download the abc 2 weather app and pull up your town and see where the temperatures are checking in throughout the day and next several days you. will see how hot you are as we go in in to the day tomorrow. nearly 20,000 people are still in the dark waiting for these guys to show up. it's nasty with the heat. they don't have power. bg southeast working to restore the power. some people are told could be two more days and more out of this. cheryl is live in forest hill. there were people out, there everybody looks miserable right now. >> reporter: it's certainly miserable. we are talking about less than 200 homes in harford county without power. they are bge customers who called and called and called and not getting any response. 21 homeowners here onester court are sweating it out. they are hanging out by their neighbors and opening the windows, trying to stay cool and also sharing this pool that

was meant for hank, the dog, but you now have four kids in there, doing whatever they can to take a load off and stay cool. terry flowers, you have lived here all week. you haven't gone anywhere, hank is yous. >> correct. >> reporter: this is a neighborhood full of the elderly, a couple of pregnant woman, a newborn baby, children, how are they holding up? >> couple of them have generators. we cep thinking it was going to be fixed and it's not. finally they are out. for the most part, we are all hanging together and trying to make it work. >> reporter: you say you called bge. what is the response you get? >> everybody has called and everybody gets a different time and different day. i call, there is no work order. ist the run around. when are you coming? we are hot. republican of course you are. what does that do for you trying to prepare to plan your

life? you can't. you think the next day you are going to have power and then you are stuck again. the next day you think okay, they are coming, then they don't come. we are getting nothing. no one is helping us. >> reporter: we have placed calls to bge , the latest i got is a crew will be here tonight and they may not have power though until tomorrow morning. at least that is some relief they hope. crew tonight here in forest hill, off of ester court. they are feeling it one week in the heat and in the dark. back to you. >> they have a hard road. bge made progress in getting power on but going to take time. the outanals that are out there, the ones they are facing in places like that will take longer to repair the call center is manned tonight with people ready to take calls and try to answer questions out there. >> we are working and the clock

at heightened crew levels until every single customer is back in service. >> if you know folks that are in the dark and don't have ac, have them call bge. . the storm is also causing problems for the red cross and possibly putting lives at risk. last month the red cross was running low on blood they called it an emergency. people who planned to give couldn't make appointments. >> we did lose potential blood donations from donors who had donations scheduled and had to be canceled pause of the power. >> they have air-conditioning there. might not be a bad idea to give blood if you don't have power. 500 people missed or had to cancel time because of the storm. if you would like to make an appointment to give blood, call the number on your screen, 1800 red cross.

the heat isn't stopping the players of more than 180 lacrosse teams from playing their hearts out this week. the brawl is hosting teams from as far away as florida, it's not just about playing hard, it's about playing safe out there. we have upped the ice count for the fields and made the games halves which allow the players to get to the water which is important. >> you get tired easily. you need to keep drinking water. sub out, sub in. >> they canceled the last games of the day because they were worried about the player's safety. after 6 years of families fight to have more protection for children in pools is moving forward. conners law was passed in arundel county after a 5 year old who drowned in a pool.

his family hopes his death may help save lives out there. >> reporter: when 5-year-old conner died in a pool six years ago, the pool had a defibrillator kit on the grounds but the lifeguards weren't changed to use one. in arundel county, that won't happen again. conner's law was signed in to emergency legislation in arundel today. it requires all county pools and pools under county supervision to have an automated external defibrillator on the grounds and lifeguards trained to use them. that's more than 200 pools in the county. >> this is significant today. it would be his 12th birthday. >> reporter: debby, conner's mom pushed hard to have the legislation passed and sets up a foundation bringing awareness to the issue and helping money to bring aeds to pulls. >> it's the leading cause of accidental deaths for children 1-2.

