the east port deposit had heavier rain and another batch along i-95 and perryman this morning. and we slide a little further to the south and west and we can see around jessup laurel and pg county you will deal with wet weather around columbia. also howard county and montgomery county picking up on wet weather. so around town we are wet. the good news is that we will dry out as we go more into the afternoon time frame and get sunshine in here. temperatures this morning warm. and we are very humid outside. and here's the hour by hour forecast as we look at it. temperatures at 85 for lunchtime today so we will warm up as we go throughout the day. let's check the abc2 timesaver traffic with mike masco. good morning. >> reporter: good morning. let's get right into it. i mentioned congestion north of 695 heading up towards maryland house and chesapeake house. be aware of that this morning

because of the rain. let's get you to tieups and traffic congestion slowing speeds down. cut them in half at 38 right now from 695 inner loop between security boulevard and edmonton. be aware of that. and sliding towards the south, we have a disabled vehicle right along 95 interchanges with route1. -- interchanges with route 1. we are seeing volume picking up tremendous volume 95 northbound at maryland 100. that could be weather related. certainly could be weather related. and i am going to go outside to 95 at 295 to 395 split showing us not too much in the way of volume. but again wet roadways out there and that will slow up drive times. 695 outer loop from 795 to 95. that is an 11-minute commute. more about the traffic in less than ten minutes now back to the news desk. the first day of school is met with excitement and jitters. but for students at perry hall high school it was fear and sadness after student was shot. we will figure out where they

go from here. linda so is live at the high school this morning and is there any word what happens as they head back to the second day of school. >> reporter: we have seen some police cruisers in the parking lot. some police cars are driving around the area. you can see the front doors right over there across the streets. parents have lined up through the front loop getting ready to drop their kids off for the second day of school and we have seen teachers here. the parking lot is filling up. later this morning, we have learned we are expected to hear from county police chief jim johnson who will hold a briefing to give us the latest on the investigation. the i lendl -- the alleged shooter has not been formally charged. it's unclear whether he be charged as a juvenile or adult. the associated press is reporting that the suspect's father says his son was bullied at school. and we are told the 17-year-old student who was shot in the cafeteria remains in critical condition at shock trauma. students say things could have

been worse had it not be for the guidance counselor jesse wasmer who pinned shooter against a vending machine before police took over. shooter remains in police custody this morning. charges could come today. trauma counselors will be on hand as the second day get underway. we see parents lining up in the cars and that front loop about to drop off the kids for the second day of school. and teachers are arriving. live in perry hall, linda so, abc2 news. baltimore county will have a press conference today. we will broadcast it on our website as well as on the mobile app. a terrifying experience on the highway in a vehicle out of control going faster and faster. there is nothing she can do to stop it. the terrifying ordeal caught on camera as the woman could just hang on and pray and barreled through a median and blasted through a construction zone all while trying to avoid disaster.

the accelerator was tuck and -- stuck and pulling the machining brake didn't happen. she was traveling 120 miles per hour and called 911 to help and the dispatcher told her to lift up the accelerator and push on brake and she did and the car slowed before police came in to help her out. 6:34. if you've been to a sporting event, fans can get quite rowdy but misbasic in los angeles at the area -- misbasic at -- behaves in los angeles at the area stadiums can get you in handcuffs. a list of 10 activities fans must refrain from. they include profanity or other offensive language, intoxication fighting for example, the code of conduct will be in effect as such venues like dodger stadium and staples center. following the rainout you may have had concerns about maybe some lost momentum with the o's. especially with the central leading chicago white sox coming to town. no worries. this one was tied all night with baltimore falling behind 3- 2 in the 8th.

most powerful radar as of now. a swath of rain stretched back from cecil county back into montgomery county and portion of virginia. let's start out in cecil county with the heaviest rain now pushing over northeast and into chesapeake city and elk dobton. it slid over i-95. lighter rain around havre de grace and aberdeen but wet. slick roadways further to the south we can see showers around perryman also essex to the east of essex. perry hall is wet. parkville getting wet weather as well. and then we slide a little further to the south and we head you over to glen bernie where you are getting moderate rein across the area this morning. around jessup columbia arbutus laurel getting wet weather. we are dealing with slick roadways and you need to take it easy. we look at manchester's temperature at 69 and yes we are warm this morning. and we are very humid. we walk you through the hour by hour forecast and it will look like this as we head through the rest of today. by 8:00 temperatures right around 77 and i am keeping the

it comes towards the camera is slow. lots of volume out there and we will take another look at traffic. last look at traffic in ten minutes. 6:47. the first day of school is supposed to be an exciting time that was not the case for student at perry hall high school. they are trying to make sense of a shooting in the cafeteria that left one student in the hospital this morning. and linda so is live at the school right now. linda what are they expecting as they head back to school today. >> reporter: more police and security in the area. we see a police cruiser parked in the parking lot right now. and you can see students and teachers arriving for the day. they are going through the front doors over there. we have learned that later this morning the county police chief jim johnson will conduct a briefing to give us the latest. the alleged shooter a 15-year- old student has not been formally charged yet. it's unclear whether he will be charged as a juvenile or adult. the motive unsure but the police say the victim was not targeted. the associated press is reporting the suspect's father says his son was bullied at school. we are told the 17-year-old

