area be extra careful and slow down, turn on the low beams. we do have an update on a crash for you on 95. it has just been cleared from the southbound lanes at cayton avenue. the delays really dissipated. a live look at 95 heading south. just -- here at interstate 195 everything moving right along. no problems getting up to the beltway. or if you are traveling southbound down towards d.c.. and as we pull up the drive times no delay right now on the jfx. the typical 11 minute ride right now traveling from the beltway all the way down to fayette street. 695 in great shape from parkville all the way up to towson. and there are no delays right now on the west side. traveling that outer loop from 795 down to 95. you are looking at an 11 minute trip as well. that's a look at your abc2 timesaver traffic. megan and charlie, over to you. now an update on breaking news we first brought you at 4:30 this morning. one person shot and rushed to the hospital after a police involved shooting early this morning. abc2 news sherrie johnson joins us live this morning outside of

city police headquarters. what can you tell us so far? >> reporter: well, megan i've been working the phones this morning trying to talk with local police about what actually happened there and i'm in front of city police headquarters. still investigating this police involved shooting. take a look here, we just arrived from the scene just a few hours ago. and this all happened in the 1500 block of east landville street. this is near the oliver neighborhood a few blocks east of green mount cemetery. according to the baltimore city police twitter feed. baltimore police say the person who was shot was taken to the hospital. we don't know that person's condition just yet and the police officer in this case was not injured. now officers are releasing few details at this point but there will with media briefing later this morning. we hope to gather more information at that time and bring you the information as it becomes available. reporting live at city police headquarters, sherrie johnson, abc2 news. your electric bill could be going up soon under a

this year marks the tenth year since the d.c. sniper shooting free and tonight a prayer vigil is being scheduled remembering the victims. it's happening at 6:30 another the gauchen -- at the goshen united methodist church in gaithersburg. this morning the ex-wife is speaking out about the incident. mildred mohammed says the news of the shootings she found out about this ten years ago. police knocked on her door to say john allen was the sniper and that he was after her. >> i knew he was going to kill me. i knew it was going to be a head shot. >> police said mildred believed the shootings were present to create a distraction so her murder would be one of many. police say he wanted his children back from her. time now for five things to know this morning. the philadelphia cop caught on

video hitting a woman will be suspended for 30 days starting today. with the intent to dismiss. the woman is seen spraying something from a can in the video and then shows the woman being struck in the face. the chicago teachers' union says its teachers and support staff have approved the three year contract. that includes pay increases and new evaluation systems. it must be approved mow by the board of education which is scheduled to meet this month. a new report card shows water quality in baltimore's harbor didn't improve last year. it blamed heavy rains that washed pollution into the harbor. it's being designed to help track progress in reaching the goal of swimmable fishable water in the harbor by 202. back on the campaign trail for mitt romney and president obama. he will be in virginia and the president will have stops in colorado and wisconsin. all three are considered battleground states. the remaining two presidential debates are october 16th and october 22nd. rush, joan jett, randy

to be held at the high school rat they are owings mills and it starts at 7:00 this evening. if you're looking far job and you served in the military you may want to head to the m&t bank stadium. today there's a job fair specifically for men and women currently or formerly in the military. it's also for their family members from 11:00 to 3:00 today. companies are expected to attend include verizon, johns hopkins university and the aspen group. baltimore has turned over control of the edgar allan poe house to the museum. so over the next year what is this going to mean? it's going to mean they will work with the newly reestablished nonprofit to craft a plan to make the poe house self-sufficient. after that, the nonprofit will take over the operation. the city's spending panel approved the deal and will pay the railroad museum $180,000. it's expected to reopen sometime next year.

the successful be more for healthy babies program will be celebrating healthy families at the national aquarium in baltimore. now baltimore marks two years of the decreased infant mortality rate. today, more programs will help reduce infant mortality and help build healthier families. that will also be announced this event will be taking place it's going to feature free tours of the aquarium for families. a new twist on the 695. >> the outer loop became a makeshift delivery room. this was yesterday morning. can you believe this? the parents, they were on their way to the hospital when their little boy decided time is up. he was ready to join the world. baltimore county paramedics trained for this sort of situation, situations like this one, when they arrived on the outer loop near edmondson avenue where the mother's contractions were two minutes apart. >> so we got our ob kit ready. prepared the mother for the

delivery. baby came out. it was very smooth delivery. father was present in the back of the ambulance and it was is very emotional experience and out came a little baby boy. >> it was an emotional time for the paramedic as well. it was her first delivery. they are all doing great this morning. all right time now for a check on the weather. what a story lynette. >> i know and the paramedic was so calm. like wow. good for her. the satellite and radar picking up cloud cover this morning also some patchy fog out there. but also we have some scattered showers trying to push in across this area this morning. especially around eldersburg and also westminster. traveling that way be easy out there because we are seeing some slick roads. also another shower in cecil county around port deposit this morning and also to elkton. some more scattered showers down in virginia. and this is making its way up to the north so we have more scattered showers to come throughout the morning and possibly the afternoon.
