success in cutting crime here could be jeopardized if the department doesn't enhance recruiting and the benefits of the officers out there on the streets. we don't need more police. what we need is better policing, a better deployment of resources, and taking better care of the police officers on the street who got the job done for you over the last four or five years. >> they call on the department to require two years of college or military service for new recruits. fop brought in a consulting group and compared baltimore's police department to those of other cities to come up with the recommendations over the last year and hopes the search committee will use them to become the next top cop. jeff hager, abc2 news. firefighters took the microphone at city hall this morning at the board of estimates meeting some members protested a raise and contract extension for fire chief.

firefighters went upset about the extension, they were against the raise because of the recent fire department closures. firefighters didn't get a raise this year. the mayor pushed for the contract extension. under his leadership, the number of people killed in fires dropped to the lowest level in years. clack's contract was extended through july 2018. looks like the third time will not be a charm for republicans and the house of represents after the supreme court upheld the signature piece of legislation, the affordable act care, gop lawmakers vowed to repeal it. today they tried again voting on the measure for the 33rd time. democrats said the vote wouldn't advance past the senate or president's desk. >> the american people have been clear, they don't like this terrible law.

outages of 24 hours. last year bge spent $81 million to restore power after hurricane irene. the final cost, we don't know it yet but bge will apply for a rate increase with the public service commission. to the latest on the fiery train explosion. a 10 member crew from the safety board arrived on the scene this afternoon. trying to figure out why a freight train carrying alcohol and chemicals explode. two people were hurt but the train's conductor got out without a scratch. firefighters decided to allow the fire to burn out instead of trying to put it out, people were evacuated. hazmat says there was never a risk for air contamination. passengers on a miami bound flight got quite the scare when their plane ran in to severe turbulence. the american airlines flight

really pleasant overnight, 81- 75 around 11:00 . we will wake up to 70 with sunshine and clouds. a warm day tomorrow afternoon with a mixture of sunshine and clouds on the way for 87 degrees. in terms of this evening, not much. we find showers and storms up towards the north up towards the north central pa a, maybe a spot shower or form over northern carol, baltimore count county, we are keeping a slim chance of that happening in the forecast through the overnight. the clouds gifting over the mountains. that is the case, we will mix it up over the skylines through the evening. this high pressure over detroit will nose in, that's going to suppress storm activity to advance towards the north. this front has been set up for days now, tremendous amounts of rain from tennessee valley, right through charlotte in to parts of louville. see the storms in there, that goes in to jackson and well down towards dallas, texas.
