boat, were hurt along with two children riding on a tube behind it. seven were hurt including the delegate and another person were taken to the hospital. the delegate's condition has been updated to fair. the condition of the others in the crash is not known. if it weren't for the quick action of several people things could have been a lot worse. don harrison spoke with a man who helped pull the victims from the water. >> it was glass calm, a very still night. >> reporter: that's how andrew described how it was at his home onto river yesterday afternoon. all of that was about to change. >> that's where i witnessed the boat in disstress with -- and all the individuals, there was a lot of screaming when i came around the corner running down the pier, help, call 911. >> reporter: he ran down his long pier and unloaded

everything in his boat because he knew there were a lost injured people. >> hands on. quiet them to shor . >> reporter: it was a bad sight. >> pretty shaken up. people had cuts, neck injury, i think one of the small children had a fractured skull as well. they were shaken up. most of them were in shock. there were bodies all the kids were in the boat. a lot of screaming out here and lot of helps, call 911, call 911, helps, help, screaming, small children. it's not a noise you want to hear again. >> reporter: now that it's over he has had a chance to reflect. >> think negligence. i don't know. i have been boating my whole life and i don't understand it. >> reporter: the quiet of the river is why andrew lives here.

he says that the chaos of yesterday is something he never wants to experience again. don harrison. abc 2news. >> maryland natural resources police track boating accidents each year including injuries, deaths and causes. last year was the worst year on the water since 2007, but the number of total crashes has actually lower. in 2007 there were ten boating deaths, 2008 there were nine and 2009 the number of deaths jumped to 17 followed by 13 in 2010 and 24 last year. this year there have been seven but the summer isn't over yet. you know to avoid a potential tragedy the most important thing to do is be prepared. make sure you have all the safety equipment that you need before you set off. life jackets are key and it's not enough just to have them on the boat. you need to be wearing them.

arrests in the property tax and robbery scam that targeted the elderly another dangerous situation police want people to be aware of. it was wednesday morning when city detectives say a man posing as a bge worker knocked on the door of a home in east baltimore street. the man was wearing a neon bge safety vest and bge hard hat. the suspect asked to see the meter and electrical panel. the victim let the man inside to do that and that is when the suspect pulled out a gun. there was a struggle and the victim was struck in the head a couple of times. the imposer then ran out of the back of the house. no arrests have been made which is all the more reason for people to be aware of who is knocking on the door. >> we have told bge of the incident and we -- we don't feel there is a connection with the prior helderly scams but we want to caution the public that

don't let people in when they come to the door. >> for its part bge said if there is ever a visit from an employee to do unscheduled work call the utility and they will confirm the work and the employee's identity. police are also encouraging anyone else who may have been a victim of this scam or saw anything suspicious to call them. abc 2news. >> thank you. it has been days since the deadly train derailment in ellicott and while the community mourns the loss of two local college students the there is also more to do in the investigation and the clean up efforts. roosevelt has been on the story since the beginning, what can you tell us? >> reporter: the train tracks are back open but downtown ellicott even though stores are open that roadway, main street is not let's look at the pictures to give you the idea of what happened. first of all right there. they ran a test train on the

track. a 80 car train. inspectors before the train came through, they walked the track to make sure it was fine. crews were shoveling coal sot the clean up is going in a very -- at a very quick pace. not all the clean up is done. there is still a lot of damage in town from this incident. a retaining wall broken and pretty much the entire street is black from coal dust and according to a executive he said it's not over yet. >> takes place and we will work with them to do our best to get the rail line back open. we want to make sure the roads are back open and we will make sure csx pays for it because not just from the accident but from all the heavy equipment coming through here. >> that is a look at the creek that runs up underneath the bridge there where the train derailed. there is clean up there as well but the state said they were

weather here at the beach and we still have good beach weather to come. things will be impacted by the weekend. especially at the beach with a coastal system. temperatures statewide. the mid89o's. feeling warmer with the humidity feeling like 90 in the city. 91 frederick. that real feel that. heat and humidity and you can see the dryer air is out in northwest eastern maryland. dew points pushing 70 and that does make it feel muggy. the good sun breakthrough today. all the way east, down through the beaches, under the sun today. there are a few showers to the west and the west virginia but the main weather has been sitting off shore. it could hug the coast in to the day tomorrow. maybe spin a few showers in our direction and then stalls off shore over our saturday and

right now we are going to bring in the chance for showers, even as far inland as baltimore. large coastal area of rain. some of those showers could spin their way in. the pattern further west. dry weather we think will replace the coastal system by monday. we will see temperatures shooting back up but the clouds and the showers will be playing a factor with the system churning right off ocean city, through the weekend. all right let's talk about the big storm on the board. isaac, showing new organization. the storms psyche many. look how intense it was. now redevelopment. the waters extremely warm here. then on into cuba so this will be a wild time for those islands as isaac makes his approach. current projections, bring it a

little further west but south florida in the bulls eye as we go toward sunday afternoon and in the key time frame into early monday. this projection -- has isaac redeveloping in to a category 1 hurricane. even there it'll mainly be a rain and flood threat more than the wind. could there be rain for the convention in florida, it's possible. tropical depression tim also out there. tonight 64, partly cloudy. tomorrow 87, probably in the mid to upper 08's. could see a shower east by tomorrow evening as we go to 66. the seven day forecast we have changed the weekend outlook. drop the temperatures into the low to mid80s. beach travelers, better chance for a shower toward the beach. not all day but hit and miss.
