the parkway, at route 100. and more problems in baltimore county. where there is a crash on security boulevard at perimeter drive. now, if you are headed out to the beltway, there are no concerns right now on the west side. it will be nice and clear from 795 down to 95. no problems from parkville up towards towson either, and here is a live look at 95 downtown at 395. traffic is moving right along. no delays through the fort mchenry tunnel. harbor tunnel nice and clear. ha is a look at your abc 2 time saver track. megan and charley over to you. >> when you go to the polls in less than three weeks you will see mitt romney, president obama both on the ballot but you will also see other things such as question four. that's the dream act. >> it would allow children of undocumented immigrants to pay instate tuition at public colleges and universities in maryland if those parents pay taxes. and if the child graduates from a maryland high school. owe moments gathered enough signatures to put the issue on a statewide rench dumb. they say the -- referendum. they say the dream act promotes

illegal activity and uses taxpayer money to boot. >> people understand the issue. everybody i talked to they say we don't feel like taxpayers money should be used for illegal immigrants and very simple as far as they're concerned. >> for many families in maryland, paying out of state tuition is not doable. that would mean the difference between them being able to go to college or not being able to go to college. >> a recent poll by gonzalez research showed that 58% of registered voters in our state support the dream act. while 24% oppose it. the investigation into the deadly meningitis outbreak is growing. so far, the cdc has identified 214 cases and 15 deaths in a number of states including here in maryland. >> criminal investigators were at the massachusetts company whose steroid medication is linked to the outbreak. the food and drug administration says it is part of their investigation. the company wouldn't expand on that. investigators have found fungus in more than 50 vials from that

company. >> up to 14,000 people may have been exposed to one of the three potentially contaminated lots of medication. >> we may have noticed that the case count has gone up. in recent days. and we think that this is mainly because we're doing a better job at finding the cases. health experts say fungal meningitis is not contagious. 16 people in maryland had the disease. and 1500 could be at risk. no doubt about it. a mother's instinct is often the best tool for protecting her child. and it really paid off for one mother. >> she checks her 12-year-old's facebook page daily and noticed a message from a man claiming to be a college student and the mom started talking to her pretending to be her daughter and asked her to meet up and she called police and agreed to meet the guy dressed as her daughter. >> if i have, to yes, i will. i will do it again. if it means getting a sexual predator or any creep off the street, why not. >> well, police arrested that guy.

it turns out that he is a middle schoolteacher in texas. he has since been charged with solicitation of a minor. a gym gets an unexpected visit and it wasn't a member. a surveillance camera from a fitness center in south carolina. see the deer trying to run through the gym front door. the manager says she heard a loud boom and thought the equipment fell over. the deer ran into the door several times before running away. >> that's talent. sign that kid up. it is not a monkey or a bird you're hearing. that is 7-year-old hechter floors. the boy accidently swallowed a whisle from his toy duck. swallowed it a month ago. >> it turns out his family and teachers thought he was playing a trick when he made the squeaking sound but the fun didn't last too long. doctors did remove the whistle from hechter's lungs. i'm sure that he thinks it is really cool to show off his friends but as a parent they

in baltimore, the friendship academy wants to make sure bullying is not a problem for students. >> we have more on what the school has planned and they have a full day planned to stop bullying. >> they do. it all starts with a pep rally this morning. joining us this morning is the principal. have you an excited day planned for the kids. what can they expect when they come to school today? >> when they come to school today we have a big pep rally and assembly and a panel discussion that includes various int gral people that have actually experienced these types of things themselves. and it will give them strategies that they can implement and work towards to prevent bullying or at least give them strategies to inform the right person. >> you will be teaching these kids real practical tips because bullying does happen. it is a growing problem these days. >> yes, it is. it is a growing problem across the nation, across the

district, across the state, so they will give them really good tips what they need to do, who they need to contact and what they need to basically look at it, how to deal with it on the web site, how to deal with it on their phones and different tips to use to get them through any situation that they entail in regards to bullying. >> okay, and you're the academy director here and you see this, with kids. and for parents who are watching, what kind of signs should they look for if their kid is being a victim of bullying? >> there are two things. one thing is, first, a shift in behavior. so if you have your child and you know that your child is normally, you know, yeah, mommy, i'm great for school, it was a wonderful day. and all of a sudden you don't get that, you need to start asking questions. or it could be just the opposite. instead of kids getting withdrawn, they begin acting out. that is clearly a sign that something is going on. i would definitely urge parents to please check the cell

phones. please check the social media sites the children are on. because so many things are being said and done to the children, and kids, sometimes, keep it inside, because they don't want to be considered a snitch. or they don't want to be considered a punk by their peers. so instead of reporting it, they will internalize it and it can turn into a lot of different things for our children, which we have seen across the nation. suicide, or you know, the kids are being bullied and they in time become bullies. so to be proactive parents. please pay attention to the signs and signals from your children. because they are there, and you know, sometimes you have to pop up the school and let your boss know, i need to go check on my baby today. pop up. ask questions. who is your child hanging with. who are they calling friends. because a lot of times, some of these friends are not really their friends. and you know as a parent how you raise your child.
