marred. that hours after their report on the child abuse scandal involving a form era sift isn't coach. it doesn't paint a good picture of the school. it said officials looked the other way and seemed more concerned about the school than the victims. brandy hicks. >> the most powerful men failed to take any steps for 14 years to protect the children who were victims. >> reporter: shocking, that's how former fbi director and lead penn state investigator described the actions of the penn state top officials who he believes covered up the abuse scandal to avoid bad attention. >> concern to treat the child -- was expressly stated, no such sentiments expressed to the victims. >> reporter: his report shows most of the evidence came through e-mails with him pointing the finger at paterono

the president, vice president and athletic director. paterno admitted to learning aboutn 't incident in 2001. he said instead of calling police and together they decided not to alert authorities. this happened after all four knew of past allegations against him. last month a jury found sandusky guilty of 45 counts. he will likely spend his life in jail while penn state tries to move on and heal from the black eye. >> it'll be up to the law enforcement officer and the grand jury to make decisionsr. attorneys for the victims and others considering civil lawsuits are also looking over the report. it could used in future litigation. >> now the penn state report is a blueprint for how a major

public institution failed to guard against one of the most unthinkable crimes. some experts say it is a road map in how to prevent it. brian is here with more on how they see the situation. >> reporter: this was a massive failure, right there in black and white, but some say it's an important read. for students and just about anyone else closely connected to penn state this latest report is yet another challenge to what some of them believe. >> i think from the very beginning that the coach was airscape goat. i believe that some people are guilty but i think it's a very few and i think that the football program really had nothing to do with it. it was a few people in administration. >> reporter: and while this report blames very few, paterno and the football program is chief among them.

14 years jerry sandusky was protected by leaders at penn state while who knows how many were very much not. >> they chose to continue to let him be on campus and do nothing about it. at least we know of a dozen kid whose would have been spared and there are more who haven't come forward and we don't know about them. >> reporter: adam is the executive director of the child abuse center. he believes as horrible of a moment this scandal is, it can be a teachable one here in maryland. >> to be able to say to our institutions here, the any place that we send kids is are you prepared for this? do you know what to do if allegations happen? >> good morning. >> reporter: he said every institution should have a detailed response plan, the

baltimore center does that and has while reaching out to university of maryland and johns hopkins to do the same. training for counselors, whether to report abuse and how, all in an effort to avoid the night mare failure of penn state here at home. >> we are working with them. we recognize it's a need that exists. we have a lot of policies in place for disasters, for fires, for sexual harassment but nothing for abuse. though we say --. >> reporter: the hope is with the failures now outlined in black and white local institutions will begin to change . >> thank you. sandusky is still waiting to be sentenced after being counted on 45 counts. two other staff members, the athletic director and vice

>> turned his life completely around. he had been through so much and i got him to turn his life all the way around. he had a job, he got a baby. he been through so much and i just helped him pull it together and now he is gone. >> reporter: police are still trying to determine if alcohol played a role in the crash. the three others in the car all in their early 20s are listed in serious condition. abc 2news. >> thank you. now we have a real important consumer alert for yahoo users, they have apologizing a breach of log in information for 450,000 users. a group dumped stolen passwords onto a web page and said they did it as a warning for yahoo to look at their current security. it impacts users of yahoo voices and online publishing tools but it could be more widespread since most people

reuse passwords on different sites. the company is urging people to change their passwords in light of the breach. and we are work for you here with some tips to help you prevent passwords from being hacked. first use at least eight characters, also use a mix of upper and lower case letters and use the least one number and symbol and never, ever use your name or birthday. get ready for more changes on facebook. the latest is actually focused on a real serious goal. more on the efforts to help kids tackle online bullying. >> reporter: the features run the gamu it, from a poke to flagging inappropriate content. now the site has rolled out it's newest edition that lets teens report mean or threatening posts by clicking this is a problem. they teamed up with yale, columbia and berkeley to create the tool.

it's aimed at 13 and 14-year- old's. the minimum age for a user on the site and will replace the old report link. clicking it takes people through a questionnaire to rank their emotions and determine the seriousness of the problems. they then get a list of suggestions on how to resolve the issue. depending on the situation they can be prompted to send prewritten messages or to get help from a friend or adult. there are also links to professionals for those who may be feeling suicidal. kids spend much of their time online and it's a growing problem so developers say they want to people kids have better ways to talk about their feelings. the tool is available to some, it'll be available to everybody here in the united states later this week. >> tomorrow night ray rice is holding a bullying awareness event. it's called a ray of hope

promoting kindness, anti bullying and suicide outreach. two teens committed suicide this year because they were bullied. the event kicks off tomorrow night at seven but the doors willo open at six. it goes until nine at -- it's free and open to the public. kids under 13 need to have a parent. if you need more information about the event check out the website and find all the details in the featured story section. howard county hospital was one of only 90 hospitals in the country selected for a new program for babies. what they are doing to get more moms breast feeding. and preventing heart disease and women should start early. what you can do now month matter your age to get healthy. and the chase after chimps in vegas. how they escaped and how police caught up with them.

. the mayo clinic is encouraging women to take heart disease seriously. many think it only applies to older women but there are some thing that every woman can do right now to prevent heart disease. >> reporter: campaigns like go red from the american heart association have really race add wareness about women and heart disease and that has translated into a decrease in death over the last decade. heart disease is actually preventable 80% of the time if you know how to stay healthy. i spoke to a doctor and learned that the damage we doo to our hearts starts in our 20s shelf offered tips on jump starting a healthy heart. >> exercising, combine that

officers tried to track down two chimps that escaped. tj reports on how their luck ran out. >> reporter: police finally caught up with the two chimps in the northwest part of the city. they are believed to have escape from a private cage. one of them was shot dead after threatening a police officer, another was sedated. police warned people and drivers over twitter to stay inside until the two were captured. it seems we are often reminded the terror they are capable of. 26-year-old american student was attacked at the jane goodall institute. >> it was horrible. the worst i have seen. just shouldn't be here. >> reporter: it started when he entered a restricted zone outside the chimps. >> as far as us, that -- it was a territorial defense, they
