have the humidity and really feeling it and we will continue to feel it as we go into the afternoon. look what else we are dealing with this morning. we have advisory anne arundel has a coastal flood advisory until about 8:00 this morning. also looking at the air quality alert for dorchester county all the areas there shaded in the orange color. lots going on today and lots of moisture to talk about. maryland's most powerful radar is dry right now. let's get a check now of the abc2 timesaver traffic with lauren cook. good morning. that water main break still ongoing. still causing big problems in northeast baltimore lynette. kirk avenue remains shut down at abbotston street. definitely stick with harford road or loch raven boulevard as your alternate route if you are in that area. as we take a life look at the main lines this is what the harrisburg expressway looks like in hunt valley. no problems to report though. just 22 minutes from the maryland pennsylvania state line down towards 695. you will notice some reduced visibility though in the area and be extra careful traveling up on 83 this morning. traffic picking up on the beltway traveling the outer

loop from 95 up towards 83. you are looking at a 12 minute ride. and it's going to get a little more congested over on the west side where you're looking at a 13 minute ride on that outer loop from 795 down to 95. that is a look at your abc2 timesaver traffic. megan and charlie, over to you. well, lauren just mentioned all the problems that water main break is causing for people's morning commute and it is causing a lot of issues too. that mane ruptured late last night on kirk avenue and that happened near abbotston street. that's where we find abc2 news linda so live at the scene with more this morning. linda? >> reporter: megan, this is right behind city college high school. you've got the shepherd's clinic right over there and this is where the main happened. let me show you the damage that it's done. this is the 16-inch water main that cracked last night just after 11:00. you can see that crack there it runs about nine feet. public works crews have been here since last night. what they've been able to do. they've been a able to shut off

the water and bring down the water pressure and you can see they're pumping most of the water out and right now they're waiting on that new section to arrive so they can replace this cracked one. in the meantime water has been turned off to the folks in this area. it will remain turned off until they're able to fix this problem. now this is causing a huge headache for people who live right around the corner. in the 1500 block of abbotston street. kim collins you've been dealing with the mess ever since this water main broke last night. yorubasment is flooded. >> yes, basements are flooded and actually we've been calling 311 all night and we were told to wait until around 6:00 when someone comes in and then someone can i guess can be dispatched but i just called at 6:00 and now i have to wait until 7:00. this happened at 11:00 had night and it's been a full eight hours. >> reporter: this kind of leaves a bad taste in your mouth because three years ago the same thing happened.

a 16-inch main broke and a lot of flooding. >> exactly. my basement is -- still has a lot of mold and mildew. and it's mostly because there's ava carpet house next door to me and they couldn't get into the house to pump out their water. that water has been sitting and of course whenever it rains since it has no roof. just more water that's zitting and constantly seeping into my basement. my basement stays moist at all times. it just says wet. >> reporter: that's got to be frustrating and the city again telling you that they really can't do anything about it because this was -- a water main break that happened because of natural causes but again this happened last night and brings back a lot of bad memories for the people who live around here. right now they've been able to do a lot of work and they're waiting for that new section to arrive so they can replace this one. this is the 16-inch water main break, a nine foot crack right there. people who live along this street of kirk avenue and the 2800 block will not have their water until this main is

completely fixed. again they hope to have that done sometime later today. we're live in northeast baltimore, linda so, abc2 news. news time 6:33. want to take you back to the breaking news we told you about a bit earlier out of dull is a, oklahoma. an oil refinery has been on fire overnight since around 2:30 central time and 3:30 our time. fire and flames could be seen six miles away from the holly frontier refinery in west tulsa. a very flat area once you get across the arkansas river. heading out toward oklahoma city. so there's also a lot of concern you can see a few of the flames there. as the fire appears to now be under control. but with weather and the dry aid conditions right now and the high winds, that are very familiar for that year of the country. you could have had a really big problem on the hands but again the holly frontier refinery was on fire in tulsa. crews are now trying to determine what caused a massive fire in upstate new york.

that once housed a tool factory. that property had been vacant since 2006 but the mayor says contractors were on the site recently removing debris preparing for the buildings' demolition. 15 of the 25 buildings are a total loss but no one was injured. a crash caught on camera in texas when a clerk was at the camera when he got surprised because of a car going right through. the drier denise wilson plowed into the convenience store and basically rammed through the wall sending the store clerk 15 feet across that store. >> he had told them that she mistakenly accelerated for the brake pedal. as they furthered their investigation into the accident they later determined that alcohol played a role in this. >> wilson is now charged with dui and assault that clerk is back at work after suffering head and arm injuries. well, a couple in michigan says their doors will be locked from now on and here's why. they got an unexpected visit

from a neighbor who wandered into the cottage and then climbed into bed with them. police say the man had a bit too much to drink in fact he was twice the legal limit for maine. the couple immediately called 911 and this guy was asleep when police arrived. he's now facing charges this morning. well, a former wall green's employee is now accused of stealing money from the store: the worker was caught on camera emptying the cash register after nearly $700. the man was mad because he wasn't getting enough hours at work. the most unusual part of the crime was the iou post it note that was left behind. ironically the 26-year-old brought most of the money back after paying his cell phone bill. he of course is facing charges. it's usually the most expensive item on a wedding day we're talking about the dress. >> not the cake? >> it could be. but it's usually the dress. >> all right. so why more and more brides now choosing torrents those dresses for that -- to rent those dresses for that big day.

