come to the area. one thing i've noticed in the area there are signs warning drivers to treat these intersections as a four-way stop. you need to pause. again, stevenson and ba loan na -- bologna. the customers are expected to

get their power back on at noon. >> sorry again for the breakup. let's go to anne arundel county where powerful winds downed many trees. more than 2600 crews and 1200 from out of state are working and police are dealing with traffic accidents because traffic lights are out all across the area. check this storm damage out in charles county. this is downed trees. tonight thousands and thousands of people are still in the dark in charles county. there's not a tree company in the area that doesn't have more business they can handle. abc2's joce sterman is live there in baltimore. there's relly a problem with the

trees. >> reporter: a chain saw is not going to solve this problem. this is four giant trees that have toppled over on a set of row homes. you can't just handal job like this by yourself. in coming out of the ground, these trees have exposed some piping down there as well as some wiring and cabling. so this is in the a job you want to handle by yourself. these people said the trees were planted by the city. so they're waiting for the city to fix. it a representative was out there yesterday, but still, it will take awhile to clean up. crews city wide are tied up dealing with downed power lines, closed roads -- damage, damage, damage from friday's storm, trees crushing cars in hamilton, blocking in these people we've been telling you about in north baltimore. dealing with it isn't easy, especially when you have

unscrupulous contractors, all of them hoping to make a quick buck. unfortunately, they have already arrived. >> we had a lot of people trying to hustle up, pay money if they move this. i know they can't move it because they don't have the right equipment. >> reporter: okay. who is allowed to move this stuff? we spoke to two very important agencies, dllr which regulates contractors in the state of maryland. they say your best bet is to wait, to get estimates from legitimate reputable contracts. if they're not licensed, you're taking your chances. if you go with a licensed contractor, if something goes wrong there's a state fund where you can get some of your money back. licensed tree removal trees are licensed by the state through dnr. they have to have a license to deal with this sort of stuff. you can search that on the

the ellicott city cooling center will stay open. >> county services, trying to help people without power. >> reporter: in howard county, wart is a necessity. >> in power. >> no drinking water. >> nothing. >> reporter: nick was one of plenty of people who stopped by howard county's water buffalo here at the community center off 97. since friday clean fresh water is hard to come by around glen els high school. >> definitely, for sure. >> how many trips do you think you will make. >> this is our first trip today. this will probably last us at least two days, day and a half. >> reporter: then hopefully the power will come back on.

look no further than the downed leans and the even bigger trees that caused them, one of which which landed on and damaged debbie's car. >> big trees everywhere. my neighbor has been here many years. trees are up from the roots. just got to make do. >> reporter: people making do from howard county to baltimore city where government officials work to get it right. baltimore, that means extending the hours of city pools, and adding cooling centers. trying to make the heat and no power somewhat palpable wheel city leaders hold bge accountable for restoring power at a quicker rate. >> right now our restoration rate has fallen behind the state average. that is not sat test factory --

you can see we're looking good. no storms in the area. current conditions at bwi, a little cooler. we're at 90 degrees. temperatures in spots across the state are down in the upper 80s. the big culprit with that has been not a cool but a north

breeze today. the front is shifting further south. that's dragging the humidity away from the baltimore area, pushing it to central virginia. i'm saying it's not the oppressive heat and humidity combination we're seeing to the west. the northwest wind sets a weather aid in terms of improving conditions, especially for those trying to keep cool without power. it's sticky high humidity. those are in central virginia and the worst of it toward georgia. the humidity values in central maryland have fallen to 20 to 30% range. this is more comfortable than it would otherwise be. not exactly comfortable. again, it still feels like the low 90s. the heat index values could feel

like 105 or 110. thank goodness at least this evening we're not dealing with that. >> a very quiet radar picture. an isolated storm flaring up in the charlottesville, virginia area. things are quiet, northern pennsylvania, new jersey, all quiet. storms bubbling up, flaring and this is the area, much more humid conditions that will drift steadily further east, eventually getting back into our state. we're hopeful by then most of us have the power back and can deal with him more ably with the ac and fans cranking. watching that hot humid air, the sticky stuff just south and west of us holding south of the stationary front. the front will move back as a barm front toward mid-and the end -- warm front toward mid-and the end of the week. and as we go from tuesday into