we don't want another family to lose a child or sufficient a loss like this if they are preventable and having an aed on site and access to it immediately increases the survival rate up to 80%. each defibrillator costs $1600. some companies are stepping up to help with the expense. >> a dentist donated a defibrillate tore the swim club. the freed family donated defibrillators, i expect the others will make donations in the future as well. >> reporter: she tried to have it passed statewide. now that arundel is doing this, queen anns is considering it, they hope it will get momentum to make this a statewide law. debby is meeting with queen ann county's commission on monday to discuss conner's law for their county as well. for months we have been

telling you about maryland consumers cheated out of thousands dollars in a paving scheme. the man responsible has a hefty bill of his own to pay. joce sterman is here with the latest on annapolis paver. >> a final decision handed down today by the attorney general's office will be money back for marylanders. that's just the beginning. under the decision, tommy clack, the paver, will have to pay about the hundred thousand dollars in restitution, to 14 people whose driveway he is paveed. he took advantage of people grossly overcharging his customers, many of whom were seniors. he will have to pay 300,000 bucks in civil penalties. >> the message we are trying to send is that you can't take advantage of consumers, you have to treat them correctly and charge them reasonable prices for services and be licensed. >> if u not you are going to take them to court. >> we h take them to court -- we will take them to court and

punish them. >> tommy clack will also have to post a $50,000 bond with the attorney general's office if he wants to do business again in mailed. that's to protect people in the future but the office wants to get money back for every marylander clack abused in the past. whether he pays is another story. joce sterman, abc2 news. a man who stole a police cruiser and led off officers on a chase near the university of maryland is in the hospital this morning. officers ended up shooting mc coy after he fired at them. thoughts say mc coy's mother called them saying her son had a gun and high on pcp. officers say when they showed up, mc coy shot at them, stole the car and took off. he is recovering at the hospital and facing several charges. the baltimore grand prix is months away but the preparations are already in the works. the construction for the track around downtown baltimore will start on july 30th. the city is expected to announce lane closures two

weeks out. the whole thing will be built in 32 days with crews working day and night. >> food, fun and great music, the african american festival kicks off in downtown baltimore, more than 500,000 people are expected to attend this big event. >> tons of food and crafts and culture. all of our african american museums that are here doing a phenomenal exhibit. we have showcases. we have some of our artists coming out to do book signings, autograph signings and for our headliners, this year, we are rolling out the red carpet. >> with major heat this weekend, organizers are making sure you stay hydrated with cooling stations and water on hand. festival is from noon until 10:00 and sunday noon until 9:00. charities taking a big hit. some are able to do things that are unbelievable still.

very clear out there as we put a few of our cameras in to motion across the area. blue skies, hot conditions continuing right across central maryland now. 97 degrees that's a current air temperature. at the airport, downtown, hotter than that. our weather observation center down in the city, is actually getting in trouble with the heat. we don't have a new number out of downtown, we can tell you around the city when you are at 100, you are probably at 102- 103 in the city. no storm concerns tonight. we had a cluster come through last evening, see no sign tonight. atmosphere stable. numbers are upper 90s for air temperatures after 99 earlier today. not quite getting to 105. very hot weather. the moisture level, dew points north of 60. the extremely high humidity west of baltimore, where you can see the heat indices are in the 105 plus range in spots,

not so much towards baltimore, easton and salisbury. it's fine shades of difference once you are over 100. a little bit of a breeze, not helping a lot. hot breeze in our face as we look at the neighborhood forecast tomorrow, harbor east 105, locust point 103. the actual air temperatures , the hottest day in two years, and this will be the hottest part of the state of maryland tomorrow in the heart of the city. we have our melting effect here. it's going to be so hot. the pattern over the east now is quiet stuff. at least storm wise. not a lot of active weather. the tropical high ridge bakes the east coast, the most extreme weather west and our current heat wave will peak tomorrow, see the 100-degree temperatures, pittsburgh, baltimore, richmond, we see cooler air wedge in on sundays, that's the beginning of the change, with that could come a round of storms sunday evening.