at abbotston street. and if you are traveling in the area definitely stick with harford road or loch raven boulevard as your alternate route. now the main lines congestion is just starting to pick up on the beltway as we check in andtive a like look in parkville at harford road. fortunately the inner loop nice can clear but the outer loop really starting to pick up at loch raven boulevard. not so pretty. you're looking at a 15 minute ride on that outer loop from 795 down to 95. inner loop though nice and clear up to 83. megan and charlie, over to you. back now to the big story for you on this thursday morning. that water main break now the third in as many weeks in the city of baltimore happening last night on kirk avenue and abbotston street. here's a map of exactly where the location is and this location of the city no stranger at all to water main breaks and linda so the standing by life on the scene. -- live on the scene. you've been talking the neighbors all morning. >> caller: neighbors tell us this exact same thing happened three years ago. we're right behind city college high school here and right next

to that is shepherd's clinic and this is where the water main break happened actually. public works crews just brought these in and they'll be using these when they replace that broken section of the main with the new one and they'll be sliding the wooden blocks under this new section so the pipe doesn't settle. let me show you where the damage was done. this is the 16-inch water main that broke. you can see the nine foot crack along that pipe and they've been pumping water out of it all night. the water has been shut off in the area and just waiting for the next section to arrive to replace the old one. in the meantime people who live along the 2800 block of kirk avenue won't have water until they fix this. we've been able to talk to homeowners who have been very frustrated right around the corner is abbotston street. that's the 1500 block of abbotston right over there. three years ago this same thing happened a water main broke and it flooded their basements and they're frustrated again this

is happening again but again, this they're hoping to have it all completed and fixed by the end of the day. until they do, people along the street will not have water and the roads in this area will be shut down until they're able to completely fix this problem. we're live in northeast baltimore, linda so, abc2 news. when you fly you expect safety to be the number one concern. whether you're in the air or on the ground. however according to the washington post the paper cites federal sources who say air traffic controllers launched two outbound computer flights directly at alipedding plane. they were about 12 seconds from a crash when the controller realized the mistake. the paper's source says that tuesday's close call was a breakdown of communication. and the general assembly returns to annapolis, this is all for a special session and the purpose to expand gallening. the house -- gambling. the house speaker and senate president are already putting things together in motion to basically speeds up the process once the session kicks off. abc2 news' sherrie johnson joins us here with more

information on what else is going to be discussed. >> they have a lot of things to tackling and we've learned enough information about this special session. the issue of pit bulls and like has been added to the agenda as well as tackling expanding gambling. mike miller and house speaker michael bush already laying out the framework for gambling expansion legislation to help speed the process during the special session. it will be held on august 9th and the house speaker says a new casino must generate new revenue. they expect to bring it up for a final vote on friday. meanwhile also legislation to discuss the liability issue of owning a pit bull since it's considered a dangerous dog after a court ruling last spring. this miens not only are owners liable for their dogs in the case of representers the landlord is also financially liable. >> it's kind of unsettled for landlords, tenants people who own pit bulls and live in

apartment buildings. so we want the at least settle that part of it. and then deal with the more specific dangerous dog-type issues later. >> reporter: the special session will be held again on august 9th and lawmakers are also asked to keep the expenses down by driving home at night instead of staying in hotels, sherrie johnson, abc2 news. your mom maybe cousin or friends lives in frederick county. they could receive $100 if they own a home. county commissioners will vote today to distribute more than $6.5 million in extra revenue. and some say it would be cheaper to factor $100 credit into each property tax bill rather than spending the money to mail out the checks. more than 700,000 toyota vehicles now being recalled. the company says it's all because of the potentially dangerous situation with the suspension problem. they're recalling 2006 to 2011 model year rav4s and 2010 lexus

bloomberg and the governors christie and cuomo. arrested accused of not paying child support and the morning jamal lewis has been released he was arrested tuesday in georgia. lieutenant governor brown wants to improve health care for the poor areas in our state. today he's going to join the executives there in a meeting to talk about bays to enhance health services. >> the postal service defaulted on the $5.5 billion repayment to the federal government. under law that money was to be used to cover health benefits for future retirees. that won't affect pay or your mail delivery. following complaints, the white house plans to vote on a bill to help livestock producers. however legislation is unlikely to be considered by the senate before congress takes that five week vacation starting the end of the week. i guess the question here as it is around the country right now, is there any relief

in sight? >> over to meteorologist lynette charles. >> not looking like there's any relief anytime soon guys. unfortunately we pretty much need some downpours so you need a tropical system wouldn't be so bad as of now. right now temperatures in the upper 670s to 70s around a lot of spots and annapolis right now coming in at 72 degrees. hanover at 70. let's look at manchester as we take you outside this morning and a beautiful sunrise. plenty of sunshine in the forecast for us today. and we can see that on the satellite right now. not a cloud to be had. but, as we take this a little bit further to the south around the tropics that's where we're looking at our disturbance here. this is tropical depression number five. and this is pecked up a little bit of speed but still not organized. it's moving to the west at about 20 miles an hour. the winds sustained at about 35 miles an hour and it is forecasted to become a hurricane through the weekend. we'll keep you updated on that information. moisture content is high. just like it is in the tropics right now. we're dealing with plenty of humidity for today. but we should stay dry.