[ no audio ] >> reporter: we are here live at shock trauma. i have been speaking to the nursing supervisor here at the hospital. she basically told me the 17- year-old shooting victim was in critical condition. we were also told he underwent surgery last night. the 17-year-old victim was shot in the back yesterday with the shotgun by a 15-year-old perry hall student. this all happened in the

cafeteria during lunch. sources say that the shooting victim was not targeted but he was hit by a random first shot. the shooter was tack led by jesse -- tack led by jesse -- tackleed by jesse -- tackled by jesse wasmer. the 17-year-old shooting rim is in critical condition this morning here at shock trauma. reporting live in downtown baltimore, sherrie johnson, abc2 news. baltimore county police will have a press conference between 10 and 11 this morning. we will cover it for you and stream it on air on our website abc2news.com and on the mobile app. head to the abc2news.com for more information. a group of former perry hall students are organizing a rally this friday and the intent to bring the community together following the shooting. they are hoping to spread hope and a antibullying message. it's expect to happen -- expected to happen at the

today. she is suing because anthony initially said a fictitious baby-sitter with her name kidnapped her girl. casey was acquitted of murder charges in her daughter death. isaac could mean you pay more at the pump. up to a dozen gulf coast refineries could close as the high winds and rain hit the area. so the region refineries may produce about 22% of the nation's gas supply. all right let's talk about tropical storm isaac right now. because it's strengthening. and we can see it churning in the gulf of mexico and it's a large massive storm. so with that, we can see some of the rain band reaching up into georgia right now. we are seeing more of the same in alabama. but look at what we are dealing with. we can see the eye finally getting more well defined so that means it's strengthening and also the last advisory sent in at 5 the next one at 8, shows that the central pressure has dropped. so that means strengthening as well. the wind have not come up at all -- winds have not come up

at all. winds sustained at 70 miles an hour and we will wait 4 miles an hour to get to the hurricane strength but usually with the storm this large, it does have a lag time between the central pressure and also the winds. so we can see right now tropical storm isaac's path the wind sustained at 70 miles an hour moving to the northwest at about 10 miles an hour. and should be making landfall sometime this evening maybe around 8:00, 9, into tomorrow morning. and we are thinking somewhere in between southeastern louisiana and points northward. so, mobile could be in on all that as well as biloxi and you can see the next track as it takes it up into the central united states and then it could its ice on us as we go into the weekend. maybe the lat -- eyes on us as we go into the weekend. maybe the latter part of the weekend. we can see the wet weather in bel air. the cold front will bring high pressure and drier air less humidity going through time.

plenty of sunshine in the forecast. the hour by hour forecast. 88 by 3, and that 7-day forecast looks pretty good as we will dry out as we head towards the middle of the week. let's check the abc2 timesaver traffic with mike masco. good morning. >> reporter: good morning. >>a few issues now we will switch focus towards accidents. this is 795 right as you get towards 695. an accident near exit 19 slowing you up and also 270. one mile north of exit 22 be aware we have an accident working out and that could tie your speeds up. here's also a look at 95 southbound. speed reduced beyond exit 77. and that goes right towards 795. that's a long delay. debris on the road and 895 causing delays in the glen burnie section of town. outside for a live shot -- outside for a live shot at old court a mess on the outer loop as you head towards the west. we will have another shot and show you ou95 at 395.

more volume picking up this morning. certainly could be in response to the wet weather out there. some of the drive times to show show you we don't have drive times. alec baldwin got in trouble while playing words with place on a friend and not turning off his phone. the faa is considering changing the policies on electronics. right now, things like kindels and ipad have to be turned off because of fears they could interfere with communications and navigational systems. policy is being reviewed amongst a recommendation that could be expiring next year but there's always a but. cell phones they are banned. that policy is set by the fcc. >> they said most people don't turn off the phones when the plane takes off that's a no-no. >> on my facebook page we are talking about this song reach for the stars by the black eyed peas. what would you have played? >> here comes the sun. >> of course.
