on isaac. that's coming up in a few more minutes. it was already a busy rush hour in midtown manhattan when gunfire erupted outside the empire state building. >> reporter: investigators worked quickly today to figure out who the gunman was and why he would have opened fire outside one of the city's most iconit began as a normal busy dy when all of a sudden shots rang out. >> we heard multiple gunshots, about 12 of them. everybody started running for cover. >> reporter: police identified the dunn man as jeffrey johnson. he had been laid off from hassan imports and within the back to confront his former employer. he shot a colleague three times

and fled. a worker followed him. >> he pulls his .45 caliber semi automatic pistol fired. >> reporter: witnesses say the police were on the scene within seconds. new york mayor michael bloomberg said their quick response saved lives. >> they put their lives on the line responding immediately and they were joined by a number of civilians who's bravely also saved lives. >> reporter: those injured are all expected to survive. the mayor insists the big apple is still save. joce sterman, abc2 news.

all eyes are on tropical storm isaac. we're learning more about the potential path and the impact it could have on the republican national convention in tampa. abc2 news has more. >> reporter: the winds -- have already downed trees. new forecasts shows it's

shifting west. it will re main a tropical storm until it reaches the warm waters. it could then strengthen early monday. >> there's unserpt here. that is why we can't pinpoint one spot that would receive the heaviest rains. >> reporter: residents are stocking up. >> we have wart at home. >> reporter: tampa isn't expected to take a direct hit. that's good news with about 50,000 delegates traveling there for the convention. the city will feel the impact of heavy rains and strong winds. that a is one of the most flood prone cities in the country. >> my job is to ensure that we're prepared for any emergency. >> reporter: officials are closely monitoring the storm but

cooldown. rosie, back to you. >> lance armstrong has survived cancer but he is giving up the fight against charges of illegal doping. we have more on his decision. >> reporter: enough is enough. that's how lance armstrong explained his decision to give up the battle against charges that he used performance enhancing drugs when he won an unprecedented seven tour de france races. he is banned from competitive cycling for life. the janes -- agency said he also ran a complex doping ring. >> does it say deep down inside he thinks he's guilty? there's so many questions left unanswered. >> reporter: his victories made him one of the biggest stars in the world and a hero to others because he came back to dominate his sport after beating cancer. he said this night has exhausted

the fda is alerting the public about the risk of infection from contaminated tattooing. some can become tox eke. ink contaminated by mold and fungus has caused serious infections in the five states. customers have to be extra careful about hygiene. researchers at the national institute of health have identified cases with aids like symptoms. the antibodies attack their own system. scientists don't think it's new. it's not contagious and not associated with hiv. there have been 12 cases in the u.s. but no one has died from
