lauren cook. good morning. good morning lynette. well, as you mentioned we are and unfortunately a crash on . the west side of the beltway in wood lawn on the outer loop at security boulevard. north of the scene, here's what it looks like at liberty road. checking in and taking a live look you'll notice it's causing a massive backup it's going to take you 14 minutes right now to travel that outer loop from 795 down towards 95. as far as the beltway is concerned in parkville a live look at harford road, normal conditions, no problems as you do travel up towards towson. and as we pull up another drive time the jfx going to be in great shape. no delays traveling from southbound -- southbound from 695 all the way downtown. that stretch will take you just 11 minutes. that's a look at your abc2 timesaver traffic. megan and charlie, over to you. in this morning a trial begins for two people cited for giving teens alcohol. the teenagers later dayed in a crash. >> the accident happened back in january but now a mother and a brother of a teen girl are headed for trial. and abc2 news' sherrie johnson

joins us with more on the story. >> reporter: the civil trial of debbie and joshua franco is scheduled to begin this afternoon in district court in glen burnie. they were given citations for providing alcohol to three teenagers who were killed in a car crash in january. that crash happened on interstate 97 and route 50. several 911 callers say the car carrying three teens was going the wrong way before the head- on crash happened in davidsonville. the crash killed 18-year-old franco, 19-year-old brittany walker, 18-year-old zachary rose and the driver of the other car, 55-year-old terry wayne davis. now debbie and joshua franco are accused of serving alcohol the minorrings considering -- to minors during a birthday party at their home just before the accident happened 679 state police say both drivers were under the influence of alcohol but the francos lawyer says his clients are innocent. he says the alcohol was from places beyond the franco home. the state's attorney office says right now there's no law if place that has tougher penalties -- in place that has

tougher penalties. there's no jail time but possibly a fine as much as $500. sherrie johnson, abc2 news. police have increased their numbers of officers in roland park after two people were kidnapped and robbed within minutes. the first victim was a woman walking to her car around 2:00 in the morning on roland avenue. two men with a gun came up and forced her into their car. it was a silver four door dodge stratus. they released her after taking out money at the atm. they struck again ten minutes later. >> this 19-year-old victim was riding his bike in the 5500 block of roland avenue. they struck this victim with their car which the fell fell off the bicycle. they then went up to him with the guise of making he was okay and then at that point they forced him into their vehicle. >> a 19-year-old was robbed and eventualry dropped off as well. right now today a teenager accused of killing a 10-year- old jessica ridgeway will be in

court. colorado police arrested 17- year-old austin sigg. they have a preliminary hearing and charged him with two counts of first degree murder and one count of kidnapping. >> for me, my steps have to be one step at a time into forgiveness. because yes, i'm really angry and i'm really hurt that this person has done this. >> ridgeway was last seen by her mother back on october 5th when she left for school. her body was found a week later at a park in denver and a suburb there five miles away from her home. news time 6:34. you think times are tight? listen to this. tempers flare as drivers waiting to fill up at a gas station in san diego, california. a gallon of regular unleaded dropped just under a dime overnight to $3.89 a gallon. you see the cars lined up to fill up. well, one man said he saw two men almost come to blows over the gas. well, do you find yourself traveling above the speed limit? >> i know you do.

as we check and take a live look here at liberty road. causing quite a backup. 15 minutes altogether on that outer loop from 795 down towards 95. this is where the beltway looks like in parkville and much different story here at harford road. no problems getting up to towson and that inner loop nice and clear down to 95. that's a look at your abc2 timesaver traffic. megan and charlie, over to you. before you head up to the bus stop this morning, with your kids, we have an abc2 news investigation. >> you worry about whether or not they're going to behave on the school bus. but abc2 joce sterman is here with more and you say we might need to be more concerned about the drivers? >> you think your kids are in safe hands once they step on the bus but we found hundreds of local bus drivers have been busted on cameras speeding and running red lights and there could be more we don't know about because of a lack of oversight of some drivers. our abc2 news investigation looked into camera citations handed out to bus drivers who work specifically for baltimore

city or baltimore county public schools. they were caught on tape with alarming images like these. we found more than 200 citations for speeding or red light violations. with drivers racking up 10 grand in fines they then have to pay on their own. but together the two districts also pay more than 300 contractors to drive their students. and the companies they work for don't have to tell the schools when they get camera tickets. it's just not in their contracts. but after talking to us, the districts say that requirement soon will be because this is a serious problem. >> i think sit potentially dangerous -- it is potentially dangerous behavior. i think that it is a safety issue. >> i would not want to see one ticket and a bus driver or any other employee here in baltimore county who drives a board owned vehicle or equipment. one is too many. we transport students. and that's just not acceptable. >> but we found some drivers are testing the limits getting caught over and over again on those couple is.
